Voted, unanimously, That the Treasurer be and hereby is authorized with the approval of the Selectmen, to borrow during the municipal year, be- ginning Feb. 1, 1905, in anticipation of the collection of taxes, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total levy for said year, giving the notes of the Town therefor, payable within one year after the date thereof.


All debts incurred under authority of this vote shall be paid from the taxes of the present year.

GREETING.


In the name of the Commonwealth of Massachu- setts, you are hereby required to notify and warn the inhabitants of the Town of Lincoln, duly qualified to vote in the election of State and County Officers, to assemble at Bemis Hall, on Tuesday, November 7, at ten o'clock in the forenoon, to give in their votes for the following officers, viz: a Governor, Lieutenant- Governor, Secretary, Treasurer, Auditor, Attorney- General and Councillor for the Commonwealth of Massachusetts, a Senator from the Fifth Middlesex Senatorial District, a Representative in the General Court from the Seventeenth Representative District in Middlesex, County Commissioner, and Register of Probate and Insolvency; also any other officers re- quired by law to be chosen in the month of November of the current year.

EXTRACT FROM THE REVISED LAWS.


CHAPTER 29.


SECT. 3. Physicians and midwives shall, on or before the fifth day of each month, report to the clerk of each city or town a correct list of all childen born therein during the preceding month at whose birth they were present, stating the date and place of each birth, the name , if any, of the child, its sex and color, and the name, place of birth and residence of the parents, the maiden name of the mother and the occupation of the father. A physician or midwife who neglects to report such list on or before the fifteenth day of the month shall for each offence for- feit not more than twenty-five dollars.


SECT. 6. Parents, within forty days after the birth of a child, and every householder, within forty days after the birth of a child in his house, shall cause notice thereof to be given to the clerk of the city or Town in which such child is born.


SECT. 8. A parent, keeper, superintendent or other person who is required by Section 6 to give or cause to be given notice of a birth or death, who neg- lects so to do for ten days after the time limited there- for, shall forfeit not more' than five dollars for such offence.

There have been 136 licenses issued as follows : 112 males, 23 females, 1 kennel, for which $361.80 have been paid to the County Treasurer.

During the year, the copying of the First Book of Records, commenced some years ago, has been com- pleted. Also a copy of the Precinct Records. These two records are to be bound in one volume.

REPORT OF THE SELECTMEN.


The Selectmen have the honor to present the following Report of the fiscal year, ending January 31, 1906.


The Board was organized at a special meeting by the choice of Charles S. Smith as Chairman, and Anthony J. Doherty as Secretary.


Stated meetings have been held on the second and fourth Saturday evenings of each month at 7.30 o'clock P.M.

Finances.


The Town Treasurer's Report shows the financial condi- tion of the Town at the close of the fiscal year. It appears by the Treasurer's Report that there is now in the treasury available for general purposes the sum of $3,531.13. In addi- tion to this there are uncollected taxes for 1905, amounting to $1,955.62. There is also in the Treasurer's hands $1,752.68 belonging to the water works, together with $1,414.58 of un- collected water rates. This makes a cash surplus available for all purposes of $8,654.01.


The total indebtedness of the Town amounts to $61,000.00. All of this indebtedness has been contracted on account of the water works. This shows a net decrease of $2,000.00 the past year; there having been a $1,000.00 bond paid, and $1,000.00 paid on account of the sinking fund, which was applied in liquidation of the $10,000.00 note held by the Middlesex Institution for Savings. This note is now fully paid.


Town Records.


The first book of the Town Records has been rewritten during the past year. We think it is advisable to continue this work, and recommend an appropriation of $500.00 by the Town for this purpose.


Support of Poor.


Besides the care of the tramps, the Town has, for a part of the year, supported Mr. Stephen H. Garfield, who is now more than eighty years old, at an expense of $10.00 per week.


· Schools.


As in the past, we wish this year to call the attention of the Town to the obvious necessity of securing suitable ground for a schoolhouse. This matter can be acted on under the proper article, which is inserted in the Warrant.

Water Works.


No extension of the water pipes has been made during the past year; consequently no bonds have been issued. There has been a net decrease in the water debt, as stated elsewhere, of $2,000.00.


Public Buildings.


All of the public buildings are now in good repair, with the exception of the Centre schoolhouse. The Town Hall and the library are in fully as good condition in every way as they were immediately after their construction. The library build- ing, especially, is in a very satisfactory condition.


Highways.


Since the change in the method of repairing highways two years ago, Mr. John F. Farrar has had charge of the highways, having been appointed Superintendent each year by the Selectmen.


We see no reason for the Town changing the method which it adopted at that time, as the plan has worked well; in fact, much better than any plan which has been in operation in recent years. Less money has been expended for the care of the highways during the past two years, and on the whole we are sure that there has been a gradual improvement in the condition of the ways.


The Report of the Superintendent to the Selectmen will be found more in detail on another page of this Report.


Anniversary of Incorporation.


The Committee having in charge the printing of the 150th Anniversary proceedings have completed their work. The expense incurred has been considerably larger than at first contemplated, as it was thought desirable by the Committee to have this publication complete and one that would be a

credit to the Town in every respect and most valuable for · coming generations.


Each family of the Town has been furnished with a copy of the book, free. Six hundred copies were printed; about . one hundred have been sold; the adjoining towns and others who took part by invitation in the celebration have been fur- nished with free copies, and those remaining will be kept in the Public Library for future requirements.


· The town is indebted to Mr. Bradley, who has had full charge of the editorial work connected with the publication of the book.
