ARTICLE 2 .- To choose by ballot for the ensuing year a Town Clerk, who shall be Treasurer and Collector of Taxes; three Selectmen, who shall be Overseers of the Poor and Board of Health; one Assessor for three years ; one member of the Board of School Committee for three years; one Sinking Fund Com- missioner for three years; one Water Commissioner for three years ; one Cemetery Commissioner for three years ; one Library Trustee for three years ; one Trustee of Whiting Street Fund for two years ; two Auditors; one Tree Warden; ten Constables ; also to vote on the same ballot upon the question, "Shall licenses be granted for the sale of intoxicating liquors in this Town for the ensuing year ?"

ARTICLE 4 .- To hear and act upon the reports of the Town Officers.


Voted that the reports of the Town Officers be accepted as printed, errors and omissions excepted.


ARTICLE 5 .- To see if the Town will vote to discontinue the use of the Almshouse.


Voted, on motion of Jos. F. Callanan, that the Town discon- tinue the use of the Almshouse.


Voted, on motion of Jas. H. Clark, that the Selectmen be instructed to rent the Town farm for the term of one year.


ARTICLE 6 .- To see what method the Town will adopt for the support of the poor for the ensuing year.


Voted, on motion of Jas. H. Clark, that the care of the poor for the ensuing year be left with the Overseers of the Poor.


ARTICLE 7 .- To see if the Town will appropriate a sum of money for the observance of Memorial Day.


Voted, on motion of Rev. E. B. Dolan, that the Town appro- priate the sum of one hundred dollars ($100).


ARTICLE 8 .- To see what action the Town will take regard- ing the payment of two notes for one thousand dollars each, maturing January 1, 1911 (schoolhouse loan and water loan).


Voted that the notes be paid out of the cash in the Town treasury.


ARTICLE 9 .- To see if the Town will take any action relating to the payment of any of its other indebtedness and appropriate a sum of money therefor.


Voted that consideration of this article be indefinitely post- poned.


ARTICLE 10 .- To see if the Town will vote its School Com- mittee any compensation for their services.


Voted that the Town pay the School Committee two dollars

and fifty cents per day for time actually spent in the service of the Town.


ARTICLE 11 .- To see if the Town will vote to charge interest on taxes.


Voted that all poll taxes and all taxes on personal and real estate for the current year shall be due and payable September 1, 1910, and that the Collector be directed and ordered to collect all such taxes on or before November 1, 1910, and that interest from September 1, 1910, be charged on all taxes unpaid Novem- ber 1, 1910.


ARTICLE 12 .- To see if the Town will vote to authorize the certification of its notes and bonds.


Voted that the certification of the notes and bonds of the Town be authorized.


ARTICLE 13 .- To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow, during the current municipal year beginning April 4, 1910, in anticipation of the taxes for said year, such sums of money as may be necessary for the current expenses of the Town, giving the notes of the Town therefor, payable within one year from the date thereof.


Voted that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the municipal year beginning April 4, 1910, in anticipation of the taxes of the said municipal year, a sum or sums not exceeding at any one time outstanding ten thousand dollars for the purpose of meeting the current expenses of the Town, and to give the notes of the Town therefor payable within one year from their date. All debts incurred under authority of this vote shall be paid from the taxes of the current municipal year. Said notes shall not be valid unless authenticated by the certificate of the Old Colony Trust Company of Boston.


ARTICLE 14 .- To see if the Town will appropriate money to

pay a proper charge of an insurance company for acting as surety on the official bonds of its officers.


Voted, on motion of W. L. Meacham, that one hundred dol- lars be appropriated.


ARTICLE 15 .- To see if the Town will make an appropriation for the use of the Board of Assessors.


Voted that four hundred dollars be appropriated.


ARTICLE 16 .- To see if the Town will vote to have the fiscal year end December 31.


Voted that consideration of this article be indefinitely post- poned.


ARTICLE 17 .- To see if the Town will vote to change the time of holding its annual Town Meeting.


Voted that the annual Town Election be held on the first Monday in March.


Voted that the annual Town Meeting be held at one o'clock P. M. on Wednesday following the annual Town Election.


Voted that at the annual Town Election vote be taken by pre- cincts and that the polls be opened at 6 A. M.


ARTICLE 18 .- To see if the Town will vote to make any extension of its system of water supply, borrow money for such purpose, and provide for the payment of any debt so incurred, or do any other act proper for such purpose as provided by Chapter 353, Acts of 1905.


Voted, on motion of J. W. Moore, that the Water Commis- sioners are instructed and directed to lay a suitable water main line on Westfield Street in Feeding Hills, said line to begin at the point of crossing of said street by the City of Springfield pipe line and running thence southerly along said street to the Town Hall at Feeding Hills Center, said water main to be provided with all necessary gates and hydrants, and at Feeding Hills Center such extensions therefrom shall be made as public convenience and necessity require; also westerly to Johnson's Corner and

north and south therefrom as required ; also to lay a suitable pipe easterly from O'Brien's Corner on Springfield Street so far as necessary to supply water to the houses and people thereon. Any former vote inconsistent herewith is hereby revoked.


Voted by two-thirds present and voting, that the town borrow a sum of money not exceeding eighteen thousand dollars and issue therefor negotiable notes, to be signed by the Treasurer of the Town and countersigned by its Selectmen, and to be denom- inated on the face thereof, "Agawam Water Loan Act of 1905," and also to bear the words "Exempt from taxation in Massachu- setts." Said notes to be payable three thousand dollars yearly, beginning on the first day of January, 1926, and to bear interest at the rate of four per cent. per annum, payable semiannually ; said notes to be sold at private sale for not less than the face value thereof. The proceeds to be used for the purpose of constructing the extension to the Town's system of water supply voted at the annual Town Meeting held April 4, 1910.


ARTICLE 19 .- To see if the Town will take any action regard- ing the installation of new sanitary equipments in the brick buildings at Agawam Center and Feeding Hills and appropriate money therefor.


Voted that the Town appropriate the sum of two thousand dollars for the installation of new sanitary equipment in the brick buildings at Agawam Center and Feeding Hills.


ARTICLE 20 .- To see if the Town will make any appropria- tion for highways and vote to raise money for the same.


Voted that three hundred dollars, together with the unex- pended balance of last year's appropriation, be appropriated and expended on Moore Street near Church Street.


Voted that Articles 21, 22, and 23 be acted on as under Article 20.


Voted, on motion of Alson W. Allen, that one thousand dollars be appropriated for the construction of macadam road on Meadow Street.

Voted, on motion of W. H. Seaver, that eight hundred dollars be appropriated for the grading and improvement of School Street.


Voted that four hundred dollars be appropriated for Adams Street.


Voted, on motion of J. W. Moore, that one thousand dollars be appropriated for the general repairs of the roads in Feeding Hills.


ARTICLE 24 .- To see if the Town will appropriate a sum of money for the purchase of a steel cage to be placed in the Mittineague School Building.


Voted that two hundred and fifty dollars be appropriated for the purchase of a steel cage to be placed in the Mittineague School Building.


ARTICLE 25 .- To make the necessary appropriations for the ensuing year and vote to raise by tax such sums of money as may be necessary for the same.

Voted, on motion of R. M. Taylor, that the sum of twenty- seven thousand two hundred and fifty dollars, in addition to the State and State Highway and County taxes, be assessed upon the polls of the inhabitants and the estates of the residents and non-residents of Agawam and be committed to the Collector of Taxes on or before September 1, 1910.


ARTICLE 26 .- To transact any other business that may legally come before said meeting.


Voted that the Selectmen employ an auditing firm to audit the accounts of the Town Officers.


Voted that further consideration of the articles of the war- rant, except Article 2, be indefinitely postponed.


After the announcement of the result of the vote for Town Officers the Town Clerk, Treasurer, and Tax Collector elect was

sworn to the faithful discharge of his duties by the Moderator. Edwin M. Hitchcock and Arthur H. Rowley, elected Constables, were also sworn by the Moderator.

ARTICLE 2 .- To see if the Town will rescind its action taken upon the question of water supply and other matters incident thereto passed at the last annual Town Meeting; and to take such further action as may seem desirable to the meeting assem- bled.


William H. Porter moved that the action taken at the annual Town Meeting in regard to water supply be rescinded.


Scott Adams moved, as an amendment, "that the Water Com- missioners be instructed to cause to be prepared by competent engineers plans and estimates for a comprehensive system of water supply for the Town and for the various sections, especially Feed- ing Hills, including source of supply, or supplies, as part thereof, having in view, not only present conditions, but all probable future growth, and report the same to the Town, together with data showing the probable number of consumers and revenue to be derived therefrom in such various sections, also such probable contracts, if any, as can be made for the purchase of water, and report the same at a special meeting to be held within thirty days ;

and that the sum of five hundred dollars be appropriated for such purposes, to be taken from moneys received by the Town during the current year for liquor licenses."

ARTICLE 3 .- To see if the Town will amend its vote passed under Article 18 at the Town Meeting of April 4, 1910, authoriz- ing the issuance of eighteen thousand dollars "Agawam Water Loan, Act of 1905" notes, by changing the installment payments and dates or otherwise or will take any other action with reference thereto.


Voted, on motion of J. W. Moore, to pass it over.


ARTICLE 4 .- To see if the Town will authorize and direct the further protection of the shade trees in the highways, and vote to appropriate a sum of money therefor, either to raise by tax, or to be taken from its other funds in its possession, or to be received during the current municipal year.


Voted that five hundred dollars be taken from moneys received for liquor licenses and expended in the protection of the shade trees in the highways of the Town.


ARTICLE 5 .- To see what action the Town will take regard- ing the payment of a note for two thousand dollars to the Spring- field Institution for Savings, maturing on May 10, 1910, and vote to appropriate money to pay the same, either to be raised by taxation, or to be taken from its other funds in its possession, or to be received during the current municipal year.


Voted that one thousand dollars be raised by taxation and one thousand dollars be taken from money received for liquor licenses to pay the note due May 10, 1910.


ARTICLE 6 .- To see what provision the Town will make for expending the excise and corporation tax to be received from

the Springfield Street Railway Company for the current year.


Voted that action on this article be indefinitely postponed.


ARTICLE 7 .- To transact any other business that may legally come before said meeting.

ARTICLE 2 .- To hear and act on the report of the Water Commissioners as prescribed by vote of the Town at the Special Meeting held May 23, 1910.


H. E. Bodurtha for the Water Commissioners gave the result of the investigation and advice of T. H. Mckenzie, an engineer of Southington, Conn. He advised 8-inch pipe to Feeding Hills Center, with 6-inch pipe west to West Street and south about a mile, and 4-inch below, also 4-inch pipe on West Street and 6-inch pipe east on Springfield Street as far as necessary.


Voted that the report be accepted.


ARTICLE 3 .- To see if the Town will vote to make any exten- sion of its system of water supply, borrow money for such pur- pose, and provide for the payment of any debt so incurred, or do any other act proper for such purpose as provided by Chapter 353, Acts of 1905.


Voted, on motion of W. H. Porter, that the Water Commis- sioners of the Town be instructed and directed to lay an 8-inch pipe from the Little River water system down Westfield Street

to Feeding Hills Center, to lay a 6-inch pipe approximately five hundred feet west from Center on Southwick Street, five hundred feet south of Center on Westfield Street, and five hundred feet east on Springfield Street, with such hydrants and gates as the Commissioners judge necessary, according to the plans submitted by the Commissioners.


Voted, on motion of Jas. W. Moore, by more than two-thirds of those present and voting, that the sum of sixteen thousand dol- lars is hereby appropriated for the extension of the Town's system of water supply, and that said amount shall be raised, as permitted by Chapter 353 of the Acts of 1905, by the issuance and sale of bonds of the Town to the amount of sixteen thousand dollars, bearing date during the current year, one thousand dollars each, maturing, with semiannual interest at the rate of four per cent. per annum, one each year, beginning with the year 1911. The principal and interest of said bonds shall be payable at the Old Colony Trust Company, Boston, Mass., and none of said bonds shall be obligatory without the authenticating certificate of said Trust Company indorsed thereon. The bonds shall be entitled, "Agawam Water Loan, Act of 1905," shall be exempt from taxation in Massachusetts, shall be signed by the Town Treasurer, and countersigned by the Selectmen, and may be sold at public or private sale, but at not less than par and accrued interest. All other particulars as to form, issuance, and sale of said bonds. shall be determined by the Town Treasurer and the Selectmen.


Voted that an extension be made on Springfield Street easterly from O'Brien's Corner about 1,200 feet with a 4-inch pipe.


ARTICLE 4 .- To see what provision the Town will make for expending the excise and corporation taxes to be received from the Springfield Street Railway for the current year.


Voted that the sum to be expended on highways from the excise and corporation taxes to be received from the Springfield Street Railway shall be limited to five thousand dollars and that two thousand dollars be appropriated for the improvement of Springfield Street.

ARTICLE 5 .- To see if the Town will appropriate a sum of money for street lights on the River Road and provide the means of payment.


Voted that the matter of street lights on River Road be referred to the Selectmen, with power to install and take money from any available source.


ARTICLE 6 .- To see if the Town will instruct the Water Commissioners in regard to the rates for which water shall be sold.


Voted that the matter of water rates be left with the Water Commissioners.


ARTICLE 7 .- To transact any other business that may legally come before said meeting.


Voted that this meeting be dissolved.

ARTICLE 2 .- To see of the Town will accept the provisions of Section 381, Chapter 560, of the Acts and Resolves of the year 1907, the same being relative to establishing precinct voting for all Town Officers to be chosen at its annual Town Election, and for voting on the question of granting licenses for the sale of intox- icating liquors.

ARTICLE 4 .- To see if the Town will take any action relative to the securing of a water supply or petition the Great and Gen- eral Court for legislation relating thereto.


Voted that, when this meeting adjourns, it adjourn to meet four weeks from to-night, at the same time and place, in order that more time be given the Board of Water Commissioners to ascertain if they can make a satisfactory contract with the Water Commissioners of Springfield for a supply of water.
