REPORT OF Selectmen, Overseers of Poor and Board of Health


To the Voters of Agawam :-


In presenting our annual reports to the voters of the Town, we feel that a few words of explanation might not come amiss, even though what we have done is almost as much within their knowledge as it is within ours.


Our highway expenditures have been largely made for bridge purposes. Our share of surfacing the South End Bridge was considerable. New bridges on Adams and West streets have been built. The bridge and attending work on Adams Street was partially out of our jurisdiction, being done under an order of the County Commissioners. Such work as we have done upon our bridges has been of a permanent nature and designed to stand for a long time, which is the best policy of construction, we believe, for the Town.


We have found it necessary to treat our macadam roads with a preservative. While our method is somewhat expensive, it has proved satisfactory; certainly it is necessary.


We were unable to find money enough to build the permanent work on Elm Street that the Town voted. Our position on road work is that a chain is no stronger than its weakest link, nor is a road more passable than is its worst mudhole. Several years ago the Town started to improve Main Street. We recommend that our permanent work for the coming year be done on that street so that the good road on either end of it may be connected.


During the year we have had several cases of infantile

paralysis. Our sanitary arrangements have been inspected and condemned by the State Board of Health and they imme- diately ordered us to compel sewer connections in Mittineague. This we have done, so far as we could. We have constructed also a considerable amount of sewers in Mittineague. There are parts of Moore, High, Church, and Walnut streets to which the State Board of Health's order applies in which no sewers have been laid. Sewers must be built there during the coming year.


Our expenditures for the Police Department have exceeded your appropriation on account of the extra work we have done in suppressing the illegal sale of liquor. If, however, we con- sider the fines received, we find the balance upon the right side. We have found it necessary to employ a police officer regularly for six months in the year at Feeding Hills, and more protection there is needed. We respectfully suggest that you should increase the appropriation for this department.


The figures of our report as Overseers of the Poor speak for themselves. Our increase and decrease both of cases and expenditures seem to be about even.


We hardly feel that the resignation of Judson W. Hastings, M.D., as Town Clerk, Treasurer, and Collector should pass without a word of appreciation and regret: appreciation, because for a longer time than any of his predecessors he has served the Town and its officers loyally and ably; regret, because of the ill health that made the resignation necessary. On behalf of the Town we hereby take the privilege of conveying to Dr. Hastings both our appreciation and regret, also our wish that he speedily regain his health.
