To the Constables of the Town of Arlington, in said County :


Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said Town on Monday, the Sixth day of March, 1939, at seven o'clock in the forenoon, to act on the follow- ing Articles, namely :


Article 1. To elect by ballot the following Town Offi- cers : a Moderator for one year; a Town Clerk for three years; a Town Treasurer for three years; a Collector of Taxes for three years ; a Selectman for three years ; a mem- ber of the Board of Public Works for three years; one As- sessor for three years; three members of the School Com- mittee for three years ; two Trustees of the Robbins Library for three years; one member of the Board of Health for three years; one Park Commissioner for three years; one member of the Planning Board for one year, one mem- mer of the Planning Board for three years; one Com- missioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years ; one Ceme- tery Commissioner for three years ; a Tree Warden for one year; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of

Town Meeting Members as hereinafter specified: in Pre- cinct 1, five such members for three years and one such member for one year; in Precinct 2, seven such members for three years and two such members for one year; in Pre- cinct 3, four such members for three years; in Precinct 4, six such members for three years and two such members for one year; in Precinct 5, five such members for three years and two such members for two years; in Precinct 6, six such members for three years; in Precinct 7, six such members for three years; in Precinct 8, six such members for three years; in Precinct 9, five such members for three years ; in Precinct 10, six such members for three years ; in Precinct 11, six such members for three years; in Precinct 12, seven such members for three years and one such member for one year; in Precinct 13, six such members for three years ; in Precinct 14, six such members for three years and one such member for one year.


For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, en- trance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street ; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven in the Highland Hose House, entrance on Massa- chusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Pre- cinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Wed- nesday, the fifteenth day of March, 1939, at eight o'clock in the evening, at which time and place the following arti- cles are to be acted upon and determined exclusively by

town meeting members, in accordance with, and subject to the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town Officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the perma- nent committee under vote of the Town passed March 24, 1919, on the Town yard; of the committee under vote .)1 the Town passed April 15, 1936, and amended April 6, 1938, to investigate and consider a method or methods of dispos- ing of ashes, rubbish and offal; of the committee under vote of the Town passed March 30, 1938, to investigate the parks and playgrounds within the Town and to report and make recommendations for their development and improvement ; of the committee under vote of the Town passed March 30, 1938, to investigate and study the whole question of relief in Arlington; of the committee under vote of the Town passed March 30, 1938, to study the plans and bring in defi- nite recommendations for the completion of the Senior High School building; of the committee under vote of the Town passed October 3, 1938, to consider the adoption of a Town By-law or By-laws relating to contracts and purchases; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To make appropriations to defray Town obli- gations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, pur- poses and matters hereinafter mentioned ; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 5. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 6. To see if the Town will authorize its Col- lector of Taxes to use all means of collecting taxes for the year 1939 which a Town Treasurer may use when appointed a Collector of Taxes.


Article 7. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended or take any action relating thereto.


Article 8. To see if the Town will make an appropria- tion for the Extension of Water Mains; determine in what

manner the money shall be raised and expended, or take any action relating thereto.


Article 9. To see if the Town will make an appropria- tion for the Extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 10. To see if the Town will make an appropria- tion for the Widening and Improving of Mill Brook for Storm Drain purposes; determine in what manner the money shall be raised and expended or take any action re- lating thereto.


Article 11. To see if the Town will make an appro- priation for the Removal of Snow and Ice from the streets and sidewalks; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 12. To see if the Town will make an appro- priation for the extension of water main in Dothan Street, determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will accept the laying out of a town way from Gray Street to Lot No. 71, substan- tially in the location of the private way known as Buena Vista Road, as made and filed in the office of the Town Clerk by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assessment of betterments; establish said way; make an appropriation for said laying out and the construction of said way; deter- mine in what manner the money shall be raised; or take any action relating thereto.

Beginning at the point of intersection of the south- westerly sideline of Gray Street and the southeasterly side- line of Buena Vista Road, thence southwesterly on said southeasterly sideline of Buena Vista Road a distance of 281.73' to a point on said southeasterly side line of Buena Vista Road at the division line between lots 71 and 70, thence northwesterly across said Buena Vista Road a dis- tance of 40.00 feet to the northwesterly side line of Buena Vista Road, thence northeasterly on said northwesterly side line of Buena Vista Road a distance of 277.23 feet to the point of intersection of said northwesterly side line of Buena Vista Road and the southwesterly side line of Gray Street, thence southeasterly on said southwesterly side line of Gray Street a distance of 40.25 feet to the point of beginning, as shown on a plan on file in the office of the Town Clerk, Arlington, Mass. entitled "Robbins Spring Land Co., Plan and Profile, proposed Buena Vista Road, June, 1911, Scales - Horizontal = 40' = 1 inch, Vertical = 6' = 1 inch, James Adam C.
