The ballots were counted by the election officers and placed in boxes, which were sealed and delivered by direc- tion of the Town Clerk to the Police Station, where they were placed under police guard until after the expiration of the time within which a petition for recount may be filed.
The returns and keys to ballot boxes from each precinct were turned over to the Town Clerk and with the assistance of the Registrars of Voters the returns were canvassed and the result showed that a total of 11,146 ballots were cast.

TOWN RECORDS
ANNUAL MEETING
Arlington, March 15, 1939.
Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town by a con- stable of said Town, notices having been sent by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings in Arlington, and posted at two places in each pre- cinct, the Town Meeting Members met in the Robbins Me- morial Town Hall in said Town on Wednesday, March 15, 1939 at eight o'clock in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney, and were filed with the Town Clerk at the close of the meeting. Two hundred and ten members attended the meeting.
The meeting was called to order at 8:10 by the Mod- erator, Albert W. Wunderly.
Town Meeting Members not previously sworn were sworn by the Moderator.
The Town Clerk read the call and the Constable's Re- turn of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.
Mr. Davis requested that Selectman Estabrook, the Secretary of the Board of Selectmen, Mr. Golden, Mr. Smith of the Board of Public Works, and the Town Counsel, Mr. White, be permitted to sit with him.
On motion of Mr. Davis :
Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, March 22, 1939, at 8 o'clock.

Voted: That at 8:27 P. M. the Annual Meeting be re- cessed until the business of the Special Meeting called for 8:30 P. M. is completed and that in no event shall the re- cess of the Annual Meeting extend beyond the time at which said Special Meeting adjourns.

Death has taken from us our best-loved citizen whose high sense of honor and whose unpretentious virtues and kindly, sin- cere and honest character endeared him to us. His passing brings to each and every citizen of the Town of Arlington a keen sense of personal loss. His vision and knowledge of the affairs of our Town gave great value to his counsel, and his devo- tion to duty won for him the admiration, respect and affection of his fellow townsmen.
Through his exemplary life, rugged integrity, perfect faith and qualities of New England individual independence and devo- tion to home he has left an inspiring example and a profound influence upon the thought of the people of our Town.
THEREFORE, BE IT RESOLVED, That the voters of Arl- ington in Annual Town Meeting assembled, record their deep sorrow at the death of George H. Lowe, Jr., and express their profound gratitude for his devotion to American principles, his sincerity and honesty, his common sense, his high patriotism and heroic courage, his life so rich in service not only to his Town, but to his Country in whose service he shed his blood.
AND BE IT ALSO RESOLVED, That in the death of George H. Lowe, Jr., our Town has lost a noble citizen and Massachu- setts an ever-loyal son, who raised the standard of our public service, who was the advocate of every good cause, and who aroused the imagination of youth and satisfied the judgment of maturity.
AND BE IT FURTHER RESOLVED, That this meeting ex- tends its sincere sympathy to the members of Mr. Lowe's family, and especially to his daughter and to his father and mother in their great sorrow and bereavement, and that the Town Clerk be and he is hereby instructed to prepare and forward a copy of these resolutions to them, and a copy be spread upon the records of this meeting.

When Mr. Hendrick had concluded reading the reso- lutions, Mr. Davis moved that they be accepted and adopted, and that the members stand for a few seconds as a tribute to the memory of Mr. Lowe, which was unanimously car- ried out.

Mr. Richard Donovan presented the following report of the Committee to Study the Plan and bring in definite recommendations for the completion of the High School Building.
Mr. Moderator and Town Meeting Members:
This Committee was appointed by the Moderator after the Adjourned Town Meeting, March 30, 1938.
Four (4) citizens of the Town and one (1) member from the School Committee were asked to serve.
The Committee met and organized May 12, 1938, at which time the intent of the School Committee, at whose request Article 38 was inserted in the Warrant, was dis- cussed.
The second meeting of the Committee was held at the High School Auditorium on May 18, 1938. The Superin- tendent of Schools and Supervisor of Maintenance of School Buildings were present. The Auditorium and original plans of same were examined and compared. Prior and subse- quent to this meeting a careful search was made in the vari- ous Town offices for the plans referred to in Article 38. No plans could be found in any Town Department.

The third meeting of the Committee was held on Aug- ust 8, 1938, at which time it was definitely established that the plans referred to in Article 38 were not owned by the Town of Arlington, but were still in the hands of, and were the property of, the Architect. The Town had not pur- chased these plans, which had originally been prepared by the Architect during 1935 and referred to in Article 2 of a Special Town Meeting held October 24, 1935.
The scope of Article 38 was carefully considered, and your Committee did not wish to exceed their authority or assume the responsibility either individually or for the Town by calling upon the Architect to furnish the necessary plans, as we did not have the necessary appropriation to defray such an expense.
The fourth meeting was held October 26, 1938 and was a joint meeting with the School Committee at their offices, 23 Maple St. As the School Committee inserted Article 38 in the Warrant, it was thought that they could either help your Committee secure the necessary plans or assume the responsibility for procuring the plans that were referred to in Article 38.
The School Committee had no plans on file or funds to secure same.
Your Committee, herewith, submits a copy of Article 38, of the Town Meeting Warrant of March 3 and 15, 1938, which was their only authority to act. Please note :
"Article 38. To see if the Town will vote to instruct the Moderator to appoint a Committee of five, one member at least to be appointed from the School Committee, for the purpose of studying the plans and bringing in definite recommendations for the completion of the Senior High School building, in accordance with the plans; make an appropria- tion for the use of such Committee; or take any action relating thereto."

From the Report of the Finance Committee
"Article 38. Committee on Plans for Com- pletion of Senior High Building.
"The Finance Committee recommends the passage of the following vote :
"Voted: That the Moderator be and hereby is instructed to appoint a Committee of five, one member at least to be appointed from the School Committee, for the purpose of studying the plans and bringing in definite recommendations for the completion of the Senior High School building in accordance with the plans; and that the sum of fifty (50) dollars be and hereby is appropriated for the use of said committee; said sum to be raised by general tax."
It will be noted that your Committee was appropriated $50 for its use. This sum could not purchase plans.
The Article states in part "for the purpose of studying the plans", etc. There were no plans to study.
The fifth meeting of your Committee was held Monday, February 27, 1939.
No expenses were incurred by your Committee, leaving an unexpended balance of $50.
In view of the foregoing statements, your Committee can make no definite recommendations for the completion of the Senior High School building.
Your Committee respectfully presents their report and requests that they be discharged.

Mr. Peterson asked that he be allowed to report for the Committee appointed to consider methods of disposal of ashes, rubbish and offal at such time as Article 57 is be- fore the meeting.
Mr. Gaddis reported as follows for the Committee ap- pointed to consider the adoption of a Town By-law or By- laws relating to contracts and purchases.
This Committee has made a very careful study of various By-laws. Held many meetings and con- ferences with the Town Officials and Boards, and as a result, we recommend the adoption of a Con- tract and Purchasing By-law as printed in (Article 45) of the Warrant.
