REPORT OF TREE WARDEN
To the Citizens of Arlington :
I herewith submit my report as Tree Warden for the year ending December 31, 1939. The past year was a trying one on our shade trees, on account of the extreme drought, but taking all things into consideration our trees will compare favorably with other towns and cities.
During the past year dead and dangerous limbs have been removed and foliage that would obstruct the vision of auto drivers for stop signals at intersections have also been removed, so that proper lighting effect could be ob- tained from our street lights. Many of our maples and especially our lindens will have to be cabled and low limbs removed this year. There were four public hearings held on trees that were deemed to incommode, or otherwise ob- struct travel and the same were removed as there were no objections. There were 5 Maples, 1 Box Elder, 1 Oak, 2 Lindens, and 3 Elms that were dead removed.
Planted on new streets 200 N. Maples, 27 Rock Maples, 1 W. Cedar, 6 European Lindens also 166 trees which were charged to Hurricane damage.

I herewith submit my report as Superintendent of the Town Hall grounds for the year ending December 31, 1939.
The regular routine work of clearing the front plat- form of the hall of snow and ice, as well as the walks and parking area in the rear of the building, during the winter months was attended to as usual.
The Patriots' Day celebration attracted thousands of people around the grounds, which necessitated roping off the lawn in front of the hall. I also had to have men patrolling the grounds to handle the crowds and keep order.
The base of the fountains on the platform of the Town Hall were again planted, and many favorable comments received about them.
The general upkeep and care of the grounds surround- ing the Robbins House, including lawn, walks, shrubbery, roadways etc. was taken care of. The road leading in from Massachusetts Avenue was completely resurfaced with mac- adam, and a radius curbing put in around the grass plot in the center of the parking area. The gravel walks sur- rounding the house were all resurfaced with stone dust.
An extensive project of re-landscaping the grounds was undertaken this year, which was made possible by a gift of the late Judge William J. Wallace, of Cazenovia, New York.
Judge Wallace, a friend of Winfield Robbins, out of regard for the memory of Mr. Robbins, in his last will bequeathed to Caira, Ida F. and Eliza Robbins, trustees under his will, a sum of money in trust to be used for the

improvement and embellishment of the Robbins Memorial Town Hall and the grounds connected therewith.
Subsequent to Judge Wallace's death, this bequest was paid over to Miss Ida F. Robbins and her sisters as trustees. The Misses Ida and Caira devoted much thought and at- tention to the adoption of a suitable plan for the perform- ance of their duties in the expenditure of this fund.
Definite plans took form and they employed the ser- vices of Olmsted Bros., well-known landscape architects, to develop plans for the improvement of the grounds surround- ing the Town Hall, which consisted of altering the area about the Dallin Indian to produce an informal and woodsy and rocky environment and a naturalistic planting as a background to the Indian. The construction of a boundary wall along the street property lines, of limestone similar in color and character of the stone used in the Town Hall with a view of "uniting together" the Town Hall and Library into one visual composition. Construction of a chain link fence along the Junior High School property line to discourage pedestrian traffic across the Town Hall grounds to and from the school and continue it to the proper paths. Removal of the hedges along the ripple and pool, and realignments of the walks with a view of pro- ducing a comparatively larger lawn area, generally oval in shape. Planting of evergreen trees along the Junior High School property line to help screen out the school, the architecture of which was inharmonious with that of the Town Hall and Library. Other plantations directly around the Town Hall proper to soften the severity of its mass, and planting of flowering shrubs and trees along portions of the street lines, which will tend to enhance the privacy of the area. The illumination of the Dallin Indian which was made possible by the installation of two floodlights in the area surrounding it.
In response to these proposals of Miss Ida Robbins as surviving trustee, the Board of Selectmen authorized her agents to enter upon the land adjacent to Robbins Memorial Town Hall to carry through the purposes enum- erated above.

The major part of the work was completed by the middle of July, but due to the lateness of the season and the exceptional dry spell, some of the planting had to be put off until the fall, at which time work was resumed.
During this extensive re-landscaping period the regular upkeep of the property was attended to, but due to these changes and extra work involved it will require extra help in the future to properly maintain the property.
In conclusion I wish to take this opportunity to thank the Board of Selectmen, their Secretary, the men of the department and all town officials for their whole hearted co-operation during the entire year.

REPORT OF THE BOARD OF ASSESSORS
The Board of Assessors herewith submits its annual report for the year ending December 31, 1939.
By the much regretted death of John D. O'Leary which occurred on February 20, 1939 the Town has experienced the loss of one of its most efficient and loyal citizens. Having served on the Board eight years, being first elected in 1931, he was in his ninth consecutive year of service when he passed away.
On March 20, 1939 Guy W. Edwards was appointed Assessor to fill the vacancy caused by the death of John D. O'Leary.
On the following page is the report of the Statistics of the Town of Arlington as per Assessors records :
