Mr. Homer offered the following resolution, duly sec- onded :
Voted : That a Committee of five, at least two of whom shall have been past members of the Finance Committee within the last fifteen years, be appointed by the Moderator to study Article 8 of the Town's By-laws with particular reference to increasing the membership of the Finance Committee, the qualifications of membership and the method of appointing said members. This committee to report a draft of any proposed changes at the next Annual Town Meeting or at a Special Town Meeting called for the purpose. And that twenty-five dollars (25.) be and hereby is appropriated for the use of said committee, said sum to be raised by general tax.
After much discussion it was moved and seconded that it be laid on the table. On a rising vote, 76 voting in the affirmative and 81 in the negative, the Moderator de- clared the motion lost. Further discussion followed and the Previous Question was moved and seconded, and on being put to a vote the Moderator declared the motion lost.
On motion, duly made and seconded, it was voted to adjourn.

ADJOURNED TOWN MEETING
March 29, 1939.
Pursuant to the vote of Adjournment on March 22, 1939 the Town Meeting Members met in the Town Hall on Wednesday, March 29, 1939 at 8:00 P. M. notices having been sent by mail to the Town Meeting Members, and posted in the various precincts.
Lists of the duly qualified Town Meeting Members were used to check attendance at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney; they were filed with the Town Clerk at the close of the meeting and one hundred and ninety-three attended the meeting.
The Moderator called the meeting to order at 8:05 P. M.
Town Meeting members not previously sworn were sworn by the Moderator.
On motion of Mr. Davis, duly seconded, it was unanim- ously
Voted: That if all the business of the meeting as set forth in the warrant is not disposed of at this session, when the meeting adjourns it adjourn to Friday evening, March 31, 1939 at 8 o'clock.
The Moderator stated that Mr. Homer's resolution un- der Article 4 was before the meeting.
Mr. McManus presented an amendment changing the word "five" to "seven," and striking out the word "in- creasing" and on being put to a vote the Moderator declared it carried; and

On being put to a vote the Moderator declared it lost.

Article 5 taken up. (Treasurer; Power to Borrow)

Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1940, in anticipation of the revenue of the financial year beginning January 1, 1940, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in accordance with Section 17 of Chapter 44 of the General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1940.

Mr. Davis offered the following substitute motion.
That the sum of $114,232.45 be and hereby is ap- propriated for the original construction of public ways, the laying out of which is accepted at this meeting, including land damages and the cost of pavement and sidewalks laid at the time of such construction, all under the provisions of law authorizing the assessment of betterments; that for this purpose the sum of $49,232.45 be raised by general tax, and for the balance $65,000.00 the treasurer with the approval of the selectmen, be and hereby is authorized to borrow the said sum of $65,000.00, and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with section 19 of chapter 44 of the General Laws and all acts in addition thereto or in amendment thereof, so that the whole loan shall be paid in not more that ten years from the date of issue of the first bond or note, or at such earlier date as the treasurer and the select- men may determine; and further, that the said sum of $114,232.45 be expended under the direction of the Board of Public Works, substantially as follows, except that such amounts thereof not exceeding a total of one thousand (1000) dollars, as may be awarded as damages by the Joint
