REPORT OF FINANCE COMMITTEE
The Finance Committee of 1938-1939 held eleven meet- ings from January 6 to February 28, 1939 and reported to the Annual and Special Town Meetings March 15, 1939.
On January 6, 1939, Ernest Hesseltine resigned as clerk of the committee, after serving for fifteen years, and T. Gordon Smith, a member of the committee for eight years, was appointed clerk. Mr. Smith resigned as Secre- tary, and Jas. H. Young was elected Secretary.
Mr. T. Gordon Smith resigned as a member of the Finance Committee February 28, 1939.

REPORT OF SELECTMEN
REPORT OF BOARD OF SELECTMEN
At the Annual Town Election, held March 6, 1939, William C. Adams was elected a member of the Board of Selectmen for a term of three years. At the meeting of March 13, 1939, the Board organized with Mr. Ernest W. Davis as Chairman, and James J. Golden, Jr., as Secretary.
The regular meetings of the Board of Selectmen are held on Monday evening of each week at 7:00 P. M., for the purpose of attending to the routine business of the Board, and giving audience by appointment to individuals, committees and delegations on the varied matters which are brought to the attention of the Board. During the year 1939, fifty-two (52) regular meetings and sixteen (16) spe- cial meetings were held by the Board of Selectmen.
On Saturday, February 18, 1939, the Town suffered a great loss in the passing of the Chairman of the Board of Selectmen, Mr. George H. Lowe, Jr., following an illness of about five weeks. Mr. Lowe was buried with full military honors, following Solemn Requiem High Mass, at St. Agnes Church, at 10:30 A. M., on Washington's Birthday, February 22, 1939. As a fitting tribute for the service he had rendered the Town during his six years as a member of the Board of Selectmen, and for his untiring efforts in the interest of the Town, a special committee was appointed to prepare suit- able resolutions in connection with his passing for adoption by the Town on the occasion of the Annual Town Meeting, Wednesday, March 15, 1939, a copy of which appears in the Town Clerk's Records of Elections and Town Meetings. In addition, the following resolution was adopted by the remaining members of the Board :

GEORGE H. LOWE, JR. IN MEMORIAM
On February 18th, 1939, in His Mighty Wisdom it pleased God to take from our midst our colleague, George H. Lowe, Jr., Chairman of the Board of Select- men, at the close of his second term in that office, having been elected March 6, 1933, and re-elected March 2, 1936.
His departure marks the passing of one who was eminently qualified to serve as an official of the Town he loved to serve so well. His intimate knowledge of the Town, his sound judgment and his spirit of fairness will be greatly missed by his associates.
His generosity was exemplified in the amount of time he eagerly devoted to the pursuit of his duties as Selectman, frequently at times when his strength should not have permitted it.
He held the affection, confidence and esteem of the officials associated with him and the townsmen whom he served so faithfully.
We desire to record here our sorrow at the loss of our valued friend and colleague, and to express to his daughter, parents and family, our sympathy in their bereavement.

REPORT OF SELECTMEN
The problem which has arisen in recent years as a result of constant and widespread unemployment, continued to be a matter requiring a great deal of thought and has taken much of the Board's time in the consideration of Welfare, Work Projects Administration and Unemployment problems, all of which are reported in detail elsewhere in this edition. The Board in submitting these reports desires to add a word of commendation for Clifford W. Cook, Public Welfare Agent, and Neil S. Peters, W. P. A. Coordinator and Executive Secretary of the Emergency Unemployment Committee, for their close cooperation and the excellent quality of service rendered the Townspeople through their respective departments.
