Mr. Lansing then offered the following substitute mo- tion which the Moderator ruled out of order :
That the sum of $3,168 be and hereby is appropriated for the purpose of establishing a minimum wage for labor- ers employed by the Board of Public Works at the rate of five dollars ($5.00) per eight hour day commencing with the week of October 15, 1939, said sum to be raised by bor- rowing under authority and in compliance with the pro- visions of Chapter 49 of the Acts of 1933 as most recently amended by Chapter 288 of the Acts of 1939, or the pro- visions of Chapter 72 of the Acts of 1939 as amended by Chapter 453 of the Acts of 1939, and to be expended under direction of the Board of Public Works.

Mr. Knight read the report of the Planning Board which unanimously recommended no change in this partic- ular section of the Zoning Map. And, on motion duly made and seconded, it was

Voted : That the Town's Zoning By-Laws be not amended by altering the Zoning Map therein referred to so as to include in a Business District the area now included in a single residence district bounded and described as follows :
Beginning at a point on the South side of Massachu- setts Avenue where the land of Houston and the land of Spaulding meet, thence running easterly on the south side of said Massachusetts Avenue about 140.01 feet to a point on said southerly side of Massachusetts Avenue; thence turning by a curve to the right at the junction of Burton Street and said Massachusetts Avenue and running by said curved line about 74.88 feet to a point on the westerly side of said Burton Street; thence continuing on the westerly side of said Burton Street in a southerly direction about 109.81 feet; thence turning and running northwesterly about 105.58 feet and continuing in a westerly direction about 20 feet to land of said Spaulding; thence turning and

We beg to submit our report for 1939 :
Following Chapter 440 of the General Laws, passed in June 1938, the Board took over the work of preparing the True List, which heretofore was the duty of the Assessors, and as of January 1st appointed Assistant Registrars to take a census of all persons in the town twenty years of age and over. The List was duly prepared and printed accord- ing to law, with clerical assistance from the Town's un- employment roll; and two clerks have been required to carry on the work connected therewith during the year.
In February the Board held six afternoon and evening sessions for registering voters prior to the Town election, at which time 570 persons qualified to appear on the Voting List.
Below we give you a list of the number of voters in each of the fourteen Precincts, showing a total of 20,581 regis- tered voters :
