To the Constables of the Town of Arlington, in said County :


Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said town on Monday, the third day of March, 1941 at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Offi- cers : a Moderator for one year ; a Selectman for three years ; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Com- mittee for three years; two Trustees of the Robbins Library for three years; one member of the Board of Health for three years; one Park Commissioner for three years; two members of the Planning Board for three years; one Com- missioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years; one Ceme- tery Commissioner for three years; a Tree Warden for one year; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified: in Precinct 1, five such members for three years; in Precinct 2, seven

For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M. at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Pre- cincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street ; Pre- cincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, en- trance on Medford Street ; Precinct Nine, entrance on Mystic Street; Precincts Ten and Twelve, in the Cutter School Building, entrance on Robbins Road; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue ; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen, in the Locke School Building, entrance on Park Avenue, Heights.


You are, also, required to notify and warn the said in- habitants to meet at the Town Hall, in said Town on Wednesday, the twelfth day of March, 1941, at eight o'clock in the evening, at which time and place the following art- icles are to be acted upon and determined exclusively by Town Meeting members, in accordance with, and subject to,

the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the perma- nent committee under vote of the Town passed March 24, 1919, on the Town yard; of the committee under vote of the Town passed March 30, 1938, to investigate the parks and playgrounds within the Town and to report and make recom- mendations for their development and improvement; of the committee under vote of the Town passed March 30, 1938, to investigate and study the whole question of relief in Arl- ington; of the committee under vote of the Town passed March 29, 1939, to study Article 8 of the Town's By-laws relating to membership of the Finance Committee; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing de- partment; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To make appropriations to defray Town ob- ligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, pur- poses and matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal property belonging to the Town; determine in what manner the money shall be raised and expended; or take any action re- lating thereto.

Article 5. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 6. To see if the Town will authorize its Col- lector of Taxes to use all means of collecting taxes for the year 1941 which a Town Treasurer may use when appointed a Collector of Taxes.


Article 7. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 8. To see if the Town will make an appropria- tion for the Extension of Water Mains; determine in what manner the money shall be raised and expended, or take any action relating thereto.

Article 9. To see if the Town will make an appropria- tion for the Extension of Storm Drains; determine in what manner the money shall be raised and expended ; or take any action relating thereto.


Article 10. To see if the Town will make an appropria- tion for the extension of a storm drain in Forest Street from a point at the intersection of Forest and Brand Streets to a point approximately three hundred feet from the Win- chester line; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 11. To see if the Town will make an appropria- tion for repairs or reconstruction of Mill Street Culvert ; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 12. To see if the Town will make an appropria- tion for the Removal of Snow and Ice from the streets and sidewalks; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 13. To see if the Town will make an appropria- tion for the construction of permanent sidewalks and for the installing of edgestones; determine in what manner the money shall be raised; or take any action relating thereto.


Article 14. To see if the Town will accept the laying out of a town way from Sutherland Road to Dundee Road, substantially in the location of the private way· known as Aberdeen Road, as made and filed in the office of the Town Clerk by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assess- ment of betterments; establish said way; make an appro- priation for said laying out and the construction of said way; determine in what manner the money shall be raised; or take any action relating thereto.


Said way as so laid out is bounded and described as follows :

Beginning at a point on the southwesterly side line of Aberdeen Road at the end of the present accepted portion of said Aberdeen Road, thence northwesterly on said south- westerly side line of Aberdeen Road a distance of 340.15 feet to a point of curve on said southwesterly side line of Aberdeen Road, thence northwesterly, westerly and south- westerly on said southwesterly side line of Aberdeen Road on a curve to the left with a radius of 14 feet a distance of 22 feet to the point of intersection of said southwesterly side line of Aberdeen Road and the southeasterly side line of Dundee Road, thence northeasterly and northerly on said southeasterly side line of Dundee Road on a curve to the left with a radius of 108.88 feet a distance of 88.03 feet to the point of intersection of said southeasterly side line of Dundee Road and the northeasterly side line of Aberdeen Road, thence southerly and southeasterly on said north- easterly side line of Aberdeen Road on a curve to the left with a radius of 89.41 feet a distance of 68.11 feet to a point of tangency in said northeasterly side line of Aberdeen Road, thence continuing southeasterly on said northeasterly side line of Aberdeen Road a distance of 326 feet to a point on said northeasterly side line of Aberdeen Road at the end of the present accepted portion of Aberdeen Road, thence southwesterly across Aberdeen Road and by the end of said accepted portion of Aberdeen Road a distance of 40 feet to the point of beginning as shown on a plan on file in the office of the Town Clerk, Arlington, Mass. entitled : "Board of Survey Plan and Profile of Aberdeen Road, Arlington, Mass., Scale Hor. 1" = 40', Ver. 1" = 6', Dec. 5, 1917, George E. Article 15. To see if the Town will accept the laying out of a town way from Paul Revere Road to Massachusetts Avenue, substantially in the location of the private way known as Davis Road, as made and filed in the office of the Town Clerk by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assessment of betterments; establish said way; make an appropriation for said laying out and the construction of

said way; determine in what manner the money shall be raised; or take any action relating thereto.


Said way as so laid out is bounded and described as follows:


Beginning at the point of intersection of the south- westerly side line of Mass. Avenue and the southeasterly side line of Davis Road, thence southwesterly on said south- easterly side line of Davis Road, a distance of 415.56 feet to the point of intersection of said southeasterly side line of Davis Road and the northeasterly side line of Paul Revere Road, thence northwesterly on said northeasterly side line of Paul Revere Road, on a curve to the right with a radius of 778.90 feet, a distance of 40.33 feet to the point of inter- section of said northeasterly side line of Paul Revere Road and the northwesterly side line of Davis Road, thence north- easterly on said northwesterly side line of Davis Road, a distance of 405.74 feet to the point of intersection of said northwesterly side line of Davis Road and the southwesterly side line of Mass. Avenue, thence southeasterly on said southwesterly side line of Mass. Avenue, a distance of 42.12 feet to the point of beginning as shown on a plan on file in the office of the Town Clerk, Arlington, Mass., entitled: "Plan Showing Proposed Street in Arlington, Mass., from Mass. Ave. to Vine St., Petitioned for by M. A. Davis, Scale 40' and 6' = 1", May 1898, H. S. Adams, C. E."
