Article 52. To see if the Town will amend its zoning laws by altering the zoning map therein referred to so as to include in the business district the area now included in the general residential district bounded as follows:


Beginning at a point on the southern side of Lake Street and running easterly on said Lake Street 167.97' to Lot #5 owned by Charles and Amelia Santamaria; thence running southerly 319' more or less to the Concord Turnpike; thence running northwesterly along the Concord Turnpike 353' more or less to a curved line at the intersection of Lake

Article 53. To see if the Town will acquire by purchase, eminent domain or otherwise, for the purposes of a public playground or recreation centre or of a public park, all or any portion of the land within the town, hereinafter de- scribed, any interest or easements therein and any rights or easements of way or otherwise as appurtenant thereto and subject to or with any reservations of any rights or ease- ments therein ; determine by whom the powers conferred by Section 14 of Chapter 45 of the General Laws shall be exer- cised ; make an appropriation of money for all or any of the purposes aforesaid; determine in what manner the money shall be raised and expended; or take any action relating to all or any of the foregoing.


Said land is bounded and described as follows:


Beginning at a point on the northeasterly side line of Eastern Avenue, said point being 119.60 feet southeasterly of a stone bound at the point of intersection of said north- easterly side line of Eastern Avenue and the northwesterly side line of Grand View Road, thence northeasterly a dis- tance of 495.75 feet to a point at the division line between lots owned now or formerly by Mary E. Rogers and Susan R. Romney, thence southeasterly by a stone wall distances of 40.05 feet, 79.58 feet and 1015.75 feet respectively to a junction of the stone walls on the division line between land now or formerly of Maria Irwin and Mary H. Article 54. To see if the Town will appropriate the sum of four hundred ($400) dollars to be expended under the direction of the Board of Selectmen, for the purpose of pro- viding suitable headquarters for Arlington Post 1775, Vet- erans of Foreign Wars of the United States, in accordance with Chapter 40, Section 9, under the General Laws of Massachusetts, said sum to be raised by general tax.

Article 55. To see if the Town will accept section 16B of chapter one hundred and forty-seven of the General Laws as inserted by section 2 of chapter 426 of the Acts of 1938, which reads as follows:


Section 16B. Except in Boston, members of the police department of every town which accepts this section by vote of its city council in case of a city or of the town, in case of a town, whether or not section fourteen, fifteen, six- teen or sixteen A has theretofore been operative therein, shall be excused from duty for one day out of every six without loss of pay.

Article 56. To see if the Town will vote to instruct the various Town Departments to mark all motor vehicles owned by the Town with the Town Seal and the designation "Town of Arlington", or take any action relating thereto.

To see if the Town will vote to appoint a committee to investigate the advisability and desirability of the Town adopting enabling legislation authorizing party or other designations of candidates for Town office other than that of Town Meeting Member, or take any action re- lating thereto.

Article 59. To see if the Town will vote that the Mod- erator appoint a Committee of Five to hold hearings and report at the next Annual Town Meeting, or an earlier meet- ing if the Committee so desires, on the following matter :- to see if the Town should build and construct a plant to generate electricity for the use of the Town and to sell said electricity to the inhabitants or to purchase electricity in bulk to be used by the Town and sold to the inhabitants thereof.

You are, also, required to notify and warn the said in- habitants to meet at the Town Hall, in said Town on Wednesday, the twelfth day of March, 1941, at eight-thirty o'clock P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by chapter 43A of the General Laws.


Article 1. To hear and act upon the reports of the . Finance and other committees heretofore appointed.


Article 2. To see if the Town will make an appropria- tion or appropriations for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town for: (a) the Town's share of the principal of the bonds issued under the provisions of chapter 10 of the Acts of 1932 for the Middlesex County Tuberculosis Hos- pital (now known as the Middlesex County Sanatorium) Funding Loan, Acts of 1932, maturing in the current year ; (b) any other indebtedness incurred and outstanding under

said Chapter 10; (c) the Town's share of the interest and other charges on said bonds and any temporary funding notes issued by the County, due in the current year; (d) the care, maintenance and repair of said hospital during the last preceding calendar year, including interest on tempo- rary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (e) any and all other expenses in connection with said hospital or said loan including expenses under section 25G (6) (a) of chapter 32 of the General Laws inserted by chapter 400 of the Acts of 1936; determine in what manner the money shall be raised and expended; or will take any action in any way relative to said hospital, loan or any other thing herein mentioned.


Article 3. To see if the Town will participate in the Food Stamp Plan of the Surplus Marketing Administration, an agency of the United States Department of Agriculture, relative to the distribution of "surplus food" as defined by the Secretary of Agriculture of the United States; will authorize, approve or ratify an agreement in the name of the Town with the said Surplus Marketing Administration in the form presented by it or otherwise, relative to "food stamps" (as defined by said Secretary of Agriculture) and such "surplus food"; will make an appropriation relative to such "food stamps" and "surplus food" or to said "Plan"; or take any action relative to the distribution of such "sur- plus food" within the Town or to anything herein men- tioned.


And you will notify and warn the voters of the Town of Arlington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an at- tested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting pre- cinct in the Town. A notice of the time, places and objects of the meeting was published in the local papers.

Arlington, Mass., March 3, 1941.


In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places in said Town on Monday the third day of March in the year of our Lord one thousand nine hundred and forty- one at seven o'clock in the forenoon.


The following places were designated as the voting places for the various precincts.

ARLINGTON TOWN REPORT


The necessary ballots prepared for each precinct and all other paraphernalia for the proper conduct of the elec- tion was supplied by the Town Clerk and turned over to the officers of the various precincts.


The polls were declared open in each precinct at seven o'clock in the morning and remained open until eight o'clock in the evening at which time, after due notice, they were declared closed.


The ballots were counted by the election officers and encased in boxes, which were locked and sealed, and the same were delivered by direction of the Town Clerk to the Police Station where they were placed under police guard until after the expiration of the time within which a petition for recount might be filed.


The returns and keys to ballot boxes from each pre- cinct were turned over to the Town Clerk and with the as- sistance of the Registrars of Voters the returns were can- vassed and the result announced.
