ANNUAL MEETING ·


Arlington, March 12, 1941.


Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town by a Con- stable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and advertised in two local papers, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Wednesday, March 12, 1941 at eight o'clock in the evening.


Lists containing the names of two hundred and fifty- four qualified Town Meeting Members were used at the entrance to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney; they were filed with the Town Clerk at the close of the meeting, and showed that one hundred and seventy-five members attended.


The Moderator called the meeting to order at 8:12 P.M.


Town Meeting Members not previously sworn were sworn by the Moderator.


Mr. Adams, Chairman of the Board of Selectmen, re- quested that the Secretary of the Board of Selectmen, Mr. Golden, Mr. Marsh of the Board of Public Works, and the Town Counsel, Mr. White, be permitted to sit with him. There being no objection the Moderator granted his request.


The Town Clerk read the Call and the Constable's Re- turn of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

This is an appeal for assistance in immediate raising of a fund to be used for relief of the bereaved widows and children of our gallant fire fighters who so heroically met death in nation's most recent fire catastrophe.


If not inconsistent with your rules would ask that you kindly delegate a few key men to make an immediate can- vass of any and all departments under your jurisdiction and any charitably inclined citizens and business houses in your community.


Any and all contributions will be most gratefully re- ceived and duly and publicly acknowledged. Please make all remittances to Mayor Fred D. Rowe, Honorary Chairman, Firemen's Disaster Relief Committee.


On motion of Mr. Adams, duly seconded, it was unani- mously


Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Wednesday evening, March 19, 1941 at eight o'clock.

ARLINGTON TOWN REPORT


Mr. Harris requested that the reading of the Report of the Committee to study the creation of a central purchasing department be deferred until Article 50 was taken up, and there being no objection his request was granted.


Mr. William Patterson read the following report of the special parks and playgrounds committee.


During the past year, the Special Committee on Parks and Playgrounds has continued its work of planning for the most efficient development of the playgrounds and parks of the Town, with frequent meetings of the committee and a great deal of work done outside the meetings by individual members. During April and May the committee met every week, in the effort to get the Wellington tennis courts built in time for summer use. Plans and specifications complete for these courts were turned over to the Park Commission on May 13th.


Careful studies were made of other plots also. Plans, specifications and estimates drawn up by qualified commit- tee members or by the Engineering Department were sub- mitted to the committee for discussion, after which the plans were usually revised. Second and even third revisions sometimes followed.


In addition to the study of proposed developments, the committee has acted in a liaison capacity between the En- gineering Department, the Board of Public Works, the Un- employed and the Park Departments, for the execution of a variety of tasks. Next year we expect to arrange for still greater use of the unemployed on playground projects.


The plans and cost estimates shown in the pamphlet which is already in the hands of Town Meeting Members, represent the planning work of the committee, to date.

On motion, duly made and seconded, it was unanimously


Voted: That the sum of ten thousand ($10,000) dollars be and hereby is appropriated to pay the Town's share of the principal of the Middlesex County Tuberculosis Hospital (now known as the Middlesex County Sanatorium) Funding Loan, Acts of 1932 bonds maturing in 1941; that the further sum of six hundred thirty-seven and 50/100 ($637.50) dol- lars be and hereby is appropriated on account of interest and other charges on account thereof; that the further sum of fourteen thousand seven hundred fifty and 05/100 ($14,750.05) dollars be and hereby is appropriated for the Town's share of the net cost of care, maintenance, and re- pairs of the Middlesex County Hospital, including interest on temporary notes issued therefor, in accordance with sec- tions of Chapter 111 of the General Laws applicable thereto, and expenses under section 25 G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; and that said sums totaling twenty-five thousand three hundred eighty-seven and 55/100 ($25,387.55) dollars be raised by general tax and expended under the direction of the Board of Selectmen.


There being no further business under Article 2 the Moderator declared it disposed of.


Article 3 taken up. (Food Stamp Plan.)


The Finance Committee recommended the following :


That the Board of Selectmen be and hereby is author- ized in the name of the Town to participate in the Food Stamp Plan of the Surplus Marketing Administration, an agency of the United States Department of Agriculture, relative to the distribution of "surplus food" as defined by the Secretary of Agriculture of the United States; that the sum of ten thousand ($10,000) dollars be and hereby is ap- propriated to be raised by general tax and expended under the direction of said Board for the purpose of "food stamps" as defined by said Secretary of Agriculture or for other

purposes relating to such Food Stamp Plan or surplus food ; and that the said Board, be and hereby is authorized to take such action and execute such agreements in the name of the Town as may be requested or desired by the said Adminis- tration in connection with such stamps, plan and surplus food.


Mr. Cousins offered the following substitute motion :

an agency of the United States Department of Agriculture, relative to the distribution of "surplus food" as defined by the Secretary of Agriculture of the United States; that the sum of ten thousand ($10,000) dollars be and hereby is ap- propriated to be raised by general tax and expended under the direction of said Board for the purchase of "food stamps" as defined by said Secretary of Agriculture or for other purposes relating to such Food Stamp Plan or surplus food; that the said Board be and hereby is authorized to obtain such federal surplus food or commodity stamps from the federal government and to sell any such stamps; that the money received from such sales be set aside as a sepa- rate fund and may be expended, under the direction of the said Board or by the person or department designated by said Board, without appropriation, for the purpose of pur- chasing additional federal surplus commodity stamps; and that said Board be and hereby is authorized to take such action and execute such agreements in the name of the Town as may be requested or desired by the said Adminis- tration in connection with such stamps, plan and surplus food or commodities.


There being no further business under Article 3 the Moderator declared it disposed of.
