Article 12. To see if the Town will adopt a by-law under authority of section twenty-one of chapter forty of the General Laws, as amended by chapter three hundred forty-six of the Acts of 1941, for authorizing the superin- tendent of streets, for the purpose of removing or plowing snow, or removing ice, from any way, to remove, or cause to be removed, to some convenient place, including in such term a public garage, any vehicle interfering with such work and for imposing liability for the cost of such re- moval, and of the storage charges, if any, resulting there- from, upon the owner of such vehicle; and will by such by- law impose a penalty or penalties for breach thereof; or will adopt any by-law or take any action relative to the removal

Article 13. To see if the Town will vote to make the following changes in and additions to the Zoning By-Law:
In Section 11, Paragraph C, insert the words "except one and two car garages" after the words "street lines or" so that the paragraph will then read:
C. A lot duly recorded and existing when this by-law takes effect and having a frontage of less than sixty feet or an area less than six thousand square feet shall not be included in the provisions of paragraph B but in the event of the erection of a building as described in Para- graphs A and B on such a lot the following set backs shall apply ; not less than fifteen feet from any street lines or, except one and two car garages, less than seven and one-half feet from the line of any adjoining lot or less than fifteen feet from any other buildings on the same lot. Distances less than those set forth in Paragraph B of this Section, but not less than those required by the building by-laws or other provisions of law, may be used in specific cases where because of difficulties of construction the Selectmen give permis- sion for such less distances, such permission being ob- tained in the manner set forth in Section 16.

public playground or recreation centre, all or any portion of the land within the town, hereinafter described, any inter- est or easements therein and any rights or easements of way or otherwise as appurtenant thereto and subject to or with any reservations of any rights or easements therein; determine by whom the powers conferred by Section 14 of Chapter 45 of the General Laws shall be exercised; make an appropriation of money for all or any of the purposes afore- said; determine in what manner the money shall be raised and expended; or take any action relating to all or any of the foregoing :
Said land is bounded and described as follows:
Beginning at a point on the northeasterly side line of Eastern Avenue, said point being 119.60 feet southeasterly of a stone bound at the point of intersection of said north- casterly side line of Eastern Avenue and the northwesterly side line of Grand View Road, thence northeasterly a dis- tance of 495.75 feet to a point at the division line between lots owned now or formerly by Mary E. Rogers and Susan R. Romney, thence southeasterly by a stone wall distances of 40.05 feet, 79.58 feet and 1,015.75 feet respectively to a junction of the stone walls on the division line between land now or formerly of Maria Irwin and Mary H. Teel et al, thence southwesterly by a stone wall a distance of 467.35 feet to the northeasterly side line of Eastern Avenue, thence northwesterly on said northeasterly side line of Eastern Avenue a distance of 941.98 feet to the point of beginning, containing approximately 481,090 sq. ft. as shown on a plan on file at the Registry of Deeds, Cambridge, Mass., Book 28, Page 245 entitled : "Plan of Land in Arlington, scale 50 feet to an inch, Dec. 24, 1912, C. H. Gannett, C. E."

By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein named by caus- ing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers.

SPECIAL TOWN MEETING
Arlington, Mass., December 15, 1941,
Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town of Arling- ton, by a constable of the said Town and notices sent by mail by the Town Clerk seven days before the day of meet- ing to the Town Meeting Members duly elected and quali- fied to act in Town Meetings in Arlington, the Town Meet- ing Members met at the Robbins Memorial Town Hall in said Town on Monday, December 15, 1941 at 8:00 in the evening.
Lists of the duly qualified Town Meeting Members were used at the entrances to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney.
The check lists filed with the Town Clerk at the close

of the meeting showed that one hundred and seventy-nine attended the meeting.
The Moderator called the meeting to order at 8:15 P.M.
The Moderator administered the oath to Town Meeting Members who had not been previously sworn.
Mr. Adams requested that Selectman Estabrook; the Secretary of the Board of Selectmen, Mr. Golden; Mr. Marsh of the Board of Public Works, and the Town Counsel of Winchester, Mr. Addison R. Pike, be permitted to sit with him, and his request was granted.
The Town Clerk read the Call and the Constable's Re- turn of the Warrant; the reading of the remainder of the Warrant was waived by consent of the meeting.
On motion of Mr. Adams, duly seconded, it was unani- mously
Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session when the meeting adjourns it adjourn to Friday evening, Decem- ber 19, 1941 at 8:00 o'clock.
Mr. Adams presented the following resolution on the death of the late Paul M. White, Town Counsel, which on a rising vote was unanimously adopted.
The death of Paul M. White on Thursday, December 4, 1941, was an irreparable loss to his legion of friends and to the Town of Arlington. With bowed heads we take note of his departure and sorrowfully acknowledge our loss.
He was an assiduous student of law. His services to Arlington as Town Counsel for nearly twenty years merit our commendation and praise, the value of which can only be appreciated by those who know the duties of the office

and the character of the man who performed them. His genial and friendly personality, his willingness to serve at all times, regardless of personal inconvenience, captivated the hearts of all who had the pleasure of knowing him. Un- tiring in his devotion to his work, he gave to the Town un- sparingly of his time and ability. Honesty and integrity motivated him in everything. He was sincere, gentle, pa- tient, noble, a true Christian.
The memory of what Paul M. White was and what he did will ever be an inspiration to us all.
THEREFORE, BE IT RESOLVED, That the citizens of the Town of Arlington, by their representatives in Spe- cial Town Meeting assembled, inscribe upon the records this expression of their appreciation of the high sense of public duty, the honest, courageous and efficient manner in which Paul M. White performed his duties and for his de- voted loyalty to the interests of the Town.
AND BE IT ALSO RESOLVED, That a copy hereof be forwarded to his family as an expression of sympathy.
