REPORT OF THE BOARD OF SELECTMEN
Harold M. Estabrook was re-elected a member of the Board of Selectmen at the Annual Town Election held March 3, 1941. The Board organized at the meeting of March 10, 1941, with William C. Adams as Chairman and James J. Golden, Jr., as Secretary.
Fifty-two (52) regular meetings and nine (9) special meetings of the Board were held during the year 1941 for the disposition of the routine business and special matters brought to the attention of the Board.
With the aim of preparing the civilian population to care for and defend itself against aggressive action on the part of potential enemies, the Arlington Civilian Defense Committee was organized in June 1940, by request of the federal government, through the Governor. Under the able direction of Walter T. Chamberlain, whom the Board of Selectmen appointed as Chairman, the Committee, now known as the Arlington Committee on Public Safety, has devoted much time and a great deal of effort to accom- plish this aim. The dastardly attack launched by Japan upon our forces at Pearl Harbor on December 7, 1941, cata- pulted the United States of America into the conflict in which most of the world is involved and emphasized the need for preparedness. Due to the foresightedness and un- tiring efforts of the Arlington Committee on Public Safety, there are more than one thousand of our citizens trained or in training as air raid wardens, auxiliary police, auxili- ary firemen, first aid workers, etc. The Committee merits much commendation for the tremendous amount of time and strength it has conscientiously devoted to the develop- ment of this important unit of civilian defense which has been shown by experience in England to assume an im- portant role in the type of warfare chosen by modern belligerents to be most effective. We are pleased to report that Arlington has developed this training to the point

where it may be considered to be in the forefront in a com- parison of cities and towns in this Commonwealth.
It is gratifying to report that there has been a marked reduction in the expenditures for public welfare during the past year, due in great measure to the increased employ- ment resultant from the industrial activity caused by federal expenditures in connection with the war efforts. Thus, it was possible to close the year 1941 with an unex- pended balance of approximately forty thousand (40,000) dollars in the Public Welfare Department and a further re- duction is anticipated for the coming year. Other forms of welfare aid, such as Old Age Assistance, have shown and will continue to show a progressive increase for the near future, due to the nature of the assistance provided.
