The lighting on Lake Street, from Massachusetts Ave- nue to the Concord Turnpike, was improved by increasing the candlepower of the lamps from 80 c.p. to 250 c.p., there- by providing safer night driving for motorists and added protection for pedestrians.

SIDEWALKS AND EDGESTONES


The construction of permanent sidewalks and the in- stallation of granite edgestones, under the provisions of law authorizing the assessment of betterments, with labor furnished by the Work Projects Administration, were furthered substantially on many streets during the year. This project continues to be immensely popular. There are on hand numerous applications for such work received in 1941, but not considered because of the lack of sufficient funds, which will receive priority in 1942 construction. 1


BOARD OF SURVEY PLANS


The Board, sitting as the Board of Survey, held public hearings and final approval was given to the plans and pro- files of the following streets :


Spy Pond Parkway, from a point near Princeton Road to Kelwyn Manor


Spy Pond Parkway, from Kelwyn Manor to Lake Street


Magnolia Street, from Herbert Road to the Boston and Maine Railroad


A public hearing was also held on the application of the Monadnock Realty Trust for the approval of layout of Beverly Road located on the easterly side of Mystic Street in the former Niles Estate. The Board has not taken any action on the application as yet.


The plan and profile of Dorothy Road was changed by obliterating the lines of the unnamed way shown thereon, as extending southerly from Dorothy Road at station 4+ 99 +.


ITEMS OF GENERAL INTEREST


Exterior lines were established on two sections of Spy Pond Parkway, viz :- from a point near Princeton Road to Kelwyn Manor, and from Kelwyn Manor to Lake Street.

REPORT OF JOINT BOARD


Appropriations were made at the Annual Town Meet- ing providing for the alteration and reconstruction of Tufts Street, from Massachusetts Avenue to Broadway; of Gray Street northerly and southerly sides at Pleasant Street, and of River Street, westerly side at Warren Street. Details in relation to the expense of such work are included in the Report of the Board of Public Works.


Funds were appropriated at the Annual Town Meeting for the reconstruction of Mystic Street, from Summer Street northerly a distance of about thirty-seven hundred (3700) feet, and for maintaining, repairing and improving ways within the Town. The said appropriations were used with funds allotted by the Commonwealth and the County of Middlesex for such purposes. Reference is made to the Report of the Board of Public Works for more detailed in- formation.


Numerous petitions were received during the year from the New England Tel. & Tel. Company and the Bos- ton Edison Company for permission to locate, relocate and remove poles in and from public ways of the Town, for at- tachment privileges for wires and fixtures, and to place and maintain buried cable, manholes, handholes, with the wires and cables therein, markers and other fixtures in or under the surface of public ways. Hearings were held when re- quired by law and the necessary orders adopted.


Formal request was made of the Boston Edison Com- pany to place its wires underground on Massachusetts Ave- nue, from Highland Avenue northwesterly. However, the project was of necessity deferred because of order of the federal government under which no public or private con- struction projects using critical materials were permitted to start during the present national emergency, unless these projects were either necessary for direct national de- fense or essential to the health and safety of the people.

pany to install, construct and maintain gas mains in vari- ous public ways where public convenience required.

Gentlemen :


The following is the annual report of the operation of the Engineering Department for the year ending December 31, 1941:


Twenty-one sewer taking plans, 7 water taking plans, 12 street acceptance plans, 2 exterior line plans were drawn up, approved and filed at East Cambridge, 27 W. P. A. pro- jects were drawn up, filed in W. P. A. Area Office and final- ly were approved ; 24 lines and grades were given on public ways; 3 plans drawn, data compiled, and court attended in three cases, 20, claims for personal injuries and property damage were investigated, pictures and measurements be- ing taken; 3 hearings were attended at the State House and County Commissioners; 9 applications were made to the Metropolitan District Commission and State Depart- ment of Public Works for permits to work on land under their jurisdiction ; 5199.82 feet of water main, 8068.06 feet of sewer main, 11,453.76 feet of storm drain were laid out, final surveys made and record plans completed ; 3 Board of Survey layout plans, and 3 alteration of the way plans were completed and filed; 10 applications for changes in grade were approved; 3 tracts of undeveloped land were studied for Board of Survey layout; 6 new buildings were surveyed for zoning restrictions; 19 street grades were checked for sewer and water extensions; elevation was es- tablished for 174 buildings, and grade of 174 buildings was checked; 34 sketches were made for particular sewer lo- cations; 636 lien requests were checked for the Tax Col-

lector; 205 releases for property changes on new streets were drawn up and signed by abutters ; construction plans were made for 7 new streets; studies were made for the extension of the sewer, water, and storm drain systems; 45 advertising signs were checked for location; surveys and plans were made for 2 fatal accidents caused by automo- biles, 23 special sewer assessments were calculated and levied; 67 plans were received from Middlesex South Dis- trict Registry of Deeds, and 9 from the Land Court, these being filed for future reference; 152 pictures were taken in connection with personal injuries and property damage claims; 431.69 cu. yd. of ledge were measured; 580 water service box location cards and 238 particular sewer loca- tion cards were completed; 13,885 feet of granolithic walks, 735 feet of tar walks, and 12,957 feet of granite curbing were staked out and measured for betterment assessments; 5343 plans were printed on Pease Ozalid Machine; 12 private streets were surveyed for acceptance, and estimated cost and betterment were figured; street betterments were figured and levied on 8 streets; 4 Board of Survey plans were checked and approved, 8 requests for abatement of assessments were investigated and reports made; new area in Mt. Pleasant Cemetery was surveyed ; 3 changes in street numbers were approved; 10 precinct maps were made; Block plan corrections were completed; street construction plans were made of 7 ways; 3 park areas were studied for laying out and grading; all work of an engineering nature on W. P. A. projects was carried on at an expense of $6,738.40, exclusive of drawing up new projects; 199 new buildings were plotted on all plans; Arlington-Medford line was perambulated, 5 studies were made of layout for pro- posed filling stations; 6 descriptions were drawn for pro- posed changes in zoning; 11 layouts were made for new traffic signs; 5 Land Court layouts were checked; plans and/or specifications were drawn up for grading No. Union Street Playground, Mill Street Culvert, and painting Old Town Hall and 18 Medford Street; 4 building locations were checked for the Building Department, survey and

plan were made for enlargement of Highland Fire Station site; 30 locations were surveyed and levels taken for pro- posed suction outlets in connection with defense program; 4 Land Court plans were drawn up; survey and levels were taken on Mystic Street for reconstruction from Summer Street to the Winchester line; and many maps and charts were prepared for the Arlington Committee on Public Safety.
