Greeting :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several pre- cincts in said town on Monday, the second day of March, 1942 at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Offi- cers: a Moderator for one year; a Town Clerk for three years; a Town Treasurer for three years; a Selectman for three years; a member of the Board of Public Works for three years; one Assessor for three years; three members of the School Committee for three years; one member of the Board of Health for three years; two Trustees of the Rob- bins Library for three years; one Park Commissioner for three years; one member of the Planning Board for three years; one Cemetery Commissioner for three years; a Tree Warden for one year ; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trustee of the Edwin S. Farmer Poor Widows' Fund and Trustee of the Edwin S. Farmer Fund for Needy Persons for five years; also, in accordance with the pro- visions of Chapter 43A of the General Laws, in each pre-

habitants to meet at the Town Hall, in said Town on Wednes- day, the eleventh day of March, 1942, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meet- ing members, in accordance with, and subject to, the refer- enda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town Officers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the perma- nent committee under vote of the Town passed March 24, 1919, on the Town yard; of the committee under vote of the Town passed March 30, 1938, to investigate the parks and playgrounds within the Town and to report and make recom- mendations for their development and improvement; of the committee under vote of the Town passed March 30, 1938, to investigate and study the whole question of relief in Arl- ington; of the committee under vote of the Town passed March 29, 1939, to study Article 8 of the Town's By-laws relating to membership of the Finance Committee; of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing de- partment; of the committee under vote of the Town passed March 19, 1941, to study the advisability of constructing a plant to generate electricity; of the committee under vote of the Town passed March 19, 1941, to investigate legal documents in connection with the change of the Town's By- laws accepted under Article 12 of the Special Town Meeting of October 3, 1938; and of other Town Boards and officers and of the Finance and other committees heretofore ap- pointed.


Article 4. To see if the Town will make an appropria- tion or appropriations for the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town for: (a) the Town's share of the principal of the bonds issued under the provisions of chapter 10 of the

Acts of 1932 for the Middlesex County Tuberculosis Hos- pital (now known as the Middlesex County Sanatorium) Funding Loan, Acts of 1932, maturing in the current year ; (b) any other indebtedness incurred and outstanding under said Chapter 10; (c) the Town's share of the interest and other charges on said bonds and any temporary funding notes issued by the County, due in the current year; (d) the care, maintenance and repair of said hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (e) any and all other expenses in connection with said hospital or said loan including expenses under section 25G (6) (a) of chapter 32 of the General Laws inserted by chapter 400 of the Acts of 1936; determine in what manner the money shall be raised and expended; or will take any action in any way relative to said hospital, loan or any other thing herein mentioned.


Article 5. To make appropriations to defray Town ob- ligations, liabilities, outlay and expenses and especially for or relating to all or any of the boards, departments, purposes and matters hereinafter mentioned, and to provide for the disposal of motor vehicles or other personal property be- longing to the Town; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 6. To see if the Town will take any action rela- tive to providing special compensation for elected and ap- pointed officers and employees of the Town, as a temporary measure for the year 1942, to meet increased living costs in the present emergency; determine in what manner such compensation, if any, shall be raised and expended; or take any action relating thereto.


Article 7. To see if the Town will appropriate the sum of fifteen thousand five hundred dollars ($15,500.) or any other sum, to be expended under the direction of the Board of Public Works, for the purpose of increasing by ten per cent the wages of employees of the Public Works Depart- ment who are now receiving compensation not in excess of thirty-six dollars per week, said ten per cent increase to take effect on May 1, 1942; determine in what manner the money shall be raised; or take any action relating thereto.

Article 8. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943, and to issue a note or notes therefor, payable within one year, and to re- new any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article 9. To see if the Town will make an appropria- tion for the Extension of the Sewerage System; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 10. To see if the Town will make an appropria- tion for the Extension of Water Mains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 11. To see if the Town will make an appropria- tion for the Extension of Storm Drains; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 12. To see if the Town will make an appropria- tion for the Removal of Snow and Ice from the streets and sidewalks; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 13. To see if the Town will make an appropria- tion for the laying and construction of a water main supply line from the new Turkey Hill standpipe to the present sup- ply line; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 14. To see if the Town will make an appropria- tion for the construction of permanent sidewalks and for the installing of edgestones; determine in what manner the money shall be raised; or take any action relating thereto.


Article 15. To see if the Town will accept the laying out of a town way from Columbia Road to Winchester Road, substantially in the location of the private way known as Bradley Road, as made and filed in the office of the Town Clerk by the Joint Board of Selectmen and Board of Public Works, under the provisions of law authorizing the assess- ment of betterments; establish said way; make an appropri- ation for said laying out and the construction of said way;

Said way as so laid out is bounded and described as follows:


Beginning at a concrete bound at the point of intersec- tion of the westerly line of Columbia Road and the south- westerly side line of Bradley Road, thence northwesterly on a curve to the left with a radius of 75 feet a distance of 53.49 feet to a point of tangency in said southwesterly side line of Bradley Road, thence continuing northwesterly on said southwesterly side line of Bradley Road a distance of 271.43 feet to a point of curve in said southwesterly side line of Bradley Road, thence westerly and southwesterly on a curve to the left with a radius of 25.0 feet a distance of 44.45 feet to a stone bound at the point of intersection of said southwesterly side line of Bradley Road and the south- easterly side line of Winchester Road, thence northeasterly on said southeasterly side line of Winchester Road a distance of 92.02 feet to the point of intersection of the said south- easterly side line of Winchester Road and the northeasterly side line of Bradley Road, thence southwesterly, southerly and southeasterly on said northeasterly side line of Bradley Road, on a curve to the left with a radius of 25 feet a dis- tance of 34.13 feet to a point of tangency in said northeast- erly side line of Bradley Road, thence southeasterly on said
