TOWN RECORDS


ANNUAL MEETING


Arlington, March 11, 1942.


Pursuant to the Warrant of the Selectmen served ac- cording to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and advertised in two local papers, the Town Meeting Members met in Robbins Memorial Town Hall in said Town on Wednesday, March 11, 1942 at eight o'clock in the evening.


Lists containing the names of two hundred and fifty- three qualified Town Meeting Members were used at the entrance to the meeting place and were in charge of Philip T. Robinson and James E. Sweeney; they were filed with the Town Clerk at the close of the meeting, and showed that one hundred and ninety-five members attended.


The Moderator called the meeting to order at 8:10 P.M.


The Moderator introduced Mr. Doucette, of the De- fense Committee, who requested that persons willing to canvass the Town to secure pledges to purchase Defense Bonds and Stamps send their names to the Town Clerk or Mr. Mansfield of The News.


Town Meeting Members not previously sworn were sworn by the Moderator.


Mr. Davis, Chairman of the Board of Selectmen, re- quested that Mr. Estabrook and Mr. Adams of the Board of Selectmen ; the Secretary of the Board of Selectmen, Mr.

Golden; Mr. Smith of the Board of Public Works, and Mr. Young and Mr. Sorenson of the Finance Committee, be per- mitted to sit with him. There being no objection the Mod- erator granted his request.


The Town Clerk read the Call and the Constable's Re- turn of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

Voted: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Friday evening, March 13, 1942 at 8 o'clock.

ARLINGTON TOWN REPORT


be and hereby is appropriated to pay the Town's share of the principal of the Middlesex County Tuberculosis Hospi- tal (now known as the Middlesex County Sanatorium) Funding Loan, Acts of 1932 bonds maturing in 1942; that the further sum of two hundred twelve and 50/100 (212.50) dollars be and hereby is appropriated on account of interest and other charges thereof; that the further sum of fifteen thousand two hundred seventy-nine and 70/100 (15,279.70) dollars be and hereby is appropriated for the Town's share of the net cost of care, maintenance, and repairs of the Middlesex County Hospital, including interest on temporary notes issued thereof, in accordance with sections of Chapter III of the General Laws applicable thereto, and expenses under Section 25 G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936: and that said sums totaling twenty-five thousand four hundred nine- ty-two and 20/100 (25,492.20) dollars be raised by general tax and expended under the direction of the Board of Se- lectmen.


There being no further business under Article 4 the Moderator declared it disposed of.


Article 6 taken up. (Special Compensation for Town Officers and Employees.)


On motion, duly made and seconded, it was unanimously


Voted: That the sum of sixty-nine thousand four hun- dred fifty-two (69,452.00) dollars be and hereby is appro- priated to provide special compensation as a temporary measure for the year 1942 for the employees of the Town, including school-teachers, other than elected and appointed officers of the Town, receiving salary or wages at the rate of less than $2,290 a year for full time service, so that each said employee in the employ of the Town on January 1, 1942, whose salary or compensation is at a rate of $1,600 a year or less may receive in addition thereto, in quarterly payments, an amount or amounts equal to $150, but in no

case shall the amount paid hereunder increase the total compensation of any such employee to an amount in excess. of $1,700; and so that each said employee in the employ of the Town on January 1, 1942 whose salary or compensation is at a rate of more than $1,600 a year and less than $2,290 a year may receive in addition thereto, in quarterly pay- ments, an amount or amounts equal to $100 but in no case shall the amount paid hereunder increase the total compen- sation of any such employee to an amount in excess of $2,290 a year; said total sum to be raised by general tax and expended under the direction of the respective depart- ment heads as follows :

Note: In 1941, the Board of Public Works requested and were granted an additional appropriation under "Per- sonal Services" for the purpose of adding to their clerical force a Record and Statistical Clerk. Such a clerk was not hired; thus a surplus was available in the "Personal Serv- ices" account. From this surplus, the Board granted raises to two clerks whose work falls under this General Admin- istration Account (No. 10), and also to a third clerk whose regular salary is charged to Water Maintenance (No. 42). While this procedure is entirely legal your committee feel that funds which are not used for the purpose for which they are requested or designated should be returned to the Town Treasury; most especially is this true with regard to obligating the Town for the future, as is done by granting an increase to Civil Service employees, without specific vote of the Town.

Under Officers $21,200.00 and substituting therefor the sum of $22,260.00.


Under Patrolmen the sum of $97,272.50 and substitut- ing therefor the sum of $102,136.12.


Under Total $138,916.50 and substituting therefor the sum of $145,015.12; so that the vote as amended shall read
