REPORT OF THE FINANCE COMMITTEE
The Finance Committee of 1941-1942 held thirteen meetings from January 9, 1942, to March 6, 1942, and re- ported to the Annual Meeting March 11, 1942.
Two new members were appointed to the committee, Mr. A. Warren Rutherford of Precinct 4 and Mr. Francis H. Tufts of Precinct 10.

REPORT OF THE BOARD OF SELECTMEN
At the Annual Town Election held March 2, 1942, William C. Adams was re-elected a member of the Board of Selectmen for the term of three years. The Board organized with Ernest W. Davis as Chairman, and James J. Golden, Jr., as Secretary.
The regular meetings of the Board of Selectmen are held on Monday evening of each week for the purpose of attending to the routine business of the Board, and giving audience by appointment to individuals, committees and delegations on the varied matters which are brought to its attention. Fifty-two regular meetings and twelve special meetings were held during the year.
Committee on Public Safety-Under the able leader- ship of Walter T. Chamberlain as Coordinator, the Com- mittee on Public Safety has given much time and effort to reach its objective of preparedness against aggressive action on the part of our axis enemies. Due to the pressure of his many activities, Mr. Chamberlain tendered his resignation as Coordinator on April 13, 1942, and Mr. Hollis M. Gott was appointed as his successor. Mr. Gott has given unsparingly of his time and effort and, with the com- plete cooperation of the Committee, the personnel has been increased to twenty-eight hundred (2,800) citizens thoroughly trained in the various branches of the service. The Committee merits commendation for the sacrifices it has made in giving of its time and energy in the develop- ment of this important unit of civilian defense. A report of its accomplishments will be found elsewhere in the Town Report and we feel it worthy of consideration.

REPORT OF SELECTMEN
#49, Disabled American Veterans; Edgar C. Bibeault of the Fleet Reserve Association; and Captain Albert V. Jones of the Fire Department and James M. Keane, Town En- gineer, was appointed to consider the advisability of estab- lishing a roll of honor in a suitable place within the Town where the names of residents who have entered the military and naval services of the United States would be inscribed, to express the sentiment of the Town and its appreciation for this loyal and patriotic service. The Committee, with Mr. Buckley as its Chairman, has raised the necessary funds to purchase and erect on an appropriate site, a roll of honor which will be a credit to the Committee and a proud possession of the Town. On behalf of the Town, the Board offers to this Committee its deep appreciation for the success of the undertaking.
State Guard Company-After considerable study and many conferences with Lt. Col. Allen M. Tinker, Regional Commander of the Mass. State Guard, the Board recognized the advantages and necessity of having a state guard com- pany within the Town, and authority was formally re- quested of the Adjutant General to organize and present for state recognition one such company. Under date of October 21, 1942, the Adjutant General's office authorized the or- ganization of a unit and approved the appointment of Frederick L. Reynolds as a provisional officer with the rank of Lieutenant. Due to the efforts of Lieutenant Reynolds and his staff, the Town may look with pride to its local se- curity company which has been organized, uniformed, equipped and drilled for the defense of the community.
Position-Classification and Salary Standardization Sur- vey - Much thought has been given to the establishment of an employment classification and compensation plan to provide a uniform employment policy for all Town em- ployees, in accordance with the provisions of the vote passed under Article 52 of the 1942 Annual Town Meeting. Following an extended study of this subject and confer- ences with representatives of properly qualified and recog- nized organizations, the Board on December 7, 1942,

authorized Public Administration Service to proceed with the work for such survey. It is expected that this organiza- tion will begin its work with the distribution of position description questionnaires early in January, 1943, and will complete the same and deliver to the Board four copies of a typewritten report, including the classification allocation lists and the rules governing the plan on or before Febru- ary 25, 1943, at a cost not to exceed the total sum of the appropriation of seven hundred fifty ($750). dollars).
Rationing Board-Because the ever-increasing amount of work to be handled by the Rationing Board necessitated more spacious quarters, same were changed during the month of April from the Police Station to the basement of the Post Office building on Court Street. Additional office help has been added to the staff, but the Board itself con- tinues with three members, viz: Harry J. O'Reilly, Chair- man, Milton Estabrook and Earl E. Bolton, the latter suc- ceeding Howard E. Cousins. Although many neighboring cities and towns have increased the membership of their Rationing Boards to handle the increased responsibilities of fuel oil, wearing apparel, price control, etc., the local board members expressed themselves as being of the opinion that such an increase in Arlington was unwarranted. With the valuable assistance rendered by its executive secretary, Paul A. Ziegler, and staff, the Board has functioned most satisfactorily. It has received state recognition for its ex- cellent work in the operation of the rationing program. We offer our thanks and appreciation for the cooperation the members have rendered at all times.
