Priority was not granted by the U. S. Government for the purchase of a new truck, so a 1/2 ton stake body 1940 truck was bought to replace a 1938 Dodge that was beyond repair.


Due to the shortage of experienced tree climbers in the department, much needed trimming on our large trees had to be foregone until a later date, but instead a goodly num- ber of trees were trimmed umbrella high on many streets where low limbs existed.


This was an exceptional year for heavy foliage on trees and due to that fact, many requests were made for trees to be thinned out so that property owners and tenants as well, could get the benefit of light and air in their homes. These requests were all taken care of wherever it could be done without spoiling the shape of the trees.

Forty-two (42) trees that had died in recent years, ranging from 8 inches to 46 inches in diameter were taken out. A new power saw which was purchased this year proved its value over and over again in this work and without it I do not believe the work could have been accom- plished.


The Edison Light Company contracted with the Davey Tree Expert Company this year to do its line trimming throughout the Town under my supervision, and all small branches interfering with their wires were pruned. All dead limbs above their wires were removed thereby making the trees safe as far as the Town was concerned.


GYPSY AND BROWN TAIL MOTH DEPARTMENT


The winter work of this department was carried on as usual, that is, creosoting Gypsy Moth Egg clusters and cut- ting off and burning Brown Tail Moth webs and Tent Caterpillar eggs. The condition of the Town in regard to the Gypsy Moth is about the same as it has been for the last four or five years and with proper attention I have no doubt that we can keep it under control. There has been a decrease in the amount of Brown Tail Moths this year and the only infestation found by this department was a small colony in East Arlington. The Tent Caterpillar on the other hand was very abundant and due to the very heavy rains in the early spring when no spraying could be done, we were handicapped considerably in trying to combat them.


The Elm Leaf Beetle was again prevalent this year and all elm trees on public streets were given two spray- ings at the proper time. Although there were many trees detected where there had been beetle feeding, I do not be- lieve the infestation was as heavy as in the years of 1940 and 1941.


An extra truck was hired this year again because of so many orders for spraying on private estates. When re- quested, this work was done, the property owner in turn

making a remittance to the Town for the cost of the work.


Because of the heavy infestation of Tent Caterpillar in late years we have started to remove all wild cherry trees on property owned by the Town. This species of tree seems to be their favored food and I would advise all property owners who are bothered with this pest, if they have any wild cherry trees on their property to get rid of them at once, as it is the only sure way of exterminating them.


TOWN HOUSE GROUNDS DEPARTMENT


The grounds bordering the Town Hall and Robbins House are cared for by the personnel of the Tree Warden and Moth Departments. The general upkeep of the property was attended to as usual.


Replacements were made on two large hemlock trees in the rear of the Menotomy Indian Statue as well as some flowering shrubs and dogwood trees that died during the winter months.


The Patriots' Day celebration drew another large crowd this year which necessitated roping off the front of the Town Hall as well as policing the grounds, which was done by the men of the department.


Due to the dimout regulations the spotlights used to illuminate the statue of Menotomy Indian have been ex- tinquished for the duration of the war.


The base of the fountains on the front platform of the hall was planted with flowers again this year as usual.


Of late years children seem to congregate around the grounds on Hallowe'en night, so this year two men were stationed there to act as special officers, thereby preventing much damage to the shrubbery, etc. A watchman assigned by the Welfare Department was also on duty around the grounds every evening from 5 o'clock until dark, and every Saturday afternoon and Sunday during the summer months.

Removal of snow and ice from the front of the hall, the driveway in the rear, and the walks going through the property was taken care of as usual, as well as the drive- way and walks surrounding the Robbins House.


A new chain link fence was erected this year to replace an old wooden fence that has been standing for years be- tween the Town property in the rear of the Robbins House and the Eagleson estate on Maple Street.


In conclusion I wish to gratefully acknowledge the cooperation given me by the men of this department and all other departments of the Town. I also wish to acknowledge and thank Lester W. Cameron of the Fire Department for the use of his equipment and his personal services in re- moving large roots and tree stumps, which we would not be able to handle with our own equipment.

CHARITIES


Sewing production for the needy was the chief activity, as in former years the manufactured product was sent to the Department of Public Welfare for distribution. The Personnel of this project was gradually curtailed and ul- timately closed on November 21, 1942. Production con- sisted of :

ARLINGTON TOWN REPORT


PARKS AND PLAYGROUNDS


Assistants to the Park Department in the care and maintenance of parks and Matrons at Fenway Park and Reservoir Beach were assigned as in previous years. Services were terminated in the Parks on October 17, the Matrons on September 5.


TOWN BUILDINGS AND GROUNDS


Alteration and repair subject to approval were com- pleted at the Robbins House, Old Town Hall, New Town Hall, Fire Station, Police Station and 1209 Massachusetts Avenue. Work at the Police Station was incidental to the in- stallation of quarters for the Defense Committee. At 1209 Massachusetts Avenue alteration work was made at the re- quest of the Federal Supervisor of the National Youth Ad- ministration Radio School. Assistant Janitor service at 1209 Massachusetts Avenue ended May 16, at the Police Station and Robbins House on June 1, 1942.


SANITATION


Rebuilding retaining walls and cleaning sections of Mill Brook and North Union Street Brook were done dur- ing the earlier months of the year.


SEALER OF WEIGHTS AND MEASURES


An assistant to this official was assigned at the begin- ning of the year and his services ended October 19, 1942.


STREET PROPERTY DAMAGE AND REPAIR


The construction and replacement of walls, walks, steps, driveways and grading were continued on Fayette Street, Glenburn Road and Hillside Avenue. This work terminated on June 8, 1942. Sundry cleaning and grading were completed on Lake Street and Massachusetts Avenue, respectively ending May 9, and April 18. Traffic signs and lines were installed under the direction of the Police De- partment. This work was completed September 17, 1942.

TRUCK DRIVER AND LANTERNS


Due to continued W. P. A. activity, the Town-owned truck operated under the direction of the Federal Engineer and Supervisors. Maintenance, distribution and collection of lanterns continued to June 30, subsequently the Truck Driver combined this work with his other duties.


MISCELLANEOUS


House investigations by a regularly assigned investi- gator were ended on June 1, 1942. The W. P. A. Local Co- ordinator has combined this work with other duties. Janitor service was furnished the Boy's Club from January 1 to June 1, and from September 27 to November 21 ,1942. Work incidental to flooding, cleaning and grading skating rinks at Florence Avenue Playground, Brackett School and Junior High School East, was completed April 25, 1942. Equipment at Town Yard was cleaned and painted and vot- ing equipment was repaired and installed when necessary.

NATIONAL YOUTH ADMINISTRATION


This project, consisting of a Radio School at 1209 Massachusetts Avenue, furnished instruction until June 1, 1942, when the project closed locally and transferred to a centralized location.


HOUSEHOLD AID


This project was resumed in November 1942, with a personnel of eight women who assist in home care and practical nursing when needed under the direction of the Social Service Division of the Local Department of Public Welfare.
