GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the in- habitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places desig- nated for the several precincts in said town on MONDAY, THE SECOND DAY OF MARCH, 1953


at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Officers: A Moderator for three years; one Selectman for one year; one Select- man for two years; one Selectman for three years; one Assessor for three years; three members of the School Committee for three years; one member of the Board of Health for three years; two Trustees of the Robbins Library for three years; one Trustee of the Robbins Library for one year; one Park Commissioner for three years; two members of the Planning Board for three years; one Cemetery Com- missioner for three years; one member of the Arlington Housing Authority for five years; one member of the Arlington Housing Au- thority for one year; one Commissioner of the Sinking Fund for three years; one Trustee of the Pratt Fund for five years; one Trus- tee of the Edwin S. For these purposes, the polls will be opened at seven o'clock A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts 10A and 12A, in the Cutter School Building, entrance on Robbins Road; Pre- cincts 10B and 12B, in the Brackett School Building, entrance on Eastern Avenue; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen A, in the Locke School Building, entrance on Park Avenue, Heights; Precinct Fourteen B, in the Brackett School Building, entrance on Fayette Street.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the sixteenth day of March, 1953, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined ex- clusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may deter- mine.


Article 3. To hear and act on the reports of the committee under vote of the Town passed April 1, 1940, to study the advisability of creating a central purchasing department; of the committee under vote of the Town passed March 24, 1944, on Advanced Programming and Budgeting; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recommend alterations, additions or other changes to the Building Code; of the committee under vote of the Town passed March 12, 1947, to procure plans and estimates for the construction of an elementary school building in the Mystic Street area; of the Town Hall Building Committee, under vote of the Town passed December 27, 1948; of the committee under vote of the Town passed October 4, 1950, on the Town Manager form of government; of the committee under vote of the Town passed Octo- ber 9, 1950, on special compensation for town officers and employees;

of the committee under vote of the Town passed March 28, 1951, to consider, investigate and study the use of, or the disposal of, the Junior High School Industrial Arts Building; of the committee under vote of the Town passed March 28, 1951, to consider, investigate and study alterations, improvements or reconstruction of the present Russell School, or the construction of a new building, including fur- niture and equipment; of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under vote of the Town passed April 9, 1951, for the purpose of mak- ing recommendations relative to the rules for government of Town Meetings, as contained in Article 2 of the Town's By-Laws and their clarity as guided by Robert's Rules of Order revised, (Seventy-fifth Anniversary Edition); of the committee under vote of the Town passed March 26, 1952, to investigate, consider and make recommen- dations for the purchase or taking by eminent domain, or otherwise, of a suitable site and for the construction of a new building or recon- struction of an existing building to be used for garaging Town-owned vehicles; of the committee under vote of the Town passed March 26, 1952, for the purposes of preparing preliminary plans for a new school in the Russell School district; of the committee under vote of the Town passed March 31, 1952, to investigate and consider the Pennsylvania Real Estate Tax Plan; and of other Town Boards and officers and of the Finance and other committees heretofore ap- pointed.


Article 4. To see of the Town will authorize, ratify and confirm the payment to the County of Middlesx of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the town's share of any and all other expenses in connection with said hospital including expenses under Section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; or take any action relating to said hospital or any other thing therein mentioned.


Article 5. To see if the Town will make an appropriation, as provided for in Chapter 503 of the Acts of 1952, for the salaries and expenses of a Town Manager, Purchasing Agent, Superintendent of Maintenance, allied clerical employees and other expenses necessary to establish and maintain the functions of the Town Manager form of Government; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 6. To see if the Town will make an appropriation to be expended by the various departments of the Town under the "Planl for Special Compensation for Town Officers and Employees" as adopt- ed under Article 11 of the 1951 Annual Town Meeting; determine in what manner such money shall be raised; or take any action relating thereto.


Article 7. To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by adding and deleting the following classifications:

To see if the Town will vote to amend Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan as established by Article 7C of the By-Laws, by striking out the words and figures, Minimum - $4,788.00, Step 1 - $5,- 006.50, Step 2 - $5,225.00, Step 3-$5,443.00, Maximum - $6,- 000.00 in Grade XXV, and to insert in place thereof the words and figures, Minimum - $5,418.00, Step 1-$5,636.50, Step 2 - $5,- 855.00, Step 3 - $6,073.00, Maximum - $6,300.00.

Article 10. To see if the Town will vote to amend Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan, as established by Article 7C of the By-Laws, by in- creasing all money figures contained in Grades I to VII, inclusive, by $104.00 annually; will appropriate a sum or sums of money therefor to be expended by the various departments affected and determine in what manner the money shall be raised.

Article 11. To see if the Town will vote to amend its By-Laws or take any action relating to inserting after Article 7C a new Article to be known as Article 7D; to read subsantially as follows:


ARTICLE 7D. REGULATION OF LEAVES, VACATIONS, ETC.


VACATION LEAVE


Section I.


A. The term year with regard to vacations means the year be- ginning with June 1 and ending the following May 31.


B. Vacation leave shall be granted to all regularly employed classified full-time personnel. The vacation is based on the service of the preceding year.


C. A person shall be considered regularly employed if he has worked for the Town for thirty weeks in the aggregate during the preceding year.


D. Department heads shall allow vacations with pay to classi- fied employees of the Town of Arlington, who have met the require- ments set forth above, as follows:


1. Two calendar weeks vacation for employees who have served up to and not more than five years of service.


2. Three calendar weeks vacation for employees, exclusive of school cafeteria, who have served not less than five years or more than fifteen years of continuous service.


3. Four calendar weeks vacation for employees, exclusive of school cafeteria, who have served not less than fifteen years of continuous service.


Section II.


The assignment of vacation periods within any vacation year shall be arranged by the department head for such time or times as best serve the public interest. Vacation allowance may not be ac- cumulated from one vacation year to another except when, in the opinion of the department head, it is impossible or impractical be- cause of work schedule or other emergencies to do otherwise. Such cases must be reported in full to the Personnel Board.

Section III.


Absences on account of sickness in excess of those authorized or for personal reasons not provided for under sick leave regulations may, at the discretion of the department head, be changed to vacation leave.


Section IV.


Whenever regular full-time employment is terminated during a year by dismissal through no fault or delinquency on the employee's part or by resignation, retirement or death, without his having been granted the vacation to which he is entitled, he or in the case of his death, his beneficiary, shall be paid vacation pay at the regular rate of compensation payable to him at the termination of his employ- ment.


Section V.


Any vacation leave previously allowed an employee shall not be reduced as a result of this policy.


SICK LEAVE


Section I.


Regularly employed classified full-time personnel of the Town of Arlington must complete six continuous months of service before qualifying for sick leave, at the end of which time one-half year's credit will be allowed.


Section II.


Sick leave with pay will be limited to one and one-quarter days per month not to exceed fifteen working days per year.


Section III.


Sick leave accumulated for each year of employment shall not exceed one hundred twenty working days. No employee shall be en- titled to a leave of absence with pay on account of sickness in excess of the accumulated sick leave then due, unless it is approved by the appointing authority, and then only after any vacation leave due is used.


Section IV.


Sick leave with pay shall be granted to employees only when they are incapacitated for the performance of their duties by sick- ness, injury, exposure to contagious disease or death of members of the employee's immediate family.
