Article 85. To see if the Town will authorize taking a sum of money voted for the appropriation heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to an amount not exceeding $400,000.00, in the determination of the 1953 tax rate.


And you will notify and warn the voters of the Town of Arling- ton to meet at the times and places herein specified by leaving at

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previ- ous to the day of the meeting for the election of officers and by post- ing an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen pre- cincts of the Town, seven days at least before the day of said mneet- ing. A notice of the times, places and objects of the meetings was published in the local papers.

In accordance with Section 61 of Chapter 51 of the General Laws. the return of the registered voters in the Town at the close of the registration on February 10. 1953, was forwarded to the Secre- tary of the Commonwealth.


The result of the count of the votes cast at the Town Election was forwarded to the Secretary of the Commonwealth.


In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Commonwealth.


In connection with the work of the Department of Corporations and Taxation, a list of Town Officials was forwarded to the Director of Accounts.


RECOUNT, MARCH 14, 1953


Pursuant to the petitions filed in the office of the Town Clerk, in accordance with the law, a recount of the ballots cast for the office of "Selectman for three years" in each precinct of the Town at the Annual Election held on March 2, 1953, was conducted by the Regis- trars of Voters, assisted by duly appointed clerks, in the Town Hall on Saturday, March 14, 1953, at 9:30 o'clock in the forenoon.

ARLINGTON TOWN REPORT


In accordance with the law, the ballots were returned to the Town Clerk, and the Board of Registrars announced the result of the recount, declaring Franklin W. Hurd elected as a member of the Board of Selectmen for the term of three years.

ANNUAL TOWN MEETING, MARCH 16, 1953


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a constable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amend- ed, and published in the local newspapers, as required by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 16, 1953, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.


A certificate was received by the Town Clerk from the Chairman and Clerk of Precinct 6 relative to the meeting held on March 16 and of the election to fill a Town Meeting vacancy, as follows:


William S. Patterson, 24 Stony Brook Road, until the next an- nual election, caused by the resignation of Ethel L. Gray, whose term expires in 1955.


Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred forty-one (241) town meeting members qualified to participate in and vote in town meetings in Arlington.


The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that one hundred ninety-nine (199) members and twelve (12) members-at-large attended the meeting.


Philip H. Burt, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.


The meeting was called to order at 8:05 o'clock P.M., by the Moderator, Mr. Harold E. Magnuson, who declared a quorum present.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca. trumpeter, and Mr. Walter E. Russell, pianist, both of the School Department, and prayer offered by Rev. Lewis W. Williamson, Min- ister of the Trinity Baptist Church.


The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.

LaJoie, Daniels, Saul, Halpin, Farrow, Loud, Robson. Johnston, Gorton. Richardson and Driscoll of the Finance Committee; Mr. Smith. Executive Secretary of the Finance Commit- tee and Mr. Hamlet, Town Counsel, to sit within the town meeting enclosure.
