Article 54. To see if the Town will vote to appoint a committee for the purpose of investigating and studying the adequacy of the present fire stations within the town and the future locations of new fire stations, if any, and to make recommendations in relation there- to; make an appropriation for the use of said committee; determine in what manner the money shall be raised; or take any action re- lating thereto.
Article 60. To see if the Town will vote to install in the police station a signal desk, signal board and all necessary and incidental equipment relating to the Fire and Police Signal System of the town; make an appropriation therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 61. To see if the Town will vote to make an appropria- tion for the purpose of procuring persons and supplying equipment to assist regular personnel of the Police Department in caring for children at all school crossings; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 63. Article 65. To see if the Town will vote to amend Section 6 of the Zoning By-law by adding the following definition:
"Commercial Vehicle"-Any truck, tractor, cart or wagon. whether or not marked to indicate a business use, as well as any passenger car on which is painted or otherwise pernia- nently affixed any writing to designate the business use or affiliation of the said car in the business, profession or occu- pation of the owner or user, shall be deemed to be a commer- cial vehicle for the purposes of this By-law.
Article 66. To see if the Town will amend its Zoning By-laws by altering the zoning map therein referred to so as to include in the Business A District all or any part of the area now included in the Residence B District and being bound and described as follows:

A certain parcel of land with the buildings thereon situated in Arlington, Middlesex County, Mass., being shown as Lots numbered 17, 18 and 19 on a plan entitled "Arlington Gardens, Plan of Lots, Arlington, Mass., December 20, 1918, C. H. Gannett, C. E."
Said lots are together bounded and described, as follows:
SOUTHWESTERLY by Garden St., as shown on said plan sixty (60) feet;
NORTHWESTERLY by Lot 16 as shown on said plan one hun- dred thirty and 30/100 (130.30) feet;
NORTHEASTERLY by land of owners unknown eighty-four and 41/100 (84.41) feet;

Article 71. To see if the Town will authorize the appointment of a committee to be known as the Joint Planning Committee, for the purpose of studying the present and potential usage of the areas of the town now used for, or available for, business or industry; to in- corporate in said study such relevant matters as transportation, high_ ways, parking, taxation, zoning, etc. and their effect upon the busi- ness interests of the Town; to employ such professional, or other assistance, as may be deemed necessary; and to report, not later than the next annual town meeting, with recommendations as to what action should be taken by the town for the improvement of its general business potential; said committee to consist of nine members, name- ly, the five members of the Planning Board, three others to be named by the Moderator, each of whom shall be either the owner or principal operator of a business enterprise in one of the three principal busi- ness sections of the town (Heights, Center and East) and the fourth to be, so far as possible, one who is nominated by a majority of the Directors of the Arlington Chamber of Commerce present at a meet- ing duly called for the purpose of such nomination; to make an ap- propriation for the use of said committee to take any other action pertaining thereto.

Article 72. To see if the Town will make an appropriation to be expended under the direction of the Town Clerk, for the purpose of defraying the expense of advertising and other incidental costs re- lating to the By-Laws voted at this Town Meeting; determine in what manner the money shall be raised; or take any action relating thereto.
Article 73. To see if the Town will vote to amend Article 7A of the By-Laws by striking out the words Two Hundred Dollars and the figures ($200.00) in Section 3, Section 4 and in Section 5 (a) and inserting in place thereof the words Four Hundred Dollars and the figures ($400.00), so that said Sections will read:
Section 3. If a contract or purchase is made on behalf of the Town without competitive bids under the exception stated in Section 2, where the contract price exceeds Four Hundred Dollars ($400.00), such contract or purchase shall have attached to it previous to its audit by the Town Accountant, a certificate by the head of the department, or chairman of the committee or board authorizing the same setting forth the reasons why competitive bids were not obtained.
Section 4. No contract shall be so divided as to bring the amount below Four Hundred Dollars for the purpose of evading the provisions of this Article.
Section 5 (a). Competitive bids on contracts or purchases shall be obtained as follows: (a) Where the estimated cost is over Four Hundred Dollars ($400.00) but under One Thousand Dollars ($1,000.00), either by public advertise- mient not to exceed one insertion in one or more newspapers published in the town or by circular letters all bearing the same date sent to a sufficient number of vendors to insure fair competition.
Article 74. To see if the Town will vote to appoint a commit- tee to investigate, consider and make recommendations relative to making better use of the business areas of the Town, including park- ing; make an appropriation for the use of said committee. or take any action relating thereto.

Article 75. To see if the Town will vote to make an appropria- tion for the purpose of providing ornamental and additional light to the Town during the Christmas holiday season; determine in what manner the funds shall be raised and expended; or take any action relating thereto.

To see if the Town will vote to reconsider, confirm or rescind the vote taken under Article 50 of the 1950 Annual Town Meeting wherein it was voted "That the Town does hereby abandon the purposes for which the land on Pheasant Avenue, now owned by the Town, was taken. Said land contains about 3.23 acres and is shown upon a plan marked "Plan of Proposed School Site on land of Mary J. Dickson, Arlington, Mass., Scale 1" = 40', March 21, 1927, George E. Ahern, Town Engineer," recorded in the Town Engineer's Office and as more particularly described in Article 50 of the Town Warrant; and that the Board of Selectmen be and hereby is author- ized and empowered in the name and behalf of the Town, to sell and convey at public auction said parcel of land or the Town's interest therein, for a minimum price of $16,000, and upon such terms and conditions as the said Board of Selectmen may consider proper;" or take any action relating thereto.

Article 81. To see if the Town will vote to authorize the School Committee or the Board of Selectmen or any other proper authority of the Town, to accept on behalf of the Town a gift from the owners, of a certain parcel of land containing approximately 100,000 square feet abutting the easterly sideline of Town-owned land known as Warren Pierce Field, subject to substantially the following terms and conditions : -

That the Town will recommend to the proper authority to insert in the Warrant for the 1954 Annual Town Meeting an Article to accept, and that there be accepted as a public way at the 1954 Annual Town Meeting, and not subject to Betterment Assessments, the present right of way beginning at Mill Street on the southerly side of Mill Brook, thence westerly to the easterly sideline of the land to be given hereunder; otherwise said land shall revert to the donors or their successors and assigns.
2. That the land to be given herewith shall be used for school purposes. park purposes or as a recreation center or either or all within ten (10) years from the date of recording said gift in the Middlesex Registry of Deeds; otherwise said land shall revert to the donors or their successors and assigns.
3. That no other rights of way through any remaining property of the donors shall be claimed or used by the Town.
4. That the Town will not take by eminent domain within ten (10) years from the date of recording said gift in the Middlesex Reg- istry of Deeds, without written consent of the donors or their succes- sors and assigns, any other property of the donors within One Thou- sand (1.000) feet to the nearest sideline of the land to be given here- under, or take any action relating to any or all of the foregoing.
Said property to be given is bounded and described substantially as follows:
Beginning at a point on the division line between land of Town of Arlington and the premises now or formerly numbered 835 Massa- chusetts Avenue, said point being 253.62 feet northeasterly of the northeasterly side line of Massachusetts Avenue, thence northeasterly on the division line between land of Town of Arlington and land of
