Annual Report of the Personnel Board
January 22, 1954
Honorable Board of Selectmen Robbins Memorial Town Hall Arlington, Massachusetts
Gentlemen:
The Personnel Board herewith presents to the citizens of Arl- ington its annual report for the year ending December 31, 1953.
The membership of the Board which was reorganized from three to five due to the Town Manager Act in March 1953, is as follows:
Arthur J. Mansfield, reappointed for 3 years Samuel R. Carlisle, appointed for 3 years Warren E. O'Leary, a Town employee, appointed for 2 years Hugh R. Farrington, appointed for 2 years
William F. Canty, a Town employee, appointed for 1 year
Warren E. O'Leary and William F. Canty were nominated by the Town employees at a meeting duly called for that reason. Ar- thur J. Mansfield was appointed temporary Chairman for the pur- pose of organization and was unanimously elected permanent Chair- man at a meeting held on March 13, 1953.
The Board was confronted with the usual problems including some of the recommendations not accepted the previous year due to the change in form of government.
While no general salary increases were recommended it was de- cided, after a study of comparative salaries in comparable surround- ing communities, that our laborers are entitled to a reasonable in- crease in salary. We find a median of $61.00 and an average of $60.00 for laborers. Arlington's present salary is $57.42 including the Cost of Living Ad, ustment. The Board will recommend an increase to a gross of $60.20 for all permanent laborers.
Since the advent of the Town Manager, the department has taken on more duties and responsibilities which were previously handled by the various departments. All Civil Service procedure, for departments under control of the Town Manager, is now cen- tralized in this department. At the request of the Town Manager, the Personnel Board has also assumed the responsibility of the employees Loyalty Oath.
We again emphasize that no classification plan can ever be static. Comparative salaries cannot be ignored. Changes in duties, increased responsibilities and changes in classifications involve ad- justments. When such adjustments become necessary other classes must be adjusted also if the plan is to be equitable.
The Board has held 12 meetings and has considered 33 per-

sonnel problems of individuals, committees and boards. The Exe- cutive Secretary has had numerous conferences with the Town Man- ager, department heads, employees and the Division of Civil Ser- vice pertaining to Civil Service and on the operation of the Class- ification and Pay Plan.
It is suggested that employees and department heads try to anticipate any requests for reclassification or reallocation and bring their problems to the Board before December of each year. It is impossible to give proper consideration to the many requests for hearings and other matters brought to the attention of the Board just prior to the closing of the Warrant.
There are at present 532 full-time, 29 part-time, 25 temporary, and 14 seasonal temporary part-time employees in Arlington. These figures do not include School Teachers or elected officials.
Due to the relocation of several Town departments, the Per- sonnel Board will be located in its new office on the second floor of the Police Station on Central Street after the first of the year.
The Board appreciates the cooperation and assistance given by the Town Manager, officials, boards, the Town Counsel and em- ployees in our effort to fairly administer its duties and respons- ibilities.

Report of the Engineering Department

Dear Sir:
The following is the annual report of the operations in the Engi- neering Department for the year ending December 31, 1953.
In May of 1953 we were moved into larger quarters which is a vast improvement over the cramped location we were required to operate in previously.
New lighting has been installed, ventilation is perfect and I can safely say no Engineering Department in the country could be better situated than we are.
There has been a noticeable increase in the volume of work produced which can only be accounted for by the ideal working con- ditions under which we are operating.
This department was taxed to capacity in 1953 because of the construction of seven newly accepted streets, the large number of sewer, water and storm drain main extensions, building applications, several takings, benefited area, acceptance and construction plans in addition to an unusual amount of miscellaneous work.
It has been impossible to keep the records and plans of installa- tion of underground structures up to date and we have been delayed in the levying of assessments for various projects because of lack of employees, five having severed their connections from this department in 1953.
It was necessary for the employees of this department to work overtime in order to keep pace with plans and calculations that were absolutely necessary and that could not be delayed until some future date.
The time thus spent amounted on an average of ten hours per week for the entire year.
I wish to take this opportunity to express my appreciation of the cooperation of the various Board members, Town officials and em- ployees of the Department.
Annexed to this report is a table of general statistics pertaining to the Town and a list of public and private streets as of January 1, 1954.
