Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a con- stable of said Town, and notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the Town's By-Laws, the town meeting members net in the Town Hall in said Town on Monday, July 27, 1953, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.
Certificates were received by the Town Clerk from the Chair- men and Clerks of Precincts 7, 9, 10, 13 and 14, relative to meet- ings held on July 27 and of the election to fill Town Meeting va- cancies, as follows:
Precinct 7- James F. Callan, 120 Franklin Street, until the next annual election, caused by the resignation of Leonard G. Rus- sell, whose term expires in 1955.
Precinct 9-Milton H. Anderson, 59 Old Mystic Street, until the next annual election, caused by the resignation of John P. Morine, whose term expires in 1954.
Precinct 10-Cornelius F. Collins, 17 Puritan Road, and L. Miriam Magnusson, 32 Grand View Road, until the next annual election, caused by the resignations of James R. Robson and Jo- seph J. Bevins, whose terms expire in 1955 and 1954. respectively.

Precinct 13 -- Seward P. Jarvis, 500 Summer Street, and Mar- garet M. Geagan, 57 Sunset Road, until the next annual election, caused by the resignation of Robert J. Croak and the removal from town of Richard F. McIsaac, whose terms expire in 1955.
Precinct 14-Mary M. Ring, 179 Hillside Avenue, until the next annual election, caused by the death of her husband, Hallam T. Ring, whose term expires in 1956.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-four (254) town meeting members qualified to participate in and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that one hundred eighty-five (185) elected members and ten (10) members-at-large attended the meeting.
Philip H. Burt, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.
The Moderator, Harold E. Manuson, declaring a quorum pre- sent. called the meeting to order at 8:15 o'clock P.M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Leslie Hurwitz, a member of the faculty of the Arlington Academy of Music, as pianist, and Richard Laman, a student of the Arlington Academy of Music, as trumpeter, and prayer offered by Right Reverend Joseph M. Fitz- gibbons, Pastor of St. Jerome's Church.
The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.
Mr. Kenney, Chairman of the Board of Selectmen, presented the following resolution on the recent passing of Hallam T. Ring, which was adopted by a unanimous standing vote:

WHEREAS: The good government movement in general and the Town of Arlington in particular have lost a devoted worker, effective speaker. fluent debater and firm friend, and
WHEREAS: A better Town government was one of the principal objectives toward which Hallam T. Ring strove as an effective means of bettering the lot of all, and
WHEREAS: As a former State Representative, former Finance Committee Chairman, Town Meeting member and member of the Planning Board, Hallam T. Ring worked unceasingly to strengthen his Town, and was ever ready to help citizens solve their peculiar problems, and
WHEREAS: He always dedicated his own infectious enthusiasm, his sound and prophetic vision of the Arington of tomorrow and his unselfish devotion to civic progress, and
WHEREAS: The Town of Arlington can ill afford to lose men of Hallam T. Ring's caliber,
THEREFORE BE IT RESOLVED: That the Town of Arlington in Town Meeting, July 27, 1953, does hereby cause to be spread upon its records this expression of sincere regret at his passing, and
BE IT FURTHER RESOLVED: That this resolution be properly inscribed and a copy be forwarded by the Board of Selectmen to his widow and family as a token of our esteem.

There being no objection to the request of Selectman Kenney, permission was considered granted for Messrs. Greeley, Sorensen, Harris and Hurd of the Board of Selectmen; Mr. Monahan, the Town Manager; Messrs. Hauser and Cooledge of the Board of As- sessors; Mr. Wells, Executive Secretary of the Board of Assessors; Messrs. Barnard, Dunn, Roach, LaJoie, Daniels, Saul, Russell, Far- row, Loud, Robson, Johnston, Gorton, Richardson and Driscoll of the Finance Committee; Mr. Smith, Executive Secretary of the Fin- ance Committee, and Mr. Hamlet, Town Counsel, to sit within the town meeting enclosure.
Mr. Edward C. Monahan, who has been serving the Town since May 1 last as its first Town Manager, was formally introduced to the assembly by Mr. Kenney, Chairman of the Board of Selectmen.
The Town Clerk read the Call of the meeting and the Con- stable's Return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

VOTED: (Unanimously) That the sum of two thousand nine hundred fifty-nine (2,959) dollars be and hereby is appropriated for the purpose of repairing the property owned by the Town at Nos. 1207-09-09A Massachusetts Avenue; said sum to be taken from the Municipal Insurance Fund and expended under the direc- tion of the Town Manager.
There being no further business under Article 2, the Moderator declared it disposed of.

Article 3. (Additional Insurance -- Town-Owned Buildings. )
VOTED : ( Unanimously) That the sum of five thousand two hundred (5,200) dollars be and hereby is appropriated for the pur- pose of further insuring any or all of Town-owned buildings; said sum to be taken from the Municipal Insurance Fund and expend- ed under the direction of the Town Manager.
There being no further business under Article 3, the Moderator declared it disposed of.
Article 4. (Amendment of Town By-Laws-Town Meeting Members. )
VOTED : That Article 1, Section 1A of the By-Laws of the Town, be and hereby is amended by striking out said Section 1A and inserting in place thereof the following:
Section 1A. In accordance with the provisions of Section 4 of Chapter 43A of the General Laws, entitled "Standard Form of Representative Town Meeting Government," accepted by the Town at the Annual Meeting of 1935, and any amendments thereof and additions thereto, the following officers are designated as and shall be town meeting members at large, namely: The Town Moderator, the Town Clerk, the Town Treasurer, the Chairman of the Board of Selectmen, or in his absence the Vice-Chairman of the Board of Selectmen, the Chairman of the Assessors of Taxes, the Chairman of the School Committee, or in his absence the Vice-Chairman of the School Committee, the Chairman of the Planning Board, the Chairman of the Personnel Board, the Chairman of the Finance Committee, or in his absence the Vice-Chairman of the Finance Committee, and the Town Manager.
There being no further business under Article 4, the Moder- ator declared it disposed of.
Article 5. (Proposed Alteration of Zoning Map-Forest and Summer Streets. )
John B. Byrne, Jr. reported for the Planning Board on this article and made the following motion:
"That no action be taken on Article 5 of the Warrant for the Special Meeting of Monday, July 27, 1953."
A substitute motion providing for the amendment to the Zon- ing By-Law, by altering the Zoning Map therein referred to, so as to include in the Residence C District the area situated on Forest and Summer Streets and more particularly described in Article 5 of the Warrant, was offered by Robert E. Mahoney of Precinct 3.

Considerable discussion ensued and, upon the motion for the previous question being carried, a voice vote was taken and the Moderator declared the motion lost.
Thereupon, on the motion of Mr. Byrne, Chairman of the Plan- ning Board, it was
VOTED: That no action be taken on Article 5 of the War- rant for the Special Meeting of Monday, July 27, 1953.
There being no further business under Article 5, the Moder- ator declared it disposed of.
Article 6. (Proposed Alteration of Zoning Map-Grafton and Oxford Streets. )
John B. Byrne, Jr. reported for the Planning Board on this article and on his motion, it was
VOTED : (On a standing vote, 169 in favor and 1 in opposi- tion )
That the Town amend its Zoning Map and Zoning By-Laws by including in the Residence C District the area now included in the Residence B District as follows:
Northwesterly by Grafton Street, 20.39 feet;
Northeasterly by Lots 127 and 131 as shown on a plan herein- after mentioned, 180 feet;
Southeasterly by Oxford Street, 30.98 feet; and
Southwesterly by the Residence C boundary line, 180.31 feet.

There being no further business under Article 6, the Moderator declared it disposed of.
Article 7. (Proposed Alteration of Zoning Map-Menotomy Road and Orchard Pace.)

VOTED: ( Unanimously) That the Town amend its Zoning Map and Zoning By-Laws by including in the Business A District the area now included in the Residence B District as follows:
Northwesterly by Court Street, 55.05 feet;
Northeasterly by Lot A as shown on a plan hereinafter men- tioned, 90 feet;
Southeasterly by Lot 3 as shown on said plan, 46.91 feet; and
Southwesterly by the Business A boundary line, 91 feet, more or less.

There being no further business under Article 8, the Moderator declared it disposed of.
Article 9. (Advertising Town By-Laws.)
On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was
VOTED: That the sum of two hundred (200) dollars be and hereby is appropriated for the purpose of defraying the expense of advertising the By-Laws voted at this meeting; said sum to be taken from available funds now in the Treasury and expended un- der the direction of the Town Clerk.
There being no further business under Article 9, the Moderator declared it disposed of.

Article 10. ( Proposed Acceptance of General Laws-Chapter 33, Section 54.)
VOTED : That no action be taken under Article 10 of the Warrant.
There being no further business under Article 10, the Moderator declared it disposed of.
Article 11. (Proposed Acceptance of General Laws-Rent Control. )
A substitute motion favoring the continuance of rent control was offered by Charles J. Bowser of Precinct 5.
Considerable discussion ensued and, upon the motion for the previous question being carried, a voice vote was taken. The Moderator being in doubt, asked for a standing vote. On the stand- ing vote, 85 voted in the affirmative and 96 in the negative, and the Moderator declared the motion lost.
More than twenty town meeting members rose to request a roll call, which was thereupon taken by the Town Clerk. The re- sult of the roll call was 89 voting in the affirmative and 99 in the negative, and the Moderator declared the substitute motion of Mr. Bowser was lost.
Thereupon, on the motion of the Finance Committee, it was VOTED: That no action be taken under Article 11 of the Warrant.
There being no further business under Article 11, the Moderator declared it disposed of.
On motion of J. Howard Hayes of the Finance Committee, duly seconded. it was
VOTED: That Article 1 be taken from the table.
There being no further business under Article 1, the Moderator declared it disposed of.

In the name of the Commonwealth of Massachusetts, you are here- by required to notify and warn the inhabitants of the Town of Arlington, to meet in the

in said Town on
WEDNESDAY, THE 7th DAY OF OCTOBER, 1953
at 8 o'clock P.M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda pro- vided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will make an appropriation for the relocation, alteration and widening, construction of, spe- cific repairs upon and improvement of all or any parts of Forest Street, within the town as now existing or hereafter relocated, al- tered or widened, including land damages, if any, under the pro- visions of law authorizing the assessment of betterments or other- wise; said appropriation to be used with any sum or sums which may be allotted by the Commonwealth or County of Middlesex, or both, for such purpose or purposes; determine in what manner the money shall be raised and expended; or take any action in any way relative to all or any of the foregoing.
Article 3. To see if the Town will amend its Zoning By-Laws by altering the zoning map therein referred to so as to include in the Residence C District the area now included partly in the Business B District and partly in the Residence B District, bound- ed and described as follows:

To see if the Town will determine that a sub- stantial shortage of rental housing exists in the Town of Arlington stantial shortage of rental housing accommodations exists in the Town of Arlington and that the control of rents therein is necessary in the public interests; and to see if the Town will vote to accept the provisions of Chapter 434 of the Acts of 1953, entitled "AN ACT RELATIVE TO RENT CONTROL"; make an appropriation for the use of the Rent Control Board as provided in said Act; determine in what manner the money shall be raised; or take any action relating to any or all the foregoing.

Keane, Town Eng." or take any action relating thereto.
