GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the in- habitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places desig- nated for the several precincts in said town on


MONDAY, THE FIRST DAY OF MARCH, 1954


at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Officers: A Town Clerk for three years; a Treasurer for three years; two Se- lectmen for three years; one Assessor for three years; three mem- bers of the School Committee for three years; one member of the: Arlington Housing Authority for five years; also, in accordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as hereinafter specified; in Precinct 1, five such members for three years, two such members for two years and one such member for one year; in Precinct 2, seven such members for three years and two such members for two years; in Precinct 3, four such members for three years; in Precinct 4, six such members for three years; in Precinct 5, five such members for three years and one such member for one year; in Precinct 6, five such members for three years and one such member for one year; in Precinct 7, six such members for three years; one such member for two years and one such member for one year; in Pre-

For these purposes, the polls will be opened at seven o'clock .A. M. and remain open until eight o'clock P. M., at each of the polling places designated, viz: Precinct One, in the Crosby School Building, entrance on Winter Street; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precincts Three and Five, in the Junior High School Building East, entrance on Tufts Street; Precincts Six and Eight, in the Town Hall; Pre- cincts Seven and Nine, in the Russell School Building; Precinct Seven, entrance on Medford Street; Precinct Nine, entrance on Mystic Street; Precincts 10A and 12A, in the Cutter School Building, entrance on Robbins Road; Precincts 10B and 12B, in the Brackett School Building, entrance on Eastern Avenue; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen A, in the Locke School Building, entrance on Park Avenue, Heights; Precinct Four- teen B, in the Brackett School Building, entrance on Fayette Street.


You are, also, required to notify and warn the said inhabitants to meet at the Town Hall, in said Town on Monday, the fifteenth day of March, 1954, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the Gen- eral Laws.


Article 2. To choose and appoint all other usual Town officers not hereinbefore mentioned, in such manner as the Town may de- termine.


Article 3. To hear and act on the reports of the committee under vote of the Town passed March 24, 1944, on Advanced Pro- gramming and Budgeting; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recom- mend alterations, additions or other changes to the Building Code; of the Town Hall Building Committee, under votes of the Town passed March 14, 1946, and December 27, 1948; of the committee under vote of the Town passed October 4, 1950, on the Town Man- ager form of government; of the committee under vote of the Town passed March 28, 1951; to consider, investigate and study the use of, or the disposal of, the Junior High School Industrial Arts Building; of the committee under vote of the Town passed March 28, 1951, to consider, investigate and study alterations, improvements or reconstruction of the present Russell School, or the construction of a new building, including furniture and equipment; of the com-

mittee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under vote of the Town passed March 26, 1952, to investigate, consider and make recommendations for the purchase or taking by eminent domain, or otherwise, of a suit- able site and for the construction of a new building or reconstruction of an existing building to be used for garaging Town-owned ve- hicles; of the committee under vote of the Town passed March 26, 1952, for the purposes of preparing preliminary plans for a new school in the Russell School district; of the committee under vote of the Town passed March 31, 1952, to investigate and consider the Pennsylvania Real Estate Tax Plan; of the committee under vote of the Town Passed March 20, 1953, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse disposal incinerators; of the Joint Planning Committee under vote of the Town passed March 23, 1953; and of other Town Boards and officers and of the Finance and other com- mittees heretofore appointed.


Article 4. To see if the Town will authorize, ratify and con- firm the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943, for: (A) the Town's share of the mainten- ance, operation and repair of Middlesex County Tuberculosis Hos- pital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with sections of Chapter 111 of the General Laws applicable thereto; (B) the town's share of any and all other expenses in connection with said hos- pital including expenses under Section 25G (6) (a) of Chapter 32 of the General Laws, inserted by Chapter 400 of the Acts of 1936; or take any action relating to said hospital or any other thing therein mentioned.


Article 5. To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by adding or deleting the following classifications in the Library Department:


Junior Assistant, Grade VII-to be added Assistant, Non-Professional (Library), Grade VI-to be added Music Librarian, Grade IX-to be added Library Page, P-T-to be added Junior Assistant, Class 1, Grade VII-to be deleted Junior Assistant, Class 2, Grade VI-to be deleted

Article 20. To see if the Town will vote to amend Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan as established by Article 7C of the By-Laws, by add- ing the words and figures: Grade XXVI, Minimum-$5410.00, Step 1-$5636.00, Step 2 -- $5855.00, Step 3-$6073.00, Maximum -- $6300.00.

To see if the Town will vote to amend Table I of Schedule A of the Classification Plan, and Table I of Schedule B of the Pay Plan as established by Article 7C of the By-Laws, by add- ing the words and figures; Grade XXVII, Minimum: $5710.00, Step 1-$5936.00, Step 2-$6155.00, Step 3-$6373.00, Maximum- $6600.00.

Article 22. To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by reallocating Chief-Fire Department and Chief of Police, from Grade XXV to Grade XXVI; appropriate the sum of $600.00 to be expended by the departments affected; and determine how the money shall be raised.

To see if the Town will amend the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, by reallocating Superintendent of Public Works, from Grade XXV to Grade XXVII; appropriate the sum of $600.00 to be expended by the department affected; and determine how the money shall be raised.
