ARLNIGTON TOWN REPORT


Article 60. To see if the Town will make an appropriation under the provisions of law authorizing the assessment of bet- terments, for the original construction of public ways in the Town, the laying out of which is accepted at this meeting, including land damages and the cost of pavement and sidewalks laid at the time of said construction; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 61. To see if the Town will authorize the acquisition by purchase, eminent domain or otherwise of any land easements or rights therein, including an easement or easements in land ad- joining the location of any or all public ways, the laying out of which is accepted at this meeting, consisting of a right to have the land of the location protected by having the surface of such adjoining land slope from the boundary of the location; make an appropriation for such acquisition; determine in what manner the money shall be raised and expended; or take any action relat- ing thereto.


Article 62. To see if the Town will vote to appropriate a sum or sums of money to be expended under the direction of the School Committee for the purpose of erecting an addition, or ad- ditions, to the present Bishop School or other alterations, improve- ments or reconstruction to said Bishop School and to provide fur- nishings, equipment and lighting for said additions and other facilities to both the present building and the proposed addition; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.

Article 63. To see if the Town will acquire by purchase, eminent domain or otherwise for school purposes, all or any portion of the land within the Town (with or without the buildings there- on) hereinafter described, any interests or easements therein, and any rights or easements of way or otherwise as appurtenant there- to, and subject to or with any reservations of any rights, or ease- ments therein; determine in what manner the money shall be raised and expended; or take any action relating to all or any of the foregoing.


Said land is bounded and described as follows :-


Beginning at a point on the northwesterly side line of No. Union Street at the division line between land of Town of Arling- ton and property now numbered 54 No. Union Street thence north- westerly by said land of the Town of Arlington a distance of 400 feet more or less to a point on the southeasterly side line of Everett Street thence northeasterly on said southeasterly side line of Everett Street a distance of 334 feet to the division line between lots 50 and 51 thence southeasterly on said division line between lots 50 and 51 a distance of 400 feet more or less to a point on the northwesterly side line of No. Union Street thence southwester- ly on said northwesterly side line of No. Union Street a distance of 341 feet more or less to the point of beginning and containing 135,716 square feet more or less assessed value plus 25 %, $19,101.56 northwesterly portion of Lot 51 to be reserved for street purposes.

Beginning at the point of intersection of the northwesterly side line of Franklin Street and the northeasterly side line of Parallel Street thence northwesterly on said northeasterly side line of Parallel Street a distance of 238.90 feet to a point on said northeasterly side line of Parallel Street at land now or formerly of Metropolitan District Commission thence northeasterly by said land now or formerly of Metropolitan District Commission a dis- tance of 291.16 feet to a point on the westerly side line of Mystic Valley Parkway thence southeasterly on said westerly side line of Mystic Valley Parkway on a curve to the left with a radius of 454.91 feet a distance of 272.98 feet to a point of compound curve thence southeasterly on said westerly side line of Mystic Valley Parkway on a curve to the left with a radius of 1384.57 feet a distance of 82.27 feet to an angle point thence southwesterly by land now or formerly of the Metropolitan District Commission and on the northwesterly side line of Franklin Street extended a dis- tance of 36.29 feet to the point of beginning containing approxi- mately 32254 square feet the assessed value plus 25 % $27,625.00.

Article 70. To see if the Town will appropriate a sum or sums of money to be expended under the direction of the School Committee for the purpose of making an overall study of the entire area surrounding the Junior High School West, to the end that a plan may be developed to provide suitable playgrounds in said area, and to grade and surface said area to the extent of the funds made available; determine in what manner the money shall be raised or take any action relating to any or all of the foregoing.

Article 71. To see if the Town will vote to remove the wooden building at the corner of Irving Street and Academy Street, for- merly known as the Junior High Industrial Arts School; make an appropriation for such removal and grading of the area as an addition to the present Parmenter School playground; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 72. To see if the Town will appropriate a sum or sums of money for the purpose of having constructed an adequate addition, and improvements, including furnishings and equipment to the Parmenter School situated on Irving Street in said Town; determine in what manner the money shall be raised and expended, or take any action relating thereto.

Aritcle 73. To see if the Town will transfer the sum of fifteen thousand dollars ($15,000.00) from Mt. Pleasant Cemetery sale of graves and lots fund to the Cemetery Commissioners for the improvement of the Town Cemetery.

Article 74. To see if the Town will amend its Zoning By- Laws by altering the zoning map therein referred to so as to include in the Residence C District the Area now included partly in the Business A District and partly in the Residence B District, bounded and described as follows:


SOUTHWESTERLY by Broadway, 173.07 feet;


NORTHWESTERLY by Gardner Street, 504 feet, more or less; NORTHEASTERLY by Lot 1, Lot D, Lot 3 and Lot 4, as shown


on a plan hereinafter mentioned, 185 feet more or less; and SOUTHEASTERLY by Lots 8, 7, 6, 5, 4, 3, 2 and 1 as shown on said plan, 476.03 feet.


Containing 87,120 square feet of land according to said plan. Said parcel being shown on a plan entitled, "Land in Arlington, Mass., dated December 29, 1953, by Fred A. Joyce, Surveyor."

Article 75. To see if the Town will make an appropriation to be expended under the direction of the Town Clerk, for the pur- pose of defraying the expense of advertising and other incidental costs relating to the By-Laws voted at this Town Meeting; deter- mine in what manner the money shall be raised; or take any ac- tion relating thereto.


Article 76. To see if the Town will vote to make an appro- priation for the purpose of providing ornamental and additional light to the Town during the Christmas holiday season; determine in what manner the funds shall be raised and expended; or take any action relating thereto.

Article 77. To see if the Town will vote to install in the police station a signal desk, signal board and all necessary and incidental equipment relating to the Fire and Police Signal Sys- tem of the town; make an appropriation therefor; determine in what manner the money shall be raised and expended; or take any action relating thereto.


Article 78. To see if the Town will vote to continue and extend the scope of the powers of the committee known as "Com- mittee relating to construction and operation of refuse disposal incinerator" under Article 29 of the 1953 Annual Town Meeting, by adding to their powers to investigate, consider and make recom- mendations to the Town for locations within or outside of the Town to be used for sanitary fill methods for the disposal of rub- bish or offal, or both; said Committee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting for 1955; appropriate a sum of money for the use of said Com- mittee; determine in what manner the money shall be raised; or take any action relating to any or all of the foregoing.


Article 79. To see if the Town will vote to appoint a com- mittee of three persons for the purpose of investigating, consider- ing and making recommendations as to the wages, hours and working conditions of school traffic supervisors, commonly known as police women; said committee to report not later than the An- nual Town Meeting of 1955; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 80. To see if the Town will vote to appoint a com- mittee for the purpose of investigating, studying and considering various entrances at the Arlington Heights Reservoir Beach and Playground, with particular reference to the manner of egress and ingress to Massachusetts Avenue and to make recommendations relative to the same; said committee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1955; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised; or take any action relating to all or any part of the foregoing.

Article 81. To see if the Town will vote to appoint a com- mittee of five (5) persons for the purpose of investigating, consider- ing and making recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach, and particularly to de- termine whether or not a supervised swimming program should be continued in this area; also, to prepare detailed plans for im- provement of the facilities of the beach if said committee shall determine that such program is to be continued in this area; also, to determine the location and type of alternate facilities, together with preliminary plans, if said committee shall determine that said beach should be abandoned; said committee to report at the next

Special Town Meeting, if any, but not later than the Annual Town Meeting of 1955; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised and expended; or take any action in any way relating to all, or any part, of the foregoing.

Article 82. To see if the Town Meeting will discuss and con- sider the proposal of certain authorities of the Commonwealth to re-route the highway known as Route #3, in or through the residential portion of the Town known as the "Morningside" and "Mysticside" sections; will authorize and instruct the Board of Se- lectmen to protest and oppose such re-routing; or take any action relating thereto.


Article 83. To see if the Town will make an appropriation of a sum of money to be expended under the direction of the Board of Selectmen for the purpose of providing suitable headquarters for the Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington, determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 84. To see if the Town will authorize taking a sum of money voted for the appropriations heretofore made at this Town Meeting under this Warrant, and not voted to be borrowed, from any available funds in the treasury and will authorize the Assessors to use free cash in the treasury in any available funds to an amount not exceeding $400,000.00, in the determination of the 1954 tax rate.


And you will notify and warn the voters of the Town of Ar- lington to meet at the times and places herein specified by leaving at every dwelling house in the Town a printed copy of this Warrant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen precincts of the Town, seven days at least before the day of said meeting for the election of officers.


Hereof, fail not, and make due return of the Warrant, with your doings thereon, to the Town Clerk before the day of said meeting.

By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the town previous to the day of the meeting for the election of officers and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the fourteen precincts of the Town, seven days at least before the day of said meeting. A notice of the times, places and objects of the meetings was published in the local papers.

In pursuance of the foregoing Warrant, the inhabitants of the Town of Arlington, qualified to vote in elections, met in the polling places designated by the Board of Selectmen for the several precincts in said Town on Monday, March 1, 1954, at seven o'clock in the forenoon.
