On motion of Harold A. Holbrook of Precinct 9, duly seconded, it was


VOTED: That the committee appointed to consider, investi- gate and study alterations, improvements or reconstruction of the present Russell School, or the construction of a new building, including furniture and equipment, be discharged.


Robert F. Douglas presented the report of the committee ap- pointed to investigate, consider and make recommendations for the purchase or taking by eminent domain, or otherwise, of a suitable site and for the construction of a new building or reconstruction of an existing building to be used for garaging Town-owned vehi- cles and, on motion duly made and seconded, it was


VOTED: That the report be received.


Charles P. Bridges presented the report of the committee for the purposes of preparing preliminary plans for a new school in the Russell School District and, on motion duly made and second- ed, it was

ARLINGTON TOWN REPORT


Article 4. (Assessment for County Hospital. )


VOTED : That payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuber- culosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor, in accordance with sections of Chapter 111 of the General Iaws applicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chapter 400 of the Acts of 1936; be and hereby is authorized, ratified and confirmed.


There being no further business under Article 4, the Moderator declared it disposed of.


Article 5. (Amendment of Town By-Laws -- Classification Plan. )


On the substitute motion of Arthur J. Mansfield of the Per- sonnel Board to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried on a voice vote, it was


VOTED: That the Classification Plan, known as Scheule A, under Table I and Table II, of Article 7C, of the By-Laws, be and hereby is amended by adding or deleting the following classifications in the Library Department:

On the substitute motion of Arthur J. Mansfield of the Per- sonnel Board to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried on a standing vote, 99 having voted in the affirmative and 81 in the negative, it was


VOTED: That the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, be and hereby is amended by reallocating Town Engineer, Grade 5, from Grade XXIV to Grade XXV; appropriate the sum of $332.00 to be expended by the department affected; said sum to be raised by general tax.

VOTED: That the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws, be and hereby is amended by reallocating Executive Secretary, Board of Selectmen, from Grade XXIV to Grade XXV; appropriate the sum of $332.00 to be expended by the department affected; said sum to be raised by general tax.

Article 11. ( Amendment of Town By-Laws Classification Plan. )

TOWN RECORDS


ADJOURNED ANNUAL TOWN MEETING, MARCH 17, 1954


Pursuant to the vote of adjournment of March 15, 1954, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 17, 1954, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.


Certificates were received by the Town Clerk from the Chair- men and Clerks of Precincts 8, 12 and 13, relative to meetings held on March 17 and of the elections to fill Town Meeting vacan- cies, as follows:


Precinct 8 - James W. Daily, 96 Churchill Avenue, until the next annual election, caused by the resignation of Richard P. Browne, whose term expires in 1956;


Precinct 12 - Samuel Lanza, 48 Linden Street, until the next annual election, caused by the resignation of Charles J. Barbagallo, whose term expires in 1956, and


Precinct 13 - Charles R. Gundersen, 32 Henry Street, until the next annual election, caused by the resignation of Donald W. Black, whose term expires in 1956.


Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred forty-eight (248) town meeting members.


The check lists filed with the Town Clerk at the close of the meeting showed that one hundred ninety-seven (197) mem- bers and nine (9) members-at-large attended the meeting.


The Moderator, Harold E. Magnuson, declaring a quorum pres- ent, called the meeting to order at 8:05 o'clock P. M.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca and Mr. Walter E. Russell of the School Department, and prayer offered by Rev. John Heidt, Minister of the Pleasant Street Con- gregational Church.


The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.


On motion of Selectman Harris, duly seconded, it was


VOTED : That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Friday evening, March 19, 1954, at 8 o'clock.


The Moderator declared Article 12 to be the first item of busi- ness before the meeting.

On the substitute motion of Lawrence E. Corcoran of Precinct 14 to amend the motion of the Finance Committee, which was se- conded and was declared by the Moderator to have carried on a voice vote, it was


VOTED: (Unanimously)


WHEREAS, this Town is confronted with a major calamity by the contemplated relocation of Route 3 through a very valuable section of our Town, which threatens a serious disruption of established facilities and economic structure and a loss of valuable assessed property, now


THEREFORE, BE IT RESOLVED, that we, the voters of Ar- lington, in Town Meeting assembled, do hereby authorize the Board of Selectmen to take any and all action neces- sary or expedient to prevent this calamity and by this resolve, pledge full support in every way to their efforts, and


BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to the Governor of the Commonwealth, the Commissioner of Public Works and all elected and ap- pointed State officials representing the Town of Arlington, and any other persons or officials deemed necessary and proper by the Board of Selectmen.

Article 12. (Amendment of Town By-Laws - Classification Plan. )


On the substitute motion of Arthur J. Mansfield of the Per- sonnel Board to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried on a voice vote, it was

Article 30. (Group Life Insurance for Town Employees. )


VOTED: That the provisions of Section 133 to 138A, in- clusive, of Chapter 175 of the General Laws of Massachusetts (Ter. Ed.) as authorized by Chapter 40, Section 5, Clause (44) of said General Laws, as inserted by Chapter 239 of the Acts of 1952; be and hereby is accepted; and that the sum of nine thousand (9,000) dollars be and hereby is appropriated for expenses in carrying out the purposes of said Act; said sum to be raised by general tax and expended under the direction of the Town Manager.
