Copies of the records of the votes cast at the State Election held in Arlington, November 2, 1954, were this day certified by the Selectmen, and attested and sealed by the Town Clerk in envelopes furnished for the purpose, and transmitted to the Offices of the Secretary of the Commonwealth, and the Clerk of Courts and County Commissioners for Middlesex County, in accordance with the provisions of Section 112 of Chapter 54 of the General Laws. RECOUNT, NOVEMBER 13, 1954
Petitions for a recount of the ballots cast at the State Elec- tion on November 2, 1954, for the two offices of Representative to the General Court in the 28th Middlesex District were filed in accordance with law in the office of the Town Clerk.
Accordingly, a recount of such ballots was made by the Regis- trars of Voters, assisted by duly appointed clerks, in the auditorium of the Town Hall on Saturday, November 13, 1954, at 9:30 o'clock in the forenoon.
The result of the recount, which becomes the official record, was announced by the Registrars of Voters as follows:

Report of the Town Clerk's Department
To the Citizens of Arlington:
The following annual report of the Town Clerk for the year ending December 31, 1954, is herewith submitted, in accordance with the Town's By-Laws.
The total of fees collected by the department during the year, and deposited with the Town Treasurer, was $13,831.99, a decrease of $28.02 from the revenue collected in the preceding year. Of this amount, $4,188.50 was for conservation licenses and $4,457.90 was for dog licenses.

REPORT OF THE BOARD OF ASSESSORS
ANNUAL REPORT of the BOARD OF ASSESSORS for 1954
During the year, the Board of Assessors met every Monday eve- ning, except during July and August when intermittent sessions were held.
Approximately forty hearings were held with residents of the Town on the subjects of property valuation, personal and motor excise taxes, relief to the aged, infirm, or poor, veterans' exemptions and the like.
During the year members of the Board attended all confer- ences conducted by the State Department of Corporations and Tax- ation - one in the Hotel Statler in Boston, two at the 1775 House, Lexington, as well as the annual summer convention of the Massachusetts Assessors' Association at West Harwich.
Members of the Board made forty-eight trips "into the field" during the year, to assess new property constructed within the Town, as well as improvements to existing property.
During the month of January members of the Board made personal inspections throughout the Town and assessed personal property.
At the organizational meeting on the Monday following the annual Town Election, the members including William O. Hauser, Walter S. Cooledge, Jr., and Leonard D. Wood, met and elected unanimously Mr. Hauser as Chairman and Mr. Wood as clerk for one year.
At this meeting it was moved, seconded and unanimously voted that the inestimable service to the Town of Arlington by Arthur W. Sampson, who was a member of the Board for five three-year terms, spanning fifteen years from March 1940 to March 1954, when he retired, be recognized and spread upon the records of this Board.

Gentlemen:
Submitted herewith is the Annual Report of the Boards of Appeals for the calendar year ending December 31, 1954.
A total of forty-two (42) cases were heard and decided during this period, or one more case than the year previous.
The Zoning Board of Appeals held hearings on thirty seven (37) cases of which twenty-seven (27) arise on appeal from rulings of the Inspector of Buildings, and the remaining ten (10) cases came before the Board on petition. The Building Board of Appeals held hearings and rendered decisions on five (5) cases.

ARLINGTON TOWN REPORT
Annual Report of the Arlington Housing Authority
Board of Selectmen Town Hall Arlington, Mass.
Gentlemen:
Submitted herewith is the Annual Report of the Arlington Housing Authority for the year 1954.
At the Annual Town Election, Mr. James A. Coffey was re- elected to the Housing Authority for a term of five years. The Authority organized at its annual meeting held on March ninth, 1954 at which time Mr. Joseph S. Vahey was elected to serve as Chairman; Mr. Cornelius J. Brosnan as Vice-Chairman; Mr. John P. Kedian as Treasurer; and Mr. James A. Coffey as Assistant Treasurer.
Pursuant to enabling legislation enacted by the Massachusetts General Court, the Authority requested of the State Housing Board an allotment of housing units for aging persons of low income. Action by the State Housing Board on such allotment has been withheld pending action of the Annual Town Meeting of March 1955.
Two voluntary payments in lieu of taxes were made to the town during the year 1954. The first was made in January in lieu of taxes for the calendar year 1953 in the amount of $6336.00 and the second in December in lieu of taxes for the calendar year 1954 also in the amount of $6336, in both cases the amount being the maximum allowed under the law.
In October the Authority refinanced certain notes in the amount of $716,000.00 at the very favorable net interest rate of .0106 percent.
Present facilities have been completely occupied during the past twelve months with one hundred seventy-six veteran families.
The Authority appreciates the cooperation extended by the various officials, boards and town departments.

On April 5, 1954, Mr. J. Howard Hayes presented his resig- nation as Chairman of the Committee due to his feeling that after his long tenure in office it was time for a change. His resignation was accepted with deep regret by the committee and the Secretary was instructed to announce the resignation to the Press. with appro- priate expressions as to the feelings of the Committee in view of Mr. Hayes many years of able and conscientious service, which was done. Mr. Hayes subsequently accepted appointment as Mem- ber At Large. Mr. Arthur D. Saul was elected to succeed Mr. Hayes as Chairman.
