By virtue of this warrant I have notified and warned the legal voters of the Town of Arlington to meet at the time and place and for the purposes herein specified by causing a printed attested copy of said warrant to be left at every dwelling house in the Town, and by posting an attested copy of said warrant at the doors of the Town Hall and in two or more conspicuous places in each of the four- teen precincts of the Town, seven days at least before the day of said meeting. A notice of the time, place and objects of the meet- ing was published in the local papers.

Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a con- stable of said Town, and notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as required by the Town's By-Laws, the town meeting members met in the Town Hall in said Town on Monday, July 12, 1954, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.
Certificates were received by the Town Clerk from the Chair- men and Clerks of Precincts 3 and 10 relative to meetings held on July 12 and of the elections to fill Town Meeting vacancies, as follows:
Precinct 3 - Richard H. Brawley, 18 Palmer Street, until the next annual election, caused by the resignation of William J. O'Brien, Jr., whose term expires in 1957, and
Precinct 10 - Cornelius F. Collins, 17 Puritan Road, until the next annual election, caused by the resignation of John Ken- nedy, whose term expires in 1955.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-two (252) town meeting members qualified to participate in and vote in town meetings in Arlington.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that one hundred thirty-eight (138) elected members and eight (8) members-at-large attended the meeting.
Philip H. Burt, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.
The Moderator, Harold E. Magnuson, declaring a quorum pres- ent, called the meeting to order at 8:15 o'clock P. M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Anton Kovar, a music teacher associated with the School Department, as pianist, and prayer offered by Rev. John P. Reynolds, Curate of St. James Church.
The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.
There being no objection to the request of Selectman Harris, permission was assumed to have been granted unanimously by gen-

eral consent for Messrs. Sorensen, Hurd, Greeley and Rawson of the Board of Selectmen; Miss Harrigan, Secretary of the Board of Selectmen; Messrs. Cooledge and Wood of the Board of Assess- ors; Mr. Wells, Executive Secretary of the Board of Assessors; Messrs. Barnard, Dunn, Roach, LaJoie, Ahern, Keefe, Farrow, Loud, Robson, Johnston, Gorton, Richardson, Streng and Hayes of the Finance Committee; Mr. Smith, Executive Secretary of the Finance Committee, and Mr. Purcell, Town Counsel, to sit within the town meeting enclosure.
The Town Clerk read the Call of the meeting and the Con- stable's Return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.
On motion of Selectman Harris, duly seconded, it was
VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Monday evening, July 19, 1954, at 8 o'clock.

Percival E. Richardson made a report of progress for the committee appointed under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swim- ming conditions at the Arlington Heights Reservoir Beach.
Marat E. Santini presented the report of the committee ap- pointed to procure plans and estimates for the construction of a school building in the area of North Union Street and, on mo- tion duly made and seconded, it was

VOTED: (Unanimously ) That the Town amend its Zoning By-Laws and alter the Zoning map by including in the Residence C District the area now included partly in the Business A. District and partly in the Residence B District, bounded and described as follows:
Northwesterly by North Union Street, 250 feet;
Northeasterly by Lot 8 as shown on a plan hereinafter mentioned, 122.42 feet;
Northwesterly again by said Lot 8 and by Lot Pt. 9 and 10 as shown on said plan, 98.46 feet;
Northeasterly by Lots 12, 13 and 14 as shown on said plan, 123.25 feet;
Southeasterly by Heath Road, as shown on said plan, 316.54 feet; Southwesterly by Lots 2 and 1 as shown on said plan, 90.60 feet;
Northwesterly again by Lot 20A as shown on said plan, 10.93 feet;

Article 7. (Additional Appropriation for Removal of Gar- bage and Offal.)
VOTED: That the sum of thirteen thousand six hundred seventy-five and 42/100 (13,675.42) dollars be and hereby is ap- propriated for the removal of garbage and offal; said sum to be taken from available funds now in the Treasury and expended under the direction of the Town Manager.

Article 8. (Reconstruction of the Crosby School.)
VOTED: (Unanimously) That the sum of two hundred and ten thousand dollars ($210,000.00) be and hereby is appropriated for the purpose of reconstructing the Crosby School including any and all alterations, repairs, renovations, and improvements as may be required by the state and local building departments, and the needs of the School Department in restoring, increasing and im- proving existing school facilities and including the cost of equip- ment and furnishings; that for this purpose or these purposes the

sum of one hundred and fifty thousand dollars ($150,000.00) be taken from available funds now in the Treasury, and the balance of sixty thousand dollars ($60,000.00) be taken from the Muni- cipal Buildings Insurance Fund; and that said appropriation be expended under the direction of the School Committee and the Town Manager.
There being no further business under Article 8, the Moder- ator declared it disposed of.
