ARLINGTON TOWN REPORT


During the year 1954, due to the deaths of James A. Bailey and John G. Brackett and the resignation of Frederick W. Hill, the Elbridge Farmer Fund lost three of its six Trustees. All three had served over a long period of years, Mr. Bailey as Chairman, Mr. Brackett as Secretary and Mr. Hill as Treasurer. Recognition of their valuable service to the Town of Arlington has been entered in the records of the Fund.


At a meeting of the remaining Trustees held Novmber 22, 1954 Gardner C. Porter was elected Chairman of the Fund, Edward P. Clark, Treasurer and Arthur O. Yeames, Secretary. To fill the vacancies in the Board of Trustees the following were elected: Edmund L. Frost, Francis Keefe and Everett C. Bryant and their appointment has now been approved by the Middlesex Probate Court.

REPORT OF THE BOARD OF SELECTMEN


Report of the Board of Selectmen


To THE CITIZENS OF ARLINGTON :


Herewith is presented the Annual Report of your Board of Select- men for the year ending December 31, 1954.


As a result of the election to the Board of Selectmen on March 1, 1954, Joseph P. Greeley was re-elected for a three year term, and Thomas R. Rawson was elected for a three year term. Franklin W. Hurd, George A. Harris and Marcus L. Sorensen continued as members with the former's term expiring in 1956 and the terms of the latter two expiring in 1955.


On March 8, 1954, the new Board of Selectmen organized by the election of George A. Harris as Chairman and Marcus L. Sorensen as Vice-Chairman.


Reference is made to other sections of this Annual Report for more particular information regarding the Town Election of March, 1954.


The year of 1954 was highlighted by three separate catastrophes that hit the town; namely, the Crosby School Fire on May 21, 1954; Hurricane "Carol" on August 31, 1954; and Hurricane "Edna" on September 11, 1954; all three of which cost the town a great deal of damage expense and inconvenience.


The carelessness of a workman in the process of minor repairs on the Crosby School started a fire on May 26, 1954, that gutted classrooms on the Oxford Street side and otherwise damaged all other facilities of the school so as to effectively knock out the school for educational purposes for an indefinite period of time until rebuilt.


It was necessary for the Board of Selectmen at the request of the School Committee and the Town Manager to make a declaration of extreme emergency on June 1, 1954, to authorize the Town Manager to take all necessary steps to safeguard the structure, and on June 10, 1954, to call a Special Town Meeting for July 12, 1954, for the appro- priation of sufficient funds to reconstruct and remodel the school.


The Crosby School fire brought out two facts that called for constructive action; i.e., inadequate water pressure and inadequate insurance coverage. The Town Manager was requested to make a study of both inadequacies. Included in the budget recommendations of the Selectmen and the Town Manager for the coming year are provisions for increasing our insurance coverage on public buildings and for improving our water volumes and pressures throughout the town, a result of surveys and studies ordered by the Board of Selectmen of both problems that were revealed by the Crosby School Fire. An appropriation is being requested for this purpose at the 1955 Annual Town Meeting.
