In accordance with Section 61 of Chapter 51 of the General Laws, the return of the registered voters in the Town at the close of the registration on February 9, 1954, was forwarded to the Secretary of the Commonwealth.

In accordance with Section 132 of Chapter 54 of the General Laws, the total number of voters checked on the voting lists in each precinct was forwarded to the Secretary of the Common- wealth.

Pursuant to the petitions filed in the office of the Town Clerk, in accordance with the law, a recount of the ballots cast for the office of "School Committee" in each precinct of the Town at the Annual Election held on March 1, 1954, was conducted by the Registrars of Voters, assisted by duly appointed clerks, in the Town Hall on Saturday, March 13, 1954, at 9:30 o'clock in the forenoon.

TOWN RECORDS


ANNUAL TOWN MEETING, MARCH 15, 1954


Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town of Arlington by a con- stable of said Town, notices having been sent by mail by the Town Clerk at least seven days before the day of the meeting to the town meeting members elected and qualified to act in town meetings in Arlington under the provisions of Chapter 43A of the General Laws, as amended, and published in the local newspapers, as re- quired by the Town's By-Laws, the town meeting members met in the Town Hall, in said Town, on Monday, March 15, 1954, at eight o'clock in the evening. The Warrant calling the meeting was the notice sent by mail by the Town Clerk.


Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred forty-five (245) town meeting members quali- fied to participate in and vote in town meetings in Arlington.


The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred twelve (212) members and nine (9) members-at-large attended the meeting.


Philip H. Burt, stenographer, was sworn by the Town Clerk to impartially and correctly report the proceedings of the meeting to the best of his ability.


The Moderator, Harold E. Magnuson, declaring a quorum pre- sent, called the meeting to order at 8 o'clock P. M.


The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca, trumpeter, and Mr. Walter E. Russell, pianist, both of the School Department, and prayer offered by Rt. Rev. Oscar R. O'Gorman, Pastor of St. Agnes' Church.


The town meeting members who had not previously been sworn were thereupon sworn by the Moderator.


There being no objection to the request of Selectman Harris, permission was granted by general consent for Messrs. Sorensen, Hurd, Greeley and Rawson of the Board of Selectmen; Mr. Nicksay, Secretary of the Board of Selectmen; Messrs. Wood and Cooledge of the Board of Assessors; Mr. Wells, Executive Secretary of the Board of Assessors; Messrs. Carlisle, Farrington and Canty of the Personnel Board; Mr. Morris, Executive Secretary of the Per- sonnel Board; Messrs. Barnard, Dunn, Roach, LaJoie, Daniels, Saul, Keefe, Farrow, Loud, Robson, Johnston, Gorton, Richardson and Driscoll of the Finance Committee; Mr. Smith, Executive Secretary of the Finance Committee and Mr. Hamlet, Town Counsel, to sit within the town meeting enclosure.


The Town Clerk read the Call of the meeting and the Con- stable's Return of the Warrant, the reading of the remainder of the Warrant being waived by consent of the meeting.

Article 8. To see if the Town will vote to appoint a com- mittee for the purpose of investigating and studying the adequacy of the present school buildings within the Town and the future lo- cations of new school buildings, if any, and to make recommenda- tions in relation thereto; make an appropriation for the use of said committee; determine in what manner the money shall be raised; or take any action relating thereto.


And you will notify and warn the voters of the Town of Ar- lington to meet at the time and place herein specified by leaving at every dwelling house in the Town a printed copy of this War- rant, and also by posting a copy of the same at the doors of the Town Hall, and in a conspicuous place in each of the fourteen pre- cincts of the Town, seven days at least prior to the time of said meeting.

VOTED: That the Classification Plan known as Schedule A, under Table I and Table II of Article 7C, of the By-Laws, be and hereby is amended by re-allocating Fire Lieutenant from Grade XVI to Grade XVIII.


There being no further business under Article 2, the Moder- ator declared it disposed of.

On the substitute motion of John J. Stanton of Precinct 8 to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried on a voice vote, it was.


VOTED: That the Classification Plan known as Schedule A, under Table I and Table II of Article 7C, of the By-Laws, be and hereby is amended by re-allocating Fire Captain from Grade XVIII to Grade XX.


There being no further business under Article 3, the Moderator declared it disposed of.


Article 4. (Amendment of Town By-Laws - Classification Plan. )

Article 5. (Amendment of Town By-Laws - Classification Plan. )


VOTED : That no action be taken under Article 5 of the War- rant.

Article 6. (Amendment of Town By-Laws - Classification Plan. )


VOTED : That the Classification Plan, known as Schedule A, under Table I and Table II, of Article 7C, of the By-Laws be and hereby is amended by adding the following classification in the Board of Health Department:

There being no further business under Article 6, the Moderator declared it disposed of.

ARLINGTON TOWN REPORT


Article 7. (Appointment of Committee Re - Compensation. )


VOTED: That the Moderator be and hereby is instructed to appoint a committee of five citizens to investigate and study the matter of compensation for all elected or appointed, Board or standing Committee Members, serving the Town on a part-time basis, said committee to report its recommendations to the Town at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1955; and that the sum of two hundred ($200) dollars be and hereby is appropriated for the necessary expenses to be incurred by said Committee; said sum to be taken from available funds now in the Treasury.


There being no further business under Article 7, the Moderator declared it disposed of.


Article 8. (Appointment of Committee Re - School Build- ings. )


VOTED: That the Moderator be and hereby is instructed to appoint a committee of seven, consisting of one member of the School Committee, the Superintendent of Schools, the Town Man- ager and four Registered Voters, to investigate and study the ade- quacy of the present school buildings within the Town and the future locations of new school buildings, if any, said committee to report its recommendations to the Town at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1955; and that the sum of three hundred ($300) dollars be and hereby is appropriated for the necessary expenses to be incurred by said Committee; said sum to be taken from available funds now in the Treasury.
