Article 63. (Acquisition of Land for School Purposes - North Union Street Area.)
VOTED : (Unanimously) That the School Committee be and hereby is authorized and empowered on behalf of the Town to purchase or take in fee by eminent domain or otherwise acquire for school purposes all or any portion of the land within the Town (with or without the buildings thereon) hereinafter described, any interest or easements therein and any rights or easements of way or otherwise as appurtenant thereto and subject to or with any reservations of any right of easements therein. Said parcel of land being bounded and described as follows:
Beginning at a point on the northwesterly side line of No. Union Street at the division line between land of Town of Arlington and property now numbered 54 No. Union Street thence northwesterly by said land of the Town of Arlington a distance of 400 feet more or less to a point on the southeasterly side line of Everett Street thence northeasterly on said southeasterly side line of Everett Street a distance of 334 feet to the division line between lots 50 and 51 thence southeasterly on said division line between lots 50 and 51 a distance of 400 feet more or less to a point on the northwesterly side line of No. Union Street thence southwesterly on said northwesterly side line of No. Union Street a distance of 341 feet more or less to the point of beginning and containing 135,716 square feet more or less.
That for the purpose of such purchase, taking or acquisition, the sum of nineteen thousand one hundred one and 56/100 ($19,101.56) dollars be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of the School Committee and the Town Manager.

Article 64. (Appointment of Committee Re - School Con- struction - North Union Street Area. )
On the substitute motion of Harold A. Holbrook of Precinct to amend the motion of the Finance Committee, which was 9 seconded and was declared by the Moderator to have carried on a voice vote, it was
VOTED: That the Moderator be and hereby is authorized to appoint a committee of five, one of whom shall be the Town Manager and at least one of whom shall be a member of the School Committee, to procure plans and estimates for the construction of a school building on land to be taken under the previous Article of this Warrant, situated in the Town in the area of North Union Street; and that the sum of fifteen thousand ($15,000) dollars be and hereby is appropriated for the necessary expenses to be incurred by said committee; said sum to be raised by general tax.

Said committee is instructed to correlate its work with that of the committee established by vote under Article 8 of the Spe- cial Town Meeting held March 15, 1954, and in particular:
1) to study and report on the prospective school needs of the area to be served,
2 ) to study whether these needs may be adequately met at least cost by departing from traditional massive construction and using metals, plastics, plywoods or other modern materials and construction techniques, and
3) to procure plans accordingly.
There being no further business under Article 64, the Moder- ator declared it disposed of.

ADJOURNED ANNUAL MEETING, MARCH 24, 1954
Pursuant to the vote of adjournment of March 22, 1954, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 24, 1954, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty (250) town meeting members.

The check lists filed with the Town Clerk at the close of the meeting showed that one hundred eighty (180) members and nine (9) members-at-large attended the meeting.
The Moderator, Harold E. Magnuson, declaring a quorum present, called the meeting to order at 8:05 o'clock P. M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca and Mr. Walter E. Russell of the School Department, and prayer offered by Rev. John Heidt, Minister of the Pleasant Street Con- gregational Church.
On motion of Selectman Harris, duly seconded, it was
VOTED: That if all the business of the meeting as set forth in the Warrant is not disposed of at this session, when the meeting adjourns, it adjourn to Monday evening, March 29, 1954, at 8 o'clock.
Article 66. (Appointment of Committee Re - School Con- struction - Franklin Street Area.)
VOTED: (Unanimously ) That no action be taken under Article 66 of the warrant.

Article 71. £ (Removal Junior High Industrial Arts School.)
On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was
VOTED: That consideration of Article 71 be postponed un- til after Article 72 has been disposed of.
Article 72. (Improvements -- Parmenter School. )
On the substitute motion of Margaret H. Spengler of Pre- cinct 8 to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried on a voice vote, it was
VOTED : (Unanimously ) That the Moderator be and hereby is instructed to appoint a committee of five to consist of the Town Manager, one member of the School Committee and three regis- tered voters, one of whom shall have experience as a contractor or construction engineer, to be known as "The Parmenter School Addition Committee", said committee to procure plans and esti- mates and to have the power to construct an addition to, as well as reconstruct, alter and improve the Parmenter School, including furnishings and equipment, substantially in accordance with plans drawn by Harold C. Knight, Architect, submitted to this town meeting; and that the sum of $135,000.00 be and hereby is ap- propriated for the purpose of procuring plans and estimates and to construct an addition to as well as reconstruct, alter and im- prove the Parmenter School, including furnishings and equipment as voted by this Town Meeting to be substantially in accordance with plans drawn by Harold C. Knight, Architect, submitted to this Town Meeting; that for this purpose or these purposes the sum of $35,000.00 be raised by general tax, and for the balance of $100,000.00, the Treasurer with the approval of the Selectmen, be and hereby is authorized to borrow said sum of $100,000.00, and to issue bonds or notes of the Town therefor, said bonds or notes to be payable in accordance with the provisions of Section 19 of Chapter 44 of the General Laws and all Acts in addition thereto, or amendment therefor, so that the whole loan shall be paid in not more than twenty (20) years from the date of issue of the first bond or note, or at such earlier date as the Treasurer and Selectmen may determine; and that the said appropriation be ex- pended under the direction of said committee with full authority as aforesaid; the amount necessary for furnishings and equipment shall be limited to the amount appropriated to be raised by gen- eral tax; and the Moderator shall have power to fill any vacancy in said committee's membership.
There being no further business under Article 72, the Moder- ator declared it disposed of.
Article 71. (Removal Junior High Industrial Arts School.)
On motion of J. Howard Hayes of the Finance Committee, duly seconded, it was

VOTED : That the Finance Committee be given leave to with- draw its motion under Article 71.
On the substitute motion of Malcolm H. Masters of Precinct 6 to amend the new motion presented by J. Howard Hayes of the Finance Committee by striking out the words and figures, "two thousand five hundred (2,500) dollars" and substituting there- for the words and figures, "three thousand five hundred ($3,500) dollars", which was seconded and was declared by the Moderator to have carried on a standing vote, 172 having voted in the affirm- ative and 1 in the negative, it was
VOTED : That the wooden building at the corner of Irving Street and Academy Street, formerly known as the Junior High Industrial Arts School, be and hereby is abandoned for school purposes. That the Town Manager be and hereby is authorized and empowered on behalf of the Town to remove, by contract or other- wise, said wooden building and to grade, loam and seed the area, where necessary, as an addition to the present Parmenter School Playground; that the sum of $3,500.00 be and hereby is appro- priated for said purposes, said sum to be raised by general tax and expended under the direction of the Town Manager.
There being no further business under Article 71, the Moder- ator declared it disposed of.
Article 73. (Transfer of Cemetery Funds. )
VOTED: That the sum of fifteen thousand (15,000) dollars be and hereby is transferred from (Mount Pleasant Cemetery) sale of lots and graves fund to the Cemetery Commissioners for the improvement of the Town Cemetery.
There being no further business under Article 73, the Moder- ator declared it disposed of.
Article 74. (Proposed Alteration of Zoning Map - Broad- way and Gardner Street.)
John B. Byrne, Jr., reported for the Planning Board on this article and on his motion, it was
VOTED: (Unanimously) That the Town amend its Zoning By-Laws by altering the Zoning Map so as to include in the Resi- dence C District the area now included partly in the Business A District and partly in the Residence B District, bounded and de -- scribed as follows:
Southwesterly by Broadway, 173.07 feet;
Northwesterly by Gardner St., 504 feet more or less; Northeasterly by Lot 1, Lot D, Lot 3 and Lot 4 as shown on plan hereinafter mentioned, 185 feet more or less; and

Southeasterly by Lots 8, 7, 6, 5, 4, 3, 2 and 1 as shown on said plan, 476.05 feet.
Containing 87,120 square feet of land according to said plan.

Article 76. (Ornamental Lighting - Christmas Holiday Season. )
VOTED : That the sum of three thousand two huundred fifty (3,250) dollars be and hereby is appropriated for the purpose of providing ornamental and additional light to the Town during the Christmas Holiday Season; said sum to be raised by general tax and expended under the direction of the Town Manager.

Article 77. (Fire and Police Signal System.)

VOTED : That the powers of the committee known as "Com- mittee relating to construction and operation of refuse disposal in- cinerator" under Article 29 of the 1953 Annual Town Meeting, be and hereby are extended so as to include the power to investi- gate, consider and make recommendations to the Town for loca- tions within or outside of the Town to be used for sanitary fill methods for the disposal of rubbish or offal, or both; said Com- mittee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1955.

Article 81. (Appointment of Committee Re - Swimming Conditions at Arlington Heights Reservoir Beach.)
VOTED: That the Moderator be and hereby is authorized and empowered to appoint a Committee of five (5) registered voters for the purpose of investigating, considering and making recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach, and particularly to determine and re- commend whether or not a supervised swimming program should be continued in this area; also, to prepare detailed plans for the improvement of the facilities of the beach if said Committee shall determine that such program is to be continued in this area; also to determine the location and type of alternate facilities, together with preliminary plans, if said Committee shall determine that said beach should be abandoned; said Committee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1955; that the sum of Two hundred ($200.00) Dollars be and hereby is appropriated for the use of said Com- mittee, said sum to be raised by general tax.

VOTED : That in accordance with Chapter 40, Section 9 under the General Laws of Massachusetts, as amended by Chapter 409 of the Acts of 1946, the sum of nine hundred (900) dollars be and hereby is appropriated for the purpose of providing head- quarters for the "Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington"; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.

Article 84. (Appropriation of Available Funds. )
VOTED: That the sum of four hundred thousand (400,000) dollars voted for appropriations heretofore made under the War- rant for this meeting, and not to be borrowed or to be taken from available funds or from balances of special appropriations made in other years, shall be taken from any available funds in the Trea- sury; and that the Assessors be instructed to use free cash in the Treasury in any available funds to that amount in the determin- ation of the 1954 tax rate.

GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, to meet in the
TOWN HALL in said Town on
MONDAY, THE 12TH DAY OF JULY, 1954
at 8 P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.
Article 2. To see if the Town will vote to amend Article 1, Section 1A of the By-Laws by striking out said Section 1A and inserting in place thereof the following:
SECTION 1A. In accordance with the provisions of Section 4 of Chapter 43A of the General Laws, entitled "Standard Form of Representative Town Meeting Government", accepted by the Town at the Annual Meeting of 1935, and any amendments thereof and additions thereto, the following officers are designated as and shall be town meeting members at large, namely: the Town Moderator, the Town Clerk, the Town Treasurer, the Town Collector of Taxes, the Chairman of the Board of Selectmen, or in his absence the Vice- Chairman of the Board of Selectmen, Former Selectmen, the Chair- man of the Assessors of Taxes, the Chairman of the School Com- mittee, or in his absence the Vice-Chairman of the School Com- mittee, the Chairman of the Planning Board, the Chairman of the Personnel Board, the Chairman of the Finance Committee, or in his absence the Vice-Chairman of the Finance Committee and the Town Manager.
Article 3. To see if the Town will vote to appoint a com- mittee to investigate, consider and make recommendations relative to Section 1 and Section 2 of Article 7C of the By-Laws of the Town of Arlington entitled, "The Classification Plan, and, The Pay Plan", or take any action relating thereto.
Article 4. To see if the Town will amend its Zoning By- Laws by altering the zoning map therein referred to so as to
