In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, qualified to vote in elections, to meet at the polling places designated for the several precincts in said Town on


MONDAY, THE FOURTH DAY OF MARCH, 1957


at seven o'clock in the forenoon, to act on the following Articles, namely :


Article 1. To elect by ballot the following Town Officers: A Town Clerk for three years; a Treasurer for three years; two Selectmen for three years; one Assessor for three years; and three members of the School Committee for three years; also, in ac- cordance with the provisions of Chapter 43A of the General Laws, in each precinct the number of Town Meeting Members as here- inafter specified: in Precinct 1, one such member for one year and five such members for three years; in Precinct 2, one such mem- ber for one year and six such members for three years; in Pre- cinct 3, four such members for three years; in Precinct 4, six such members for three years; in Precinct 5, one such member for one year and six such members for three years; in Precinct 6. five such members for three years; in Precinct 7, one such mem- ber for two years and five such members for three years; in Pre- cinct 8, one such member for one year and six such members for three years; in Precinct 9, one such member for one year, one; such member for two years and six such members for three years; in Precinct 10, six such members for three years; in Precinct 11, six such members for three years; in Precinct 12, one such mem- ber for two years and six such members for three years; in Pre- cinct 13, six such members for three years and in Precinct 14, two such members for one year and eight such members for three years.

For these purposes, the polls will be opened at seven o'clock A.M. and remain open until eight o'clock P.M., at each of the polling places designated, viz: Precinct One, in the East Arlington Branch Library, entrance on Massachusetts Avenue; Precincts Two and Four, in the Hardy School Building, entrance on Lake Street; Precinct 3, in the Junior High School Building East, entrance on Tufts Street; Precinct 5, in the Thompson School Building, en- trance on North Union Street; Precincts Six and Eight, in the Town Hall; Precincts Seven and Nine, in the St. Agnes Parochial School Building; Precinct 7, side entrance on Medford Street; Precinct 9, entrance on Compton Street; Precincts 10A and 12A, in the Cutter School Building, entrance on Robbins Road; Pre- cincts 10B and 12B, in the Brackett School Building, entrance on Eastern Avenue; Precinct Eleven, in the Highland Hose House, entrance on Massachusetts Avenue; Precinct Thirteen, in the Peirce School Building, entrance on Park Avenue North, Heights; Precinct Fourteen A, Park Avenue Congregational Church, en- trance on Paul Revere Road; Precinct Fourteen B, in the Dallin School Building, entrance on Florence Avenue.


You are, also, required to notify and warn the said inhabit- ants to meet at the Town Hall, in said Town on Monday, the eighteenth day of March, 1957, at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accord- ance with, and subject to, the referenda provided for by Chapter 43A of the General Laws.


Article 2. To choose and appoint all other usual Town offic- ers not hereinbefore mentioned, in such manner as the Town may determine.


Article 3. To hear and act on the reports of the committee under vote of the Town passed March 24, 1944, on Advanced Programming and Budgeting; of the committee under vote of the Town passed March 15, 1946, to investigate, consider and recom- mend alterations, additions or other changes to the Building Code; of the committee under vote of the Town passed March 28, 1951, to investigate and consider the matter of a Fire Prevention Code for the town of Arlington; of the committee under vote of the Town passed March 26, 1952, to investigate, consider and make recommendations for the purchase or taking by eminent domain, or otherwise, of a suitable site and for the construction of a new building or reconstruction of an existing building to be used for garaging Town-owned vehicles; of the committee under votes of the Town passed March 20, 1953, and March 24, 1954, to investigate, consider and make recommendations to the Town relative to the construction and operation of refuse disposal in- cinerators; of the Joint Planning Committee under vote of the Town passed March 23, 1953; of the committee under vote of the Town passed March 15, 1954, to investigate and study the adequacy of the present school buildings within the Town and the future locations of new school buildings; of the committee under vote of the Town passed March 22, 1954, to procure plans and estimates for the construction of a school building in the area of North Union Street; of the committee under vote of the Town passed March 24, 1954, to procure plans and estimates for the

construction of a school building in the area of Florence Avenue, George and Renfrew Streets; of the Parmenter School Addition Committee under vote of the Town passed March 24, 1954; of the committee under vote of the Town passed March 24, 1954, to investigate, study and consider various entrances at the Arlington Heights Reservoir Beach and Playground; of the committee under vote of the Town passed March 24, 1954, to investigate, consider and make recommendations as to the swimming conditions at the Arlington Heights Reservoir Beach; of the Peirce School Play- ground Improvement Committee under vote of the Town passed March 25, 1955; of the Arlington Brotherhood Committee under vote of the Town passed March 28, 1955; of the committee under vote of the Town passed March 28, 1955, to investigate, study, consider and make recommendations of amendments to Chapter 503 of the Acts of 1952, entitled "An Act Establishing a Town Manager Form of Government for the Town of Arlington"; of the committee under vote of the Town passed March 28, 1955, to study, investigate, consider and make recommendations for the revision of the Town's By-Laws; of the committee under vote of the Town passed March 28, 1955, to investigate, study, consider and make recommendations of amendments to the Town's By-Laws as deemed necessary in regard to the aquatic activities and allied conditions on Spy Pond; of the committee on the 150th Anniver- sary of the Incorporation of the Town of Arlington under vote of the Town passed April 2, 1956; of the committee on quarters for organizations now occupying the Old Town Hall under vote of the Town passed April 2, 1956; of the committee to study the Fire and Police Signal System of the Town under vote of the Town passed April 2, 1956; of the committee on the improvement of the acoustics in the Robbins Memorial Town Hall auditorium under vote of the Town passed April 2, 1956; of the High School additions and reconstruction committee under vote of the Town passed April 4, 1956; and of other Town Boards and officers and of the Finance and other committees heretofore appointed.


Article 4. To see if the Town will authorize, ratify and con- firm the payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Sec- tion 1, of the Acts of 1943, for: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculo- sis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor in accordance with Sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said Hospital including expenses under Section 25G (6) (a) of Chapter 32 of the General Laws, inserted by Chapter 400 of the Acts of 1936; or take any action relating to said Hospital or any other thing therein mentioned.


Article 5. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accord- ance with Section 17, Chapter 44, General Laws.

Article 6. To see if the Town will make an appropriation or appropriations to pay the claims or charges of Symmes Arlington Hospital including such claims and charges for aid, relief or care furnished prior to January 1, 1957, to persons falling into distress and standing in need of immediate relief; determine in what man- ner the money shall be raised and expended; or take any action relating thereto.


Article 7. To see if the Town will amend Schedule A of the Classification Plan, and Schedule B of the Pay Plan, as estab- lished by Article 7C, of the By-Laws, by increasing all money figures contained therein by approximately four percent (4% ) to the nearest even dollar or $168.00, whichever is the greater, in the annual salary schedule and $3.20 in the weekly salary sched- ule, and by increasing the compensation of regularly employed part-time employees by approximately four percent (4% ) to the nearest dollar; appropriate the sum of $91,000. to be expended by the various departments affected; and determine in what manner the money shall be raised.

Article 8. To see if the Town will amend the Classification and Pay Plan known as Schedule A, of Article 7C, of the By-Laws. by reallocating Telephone Operator, from Grade CG1 to Grade CG2; appropriate the sum of $274.00 to be expended by the de- partment affected; and determine how the money shall be raised.

Article 9. To see if the Town will amend the Classification and Pay Plan known as Schedule A, of Article 7C, of the By-Laws, by reallocating certain classifications to the salary grades as set forth in the following list; appropriate the sum of $1,002.24, to be expended by the department affected; and determine how the money shall be raised:


Water Meter Reader, Grade MC 2, reallocated to Grade MC 3 Head Water Meter Reader, Grade MC 3, reallocated to Grade MC 4

To see if the Town will amend the Classification and Pay Plan known as Schedule A, of Article 7C, of the By-Laws, by reallocating Park Maintenance Craftsman from Grade MC 3 to Grade MC 4; appropriate the sum of $167.04 to be expended by the department affected; and determine how the money shall be raised.

To see if the Town will amend the Classification and Pay Plan known as Schedule A, of Article 7C, of the By-Laws, by reallocating Administrative Assistant, from Grade AG 6 to Grade AG 8; appropriate the sum of $504.00 to be expended by the department affected; and determine how the money shall be raised.

Article 14. To see if the Town will amend the Classification and Pay Plan known as Schedule A, of Article 7C, of the By-Laws, by reallocating certain classifications to the salary grades as set forth in the following list; appropriate the sum of $1,753.92 to be expended by the department affected; and determine how the money shall be raised:


Public Works Foreman, Grade MC 6, reallocated to Grade MC 7 Foreman of Paint, Carpenter and Blacksmith Shops, Grade MC 6, reallocated to Grade MC 7


General Public Works Foreman, Grade MC 7, reallocated to Grade MC 8

Article 15. To see if the Town will amend the Classification Plan known as Schedule A, of Article 7C, of the By-Laws, by inserting after the classifications "Police Captain" and "Police Sergeant" the following: "($240.00 per year additional when as- signed as Inspector)"; appropriate the sum of $480.00 to be ex- pended by the department affected; and determine how the money shall be raised.
