Disability Assistance was granted to 63 persons.


An Analysis of gross and net expenditures for 1957 in comparison with 1956 reveals the following situation:


The 1957 gross for the four categories of aid amounted to $706,563. (cents omitted) as against the $653,746. in 1956. This was an increase of $53,817 or approximately 81/4 %. The 1957 net was $127,064. as against $126,788. in 1956, an increase of $276. or slightly over .002.


Factors contributing to the increased expenditures, both gross and net, were as follows: (1) Changes in Medical Care Plan effective July 1, 1957 requiring advance payments to recipients in chronic hospitals, public medical institutions and nursing homes plus smaller vendor payments in arrears to the above facilities (Public Law 880 and Public Law 85-110); (2) Mandatory increase in cost-of-living index of 5.7% (from 20% to 25.7%) plus a basic increase in fuel allowance of $8.90 monthly, both effective September 1, 1957; (3) Increase in nur- sing home rates from $5.00 per diem to $5.75 per diem effective September 15, 1957 and an increase in clothing allowance for male patients of $2.80 monthly and for female patients of $5.40 monthly effective October 1, 1957; (4) Action of the General Court of the Commonwealth of Massachusetts passing Chapter 614 of the Acts of 1957. This law provided increased exemptions to legally liable relatives of. Old Age Assistance recipients in amounts of $200. for single per- sons and $500. for married persons plus $100. extra for their depen- dents. This law became effective October 29, 1957. (5) Also further legislative action (Chapter 659 of the Acts of 1957) liberalizing exemptions for legally liable relatives of recipients of Disability Assistance.

A partial offset to these increased expenditures is the new par- ticipating formula for Federal reimbursement. If Cities and Towns are fortunate enough to secure a $39.00 monthly Federal Grant based upon each case which receives a direct payment of $60.00 or more: monthly, and also receive a $3.00 monthly grant for each case on the rolls (called a medical grant) they will gain approximately 7% on total Federal Grants. It should be noted that case loads have been declining while costs have been rising. It should also be noted that unemployment is increasing. If this last trend is accentuated case loads would tend to increase in spite of Unemployment Compensation, Savings, and other cushions. We see no end to rising hospital and nursing home rates. Current head lines support this statement. Bil- lions for guided missiles may well mean a curtailment of Federal Grants to the States. Please draw your own conclusion.


The Board of Public Welfare meets monthly with the Agent and the two Social Work Supervisors in the Robbins House. These meet- ings are devoted to the consideration of new cases in all categories and taking action on same. Changes of status and adjustment of grants are also reviewed with necessary action taken and recorded. The Agent presents the monthly agenda to the Board and acts as its secretary. The local administration is supervised by the State Department of Public Welfare which conducts reviews and audits periodically to see if policies, procedures and practices are in con- formity with the Standards of Administration. The Standards of Administration are set up by the State Department of Public Welfare. The Federal Government also audits at regular intervals since these agencies are financial participants in the three way program of Federal, State and Local.


At the request of Mr. Edward C. Monahan, Town Manager, the Board voted to hold additional meetings which began in June, 1956. The purpose of these extra meetings is for consideration of matters of administration such as Billings to other Cities and Towns, Claims for State Reimbursement, Preparation and Processing Liens for Re- covery, Monthly Statistical Reports, and Quarterly Claims for Federal Reimbursement for Administrative Expenses. The Board also plans to study working conditions with respect to office space, Use of Equip- ment, Administrative Expenditures Control, Personnel Practices, Compensatory Time-off and Overtime.

It is fitting at this time for me to extend my thanks to you, to the members of the Board of Public Welfare, and to all officials, de- partment heads and employees of the town who have so graciously assisted me and members of my staff throughout the year. Specifically do I wish to praise the efforts of the employees in this department to absorb the many radical changes in laws, policies and procedures which have occurred particularly in the last six (6) months of 1957, generally with little advance notice or none at all. I also wish to

acknowledge the many services rendered by private social agencies, service organizations, church and civic groups and individuals. The State Department of Public Welfare through its field representatives and supervisory staff of the Greater Boston District has rendered valuable services in the interpretation of our programs. The money which we disburse to needy recipients is naturally a large part of our operation but the growing need for increased services which this agency tries to meet from year to year is a very important adjunct to the happiness and health of our less fortunate clients.
