Wilbert Anderson has set a goal which none but the most able of humans could hope to achieve NOW, THEREFORE, BE IT RESOLVED by the Board of Select- men this 21st day of May, 1956, that J. Wilbert Anderson, in his capacity as Town Treasurer and citizen of Arlington, Massachusetts, lived up to the creed of one who modestly performed his duties; who was always thinking of the welfare of others; and who was an example of diligence, honesty and ability; which attributes were a prime example of civic ser- vice, and


BE IT FURTHER RESOLVED, that in its long history, Arlington has been most fortunate in the great number of splendid citizens who, as elected officials, have contributed to its un- ceasing progress; and among those we most certainly place J. Wilbert Anderson as a "Great Citizen" and a fine public official, and


BE IT FINALLY RESOLVED, that a copy of this resolution be forever inscribed on the Town Records, and a copy be given, properly inscribed, to the immediate family of J. Wilbert Anderson, and a copy be given to the Town Clerk for perma- nent display in the Town Hall, and finally a copy be presented to the next Town Meeting for adoption as a token of the high esteem in which Treasurer Anderson was held.

Article 4. (Assessment for County Hospital. )


VOTED: That payment to the County of Middlesex of amounts assessed upon or otherwise payable by the Town under Warrant issued by the County Commissioners in accordance with Chapter 500, Section 1, of the Acts of 1943: (A) the Town's share of the maintenance, operation and repair of Middlesex County Tuberculosis Hospital during the last preceding calendar year, including interest on temporary notes issued therefor, in accord- ance with sections of Chapter 111 of the General Laws applicable thereto; (B) the Town's share of any and all other expenses in connection with said hospital, including expenses under section 25G (6) (a) of Chapter 32 of the General Laws inserted by Chap- ter 400 of the Acts of 1936; be and hereby is authorized, ratified and confirmed.


There being no further business under Article 4, the Modera - tor declared it disposed of.


Article 5. (Treasurer; Power to Borrow. )


VOTED: (Unanimously) That the Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1958, in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a ncte or notes therefor, payable within one year, and to renew any note or notes that may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws and any amendments thereof; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1958.


There being no further business under Article 5, the Modera- tor declared it disposed of.


Article 6. (Claims or Charges of Symmes Arlington Hospital. )


VOTED: That the sum of twenty-one thousand one hundred twenty and 29/100 (21,120.29) dollars be and hereby is appro- priated to pay claims and charges of Symmes Arlington Hospital, including such claims and charges for aid, relief or care furnished prior to January 1, 1957, to persons falling into distress and stand- ing in need of immediate relief; said sum to be raised by general tax and expended under the direction of the Town Manager.


There being no further business under Article 6, the Modera- tor declared it disposed of.

Article 7. (Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED: (On a standing vote, 124 having voted in the af- firmative and 72 in the negative.) That the Classification Plan - Schedule A and Pay Plan - Schedule B as established by Article 7C of the By-Laws be and hereby are amended by increasing all money figures contained therein by approximately four percent (4 %) to the nearest even dollar or $168.00, whichever is the greater, in the annual salary schedule and $3.20 in the weekly salary schedule, and by increasing the compensation of regularly employed part-time employees by approximately four percent (4 % ) to the nearest dollar; and that for this purpose the sum of ninety one thousand ($91,000.00) dollars be and hereby is appropriated to be expended by the various departments affected; said sum to be raised by general tax.


There being no further business under Article 7, the Modera- tor declared it disposed of.


Article 8. (Amendment f Town By-Laws - Classification and Pay Plan. )


VOTED: (Unanimously ) That Schedule A of the Classifica- tion and Pay Plan as established by Article 7C of the By-Laws be and hereby is amended by reallocating Telephone Operator fron; Grade CG1 to Grade CG2; and that for this purpose the sum of two hundred seventy-four ($274.00) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the department affected.


There being no further business under Article 8, the Modera- tor declared it disposed of.


Article 9. (Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED : ( Unanimously ) That Schedule A of the Classifica- tion and Pay Plan as established by Article 7C of the By-Laws be and hereby is amended by reallocating certain classifications to the salary grades as set forth in the following list:

Article 15. (Amendment of Town By-Laws - Classification and Pay Plan. )


VOTED : (Unanimously ) That Schedule A of the Classifica- tion and Pay Plan as established by Article 7C of the By-Laws be and hereby is amended by inserting after the classifications "Po- lice Captain" and "Police Sergeant" the following: "($240.00 per year additional when assigned as Inspector)"; and that for this purpose the sum of four hundred eighty ($480.00) dollars be and hereby is appropriated, said sum to be raised by general tax and expended under the direction of the department affected.

Article 16. (Amendment of Town By-Laws - Classification and Pay Plan. )

Article 21. (Amendment of Town By-Laws - Classification Plan. )


VOTED: (Unanimously) That Schedule A of the Classifica- tion and Pay Plan as established by Article 7C of the By-Laws be and hereby is amended by striking out "(10¢ per hour additional when on sidewalk tractor snow removal or compressor)" where it appears after "Motor Equipment Operator, Grade 1" and insert- ing in place thereof "(10¢ per hour additional when on sidewalk tractor snow removal, compressor or road roller)".


There being no further business under Article 21, the Modera- tor declared it disposed of.


Article 22. (Workmen's Compensation. )


VOTED: (Unanimously ) That the terms "laborer, workmen and mechanics" as used in Sections Sixty-Eight to Seventy-Five, inclusive, of Chapter 152 of the General Laws, entitled Workmen's Compensation, shall include all employees of tlie Town except members of the Police or Fire Force.


There being no further business under Article 22, the Modera- tor declared it disposed of.


Article 23. (Amendment of Town By-Laws-Vacation Leave Sick Leave, etc. )


On the substitute motion of Town Manager Monahan to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried, it was


VOTED: (Unanimously) That, pursuant to authority con- tained in Section 108C of Chapter 41 of the General Laws, Article 7C of the By- Laws be and hereby is amended by adding thereto four new sections to be known as Sections 13, 14, 15 and 16; said new sections, 13, 14, 15 and 16 to read as follows:


SECTION 13. VACATION LEAVE.


Section A.


1. Vacation leave shall be granted to all regularly employed personnel subject to the Classification and Pay Plan. A person. except a member of the police or fire force, shall be considered regularly employed if he has worked for the Town for thirty weeks in the aggregate during the preceding year. The term year with regard to vacation means the year beginning with June 1 and ending the following May 31.

2. A member of the police or fire force shall be considered regularly employed for the purpose of vacation if he has been regularly employed by the Town for at least six months on April 1 of each year.


3. Department heads shall allow vacations with pay to em- ployees who have met the requirements set forth above, as follows:


a. Two calendar weeks vacation for employees except profes- sional librarians and library assistants who have less than ten years of service with the Town.


b. Three calendar weeks vacation for employees except pro- fessional librarians and library assistants who have served not less than ten years of continuous full-time service with the Town, said ten years service to be completed prior to June 1 of the year preceding that for which such third week's vacation shall be granted provided, however, that any employee except professional librarians and library assistants who has served five years of continuous service prior to June 1, 1962 shall be entitled to a vacation of three weeks.


c. Four calendar weeks vacation for employees except profes- sional librarians and library assistants who have served not less than twenty years of continuous full-time service with the Town, said twenty years service to be completed prior to June 1 of the year preceding that for which such fourth week's vacation shall be granted.


d. Four calendar weeks vacation for professional librarians.


e. Three calendar weeks vacation for library assistants. Pro vided, however, that any library assistant who has served not less than twenty years of continuous full-time service with the Town shall be entitled to a vacation of four calendar weeks, said twenty years service to be completed prior to June 1 of the year preceding that for which such fourth week's vacation shall be granted.


Section B.


The assignment of vacation periods within any vacation year shall be arranged by the department head for such time or times as best serve the public interest. Vacation allowance may not be accumulated from one vacation year to another except when, in the opinion of the appointing authority, it is impossible or imprac- tical because of work schedule or other emergencies to do otherwise. Preference should be given on the basis of years of employment, whenever possible.


Section C.


Absences on account of sickness in excess of those authorized or for personal reasons not provided for under leave regulations may, at the discretion of the department head, be charged to vacation leave.


Section D.


Whenever employment is terminated by dismissal through no fault or delinquency on an employee's part, or by resignation, retirement or death, without his having been granted a vacation

to which he is entitled, he or in the case of his death, his estate. shall be paid vacation pay at the regular rate of compensation payable to him at the termination of his employment.


Section E.


If a holiday credit falls within the vacation period, it shall not count as part of the vacation allowance and, for the purpose of this section, holidays which fall on or are celebrated on Satur- day, or any other day not regularly worked, shall not count as holiday credit.


SECTION 14. SICK LEAVE.


Section A.


Regularly employed personnel subject to the Classification and Pay Plan must complete one year of service before qualifying for sick leave, at the end of which time fifteen days credit will be allowed.


Section B.


Sick leave with pay will be limited to one and one-quarter days per month not to exceed fifteen days per year and will be credited on the first day of each month. Sick leave credit will begin on the first day of the month following employment.
