Article 57. (Laying Out of Railroad Avenue. )

VOTED: (Unanimously) That the Board of Selectmen be and hereby is authorized and empowered on behalf of the Town, to purchase or take by eminent domain or otherwise acquire, easements in land adjoining the location of ways, the laying out of which is accepted at this meeting, consisting of the right to have the land of said location protected by having the surface of such adjoining land slope from the boundaries of said locations; that for this pur- pose the sum of eight hundred (800) dollars be and hereby is appropriated; said sum to be raised by general tax and expended under the direction of the Town Manager.
There being no further business under Article 59, the Modera- tor declared it disposed of.
Article 60. (Reconstruction of Certain Streets.)
By consent of the meeting, the motion of the Finance Com- mittee was considered withdrawn, and on the new motion of Arthur D. Saul, Jr. of the Finance Committee, which was seconded, it was
VOTED: (Unanimously) That the sum of sixty three thou- sand one hundred (63,100) dollars be and hereby is appropriated for the reconstruction of any or all parts of the following streets or

ways within the Town; Hillside Avenue, Florence Avenue, Acton Street, Gray Street, Park Ave. Extension and Park Circle; and to meet said appropriation the sum of sixty three thousand one hun- dred (63,100) dollars be transferred from the proceeds received from the Commonwealth of Massachusetts under the provisions of Chapter 718 of the Acts of 1956, as amended by Chapter 18 of the Acts of 1957; said sum to be expended under the direction of the Town Manager.
There being no further business under Article 60, the Modera- tor declared it disposed of.

ADJOURNED ANNUAL TOWN MEETING, MARCH 25, 1957
Pursuant to the vote of adjournment of March 22, 1957, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Monday evening, March 25, 1957, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-one (251) town meeting members.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that two hundred five (205) mem- bers and seven (7) members-at-large (84.4% of total - 251) at- tended the meeting.
The Moderator, Lawrence E. Corcoran, declaring a quorum pre- sent, called the meeting to order at 8:08 o'clock P.M.
The meeting was opened with the singing of "The Star Spangled Banner" by the assembly, accompanied by Mr. Augustus Mazzocca and Mr. Walter E. Russell of the School Department, and prayer of- fered by Rev. Francis W. Thompson, Minister, First Baptist Church.
A town meeting member, not previously sworn, was thereupon sworn by the Moderator.

By consent of the meeting, the motion of the Finance Com- mittee was considered withdrawn, and on the new motion of Arthur D. Saul, Jr. of the Finance Committee, which was seconded, it was
VOTED: (Unanimously ) That the sum of two hundred fifty five thousand one hundred seventy seven and 71/100 ($255,177.71) dollars be and hereby is appropriated for the original construction of public ways, the laying out of which is accepted at this meeting, including land damages and the cost of pavements and sidewalks laid at the time of such construction, all under the provisions of law authorizing the assessment of betterments; that for this pur- pose the sum of fifty five thousand one hundred seventy seven and 71/100 ($55,177.71) dollars be raised by general tax, and for the balance, two hundred thousand ($200,000) dollars, the Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow the said sum of two hundred thousand ($200,000) dollars and to issue bonds or notes of the Town there- for, said bonds or notes to be payable in accordance with the provi- sions of Section 19 of Chapter 44 of the General Laws and all Acts in addition thereto or amendment thereof, so that the whole loan shall be paid in not more than ten (10) years from the issue of the first bond or note or at such earlier date as the Treasurer and Select- men may determine; and further that the sum of two hundred fifty five thousand one hundred seventy seven and 71/100 ($255,177.71) dollars be expended under the direction of the Town Manager, sub- stantially as follows:

VOTED: (Unanimously) That the sum of three thousand five hundred ($3,500) dollars be and hereby is appropriated for the extension of a surface drain in Thomas Street between Forest Street and Wright Street; said sum to be raised by general tax and expended under the direction of the Town Manager.

Article 62. (Surface Drain Between Brattle Place and the Railroad Tracks. )

Article 63. (Abandonment of Exterior Lines. )
VOTED: (Unanimously) That the exterior lines of a way from Rhinecliff Street to Charlton Street, as more particularly de- scribed in Article 63 of the Warrant, in the location shown upon the plan therein mentioned as accepted under Article 35 of the Warrant for the 1931 Annual Town Meeting and as made and re- ported by the Joint Board of Selectmen and Board of Public Works, be and hereby are abandoned.
There being no further business under Article 63, the Modera- tor declared it disposed of.
Article 64. (Abandonment of Easement. )
VOTED: (Unanimously ) That the following easement dated January 23, 1956, Taken for Sewer Purposes by the Board of Selectmen of the Town of Arlington, duly recorded with the Middlesex South District Registry of Deeds in Book 8658, Page 80, be and hereby is abandoned. Said easement is bounded and describ- ed as follows:
Beginning at a point on the southerly side line of Stone Road, at the division line between Lots 42A and Lot 41B, thence easterly on said southerly side line of Stone Road, a distance of 15.0 feet to a point, thence southerly through Lot 41B and Lot 10C a distance of 87 feet more or less to an angle point, thence southeasterly through Lot 10C and on a line 7.5 feet northeasterly of and parallel to the division line between Lot 10C and 10B a distance of 60 feet more or less to a point on the northwesterly side line of Yerxa Road, thence southwesterly on said northwesterly side line of Yerxa Road, a distance of 15 feet to a point, thence northwesterly through Lot 10B and on a line 7.5 feet southwesterly of and parallel to the division line between Lot 10B and Lot 10C a distance of 69 feet more or less to an angle point, thence north-

Article 70. (Appointment of Commission - Re-Business Development. )
VOTED: That, pursuant to the provisions of Section 8A of Chapter 40 of the General Laws, a committee of seven (7) persons to be known as the Arlington Development Commission be appoint- ed, to promote, coordinate and otherwise assist in the development of the industrial resources of the Town; and that the sum of one thousand (1000) dollars be and hereby is appropriated for the use of said commission, said sum to be raised by general tax.
There being no further business under Article 70, the Modera- tor declared it disposed of.
Article 71. (Appointment of Committee - Parking Facilities. )
VOTED: (Unanimously) That the Moderator be and hereby is empowered and instructed to appoint a committee of five (5) registered voters for the purpose of studying, investigating, considering and making recommendations relative to the use of the area in the rear of the Junior High School West, between Burton Street and Quincy Street, being the extension of Appleton Place, for the parking or passage of motor vehicles for the relief of traffic congestion; said committee to be composed of a member of the Board of Selectmen, a member of the School Committee, the Town Manager and two Town Meeting Members from Precinct 12A; said committee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1958; and that the sum of one hundred (100) dollars be and hereby is appropriated for the use of said committee, said sum to be raised by general tax.
There being no further business under Article 71, the Modera- tor declared it disposed of.
Article 72. (Appointment of Committee - Parking Facilities. )
On the substitute motion of John B. Byrne, Jr., Chairman of the Planning Board, to amend the motion of Arthur D. Article 74. (Improvements of Acoustics - Robbins Memorial Town Hall. )
VOTED: That the sum of seven thousand five hundred (7,500) dollars be and hereby is appropriated to make changes, additions and alterations for the improvement of the acoustical conditions in the auditorium of Robbins Memorial Town Hall; said sum to be raised by general tax and expended under the direction of the Committee on Improvement of Acoustics in Robbins Memorial Town Hall, appointed under Article 62 of the Warrant for the 1956 Annual Town Meeting, and the Town Manager.
There being no further business under Article 74, the Modera- tor declared it disposed of.
Article 75. (Housing Project for Elderly Persons. )
On the substitute motion of Charles R. Armour of Precinct 13 to amend the motion of the Finance Committee, which was second- ed and was declared by the Moderator to have carried on a stand- ing vote, 156 having voted in the affirmative and 24 in the negative, it was
VOTED: That the Arlington Housing Authority is hereby empowered to erect a new housing project, namely a housing project for elderly persons in the Town, pursuant to Chapter 667 of Massa- chusetts, Acts of 1954, and Acts in amendment thereof and in addition thereto.

Article 76. (Petition to General Court - Transfer of Land.) VOTED: That no action be taken under Article 76 of the Warrant.

VOTED : (On a roll call vote, 110 having voted in the affirma- tive and 51 in the negative, more than the required two-thirds. ) That the Town amend its Zoning By-Laws and alter Zoning Map by in- cluding in the Residence C District the area now included in the Residence A District, bounded and described as follows:
NORTHWESTERLY by Tufts Street, 74.05 feet;
NORTHEASTERLY by land of William J. Smith and Olga J. Smith, as shown on a plan hereinafter mentioned, 98.34 feet;
SOUTHEASTERLY by Lot 42, being land of Lilly L. Benson, and by Lot 43, being land of Clarence O. Oxner and Gertrude A. Oxner, as shown on said plan, 78.96 feet;
SOUTHWESTERLY by the remaining portion of Lot 3A, being land of Lilly L. Benson, 95.86 feet.

ADJOURNED ANNUAL TOWN MEETING, MARCH 27, 1957
Pursuant to the vote of adjournment of March 25, 1957, and written notices sent by mail by the Town Clerk, the town meeting members met in the Town Hall on Wednesday evening, March 27, 1957, to act upon the remaining articles set forth in the Warrant for the Annual Town Meeting.
Lists of the duly qualified town meeting members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred fifty-one (251) town meeting members.
The check lists filed with the Town Clerk at the close of the meeting by the checkers showed that one hundred seventy-three (173) members and seven (7) members-at-large (71.7% of total --- 251) attended the meeting.
The Moderator, Lawrence E. Corcoran, declaring a quorum pre- sent, called the meeting to order at 8 :10 o'clock P.M.

Article 79. (Amendment of Zoning By-Laws.)

VOTED: (On a standing vote, 131 having voted in the affirma- tive and 21 in the negative, more than the required two-thirds.) That the Town amend its Zoining By-Laws by inserting after Section 12-A a new section to be known as Section 12-B; to read as follows: Section 12-B. Restrictions Affecting All Residence Districts. The storage or keeping of not more than one com- mercial vehicle in a private garage accessory to a dwelling shall be allowed if owned or used by a per- son residing in such dwelling. In no case, however, shall the regular open-air parking of any commer- cial vehicle be permitted in any residence district except with permission of the Zoning Board of Appeals.
There being no further business under Article 79, the Modera- tor declared it disposed of.

Article 80. (Amendment of Zoning By-Laws.)
John B. Byrne, Jr. reported for the Planning Board on this article and on his motion, it was
VOTED: (Unanimously ) That the Town amend its Zoning By-Laws by striking out subparagraph 6 of Sub-section (b) of Sec- tion 13, which reads as follows:
"6. Storing or keeping, for more than four hours, of a com- mercial vehicle within an accessory garage for not more than two cars and which garage, except for storing or keeping of the vehicle in question, would be a private garage."
There being no further business under Article 80, the Modera- tor declared it disposed of.
Article 81. (Amendment of Zoning By-Laws.)
John B. Byrne, Jr. reported for the Planning Board on this article and on his motion, it was
VOTED: (Unanimously) That the Town amend its Zoning By-Laws by striking out the words and figures "250 square feet" where they appear in Section 15-B of said By-Law and inserting in place thereof the words and figures "300 square feet"; and by striking out the words and figures "250 square feet" where they appear in Section 15-3 of said By-Law and inserting in place thereof the words and figures "300 square feet".
There being no further business under Article 81, the Modera- tor declared it disposed of.
Article 82. (Amendment of Zoning By-Laws.)
John B. Byrne, Jr. reported for the Planning Board on this article and made the following motion:
"That the Town amend its Zoning By-Laws by inserting after sub-section (b) of Section 13 a new sub-section to be known as sub-section (c) of Section 13; to read as follows:
(c) Erection and Maintenance of Any Sign Excepting Acces- sory Signs Specified Below:
(1) The erection and maintenance of not more than two signs for each family living in a dwelling, neither of said signs to have an area of more than one square foot, bearing the name of the family or designation of the dwelling or both.
(2) The erection and maintenance on the premises of one sign not exceeding twelve square feet in area and pertaining to uses specified in Section 13 (b) 3 and 5, provided that there may be more or larger signs with specific approval of the Board of Appeals.
