Article 17. (Acceptance of a Gift.)


VOTED: That the Town accept from the Christmas Crib Com- mittee a gift of money in the sum of one hundred four and 82/100 (104.82) dollars; said sum to be deposited in the Town Treasury.

Article 18. (Appropriation for Extension of Surface Drain.)


On the substitute motion of William F. Holian of Precinct 5 to amend the motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried, it was

The following annual report of the Town Clerk for the year ending December 31, 1957, is herewith submitted, in accordance with the Town's By-Laws.


The total of fees collected by the department during the year, and deposited with the Town Treasurer, was $16,359.87, an increase of $1,166.03 over the revenue collected in the preceding year. Of this amount, $4,250.00 was for conservation licenses and $4,685.90 was for dog licenses.

REPORT OF THE REGISTRARS OF VOTERS


Report of the Registrars of Voters


Honorable Board of Selectmen Arlington, Massachusetts


Gentlemen:


The Registrars of Voters herewith submit, in compliance with Section 3 of Article 3 of the Town's By-Laws, the annual report for the year ending December 31, 1957.


Temporary Assistant Registrars were again designated by our Board to make a complete canvass of the Town for the purpose of taking the annual listings of persons twenty years of age and older and of owners and keepers of dogs, as required under the law.


Upon completion of the work of revising the voting list, in accordance with the true list information that had been presented, a total of 2,755 notices - 263 less in number than in the preceding year - were sent by first-class mail, as required by law, to persons whose names were not returned in the lists submitted by the Tem- porary Assistant Registrars or who failed of identification.


Of this number, 1,104 proved residence and were reinstated, and 1,651 names were dropped from the list for varying reasons, including removal from the Town, changes of names by marriage or court decree, and/or failure to comply with the request for in- formation relative thereto.


During the year, nine evening sessions were held in various public buildings for the registration of voters, at which 90 persons were qualified to vote in elections. An additional 260 persons were so qualified during regular business hours at the Office of the Town Clerk. A total of 350 names were, therefore, added to the voting list.


The total number of registered voters and of enrolled Demo- crats and Republicans in each voting precinct, upon completion of the revision of the voting list on July 1, was as follows:

ARLINGTON TOWN REPORT


A recount of the ballots cast in each precinct of the Town for the office of Selectmen at the Annual Town Election, held on March 4, was made by our Board on Saturday, March 16, beginning at 9:30 A.M., and was completed at 6:45 P.M. The details thereof are included in the "Record of Elections and Town Meetings," which appears elsewhere in the printed Town Report.


For the Town Election, the Registrars were in session through- out the entire period during which the polls were open, after which they assisted in the tabulation of the ballots cast until 12:15 A.M. on March 5.

REPORT OF THE BOARD OF ASSESSORS


ANNUAL REPORT of the BOARD OF ASSESSORS for 1957


During the year, the Board of Assessors met every Monday evening, plus Special Meetings called by the Chairman, except dur- ing July and August, when intermittent sessions were held.


Fifty-one hearings were held with residents of the Town, on the subjects of property valuation, personal and motor excise taxes, relief to the aged, infirm or poor, veterans exemptions and the like.


During the year members of the Board attended all conferences conducted by the State Department of Corporations and Taxation.


Members of the Board made weekly trips "into the Field" during the year, to assess new property constructed within the Town, as well as improvements to existing property.


During the month of January, members of the Board made individual inspections throughout the Town and assessed personal property in the amount of $4,509,400.


At the organizational meeting on the Monday following the Annual Town Election, the members including William O. Hauser, Water S. Cooledge, Jr., and Leonard D. Wood, met and elected unanimously Mr. Hauser as Chairman and Mr. Wood as Clerk for one year.


The number of bills processed by the Assessors' Office was over forty-five thousand (45,000) this year.


During the year over 3,600 applications were processed by the Board, consisting of 2600 Motor Excise; Veterans', Widows', etc.

ARLINGTON TOWN REPORT


This amounts to approximately $1.66 on the Tax Rate.


In conclusion the Board of Assessors would like to stress again the fact that undeveloped land in this Town is fast disappearing. In the past few years the assessed valuation of the entire Town has increased on an average of nearly two million dollars annually. The revenue from this new property has helped balance the increased cost of government and public services by about $3.00 on the tax rate each year.


Looking ahead to 1958, early estimates show a marked de- crease in foreseeable new valuations. The following figures illustrate the decline in new assessable property:


In 1955 we found new property amounting to $2,103,350 in assessed valuation.


In 1956 we found new property amounting to $1,612,850 in assessed valuation.


In 1957 we estimate that new property will not exceed $1,400,000 in assessed valuation.

REPORT OF THE FIRE AND POLICE SIGNAL SYSTEM


Report of the Fire and Police Signal System


Mr. Edward C. Monahan Town Manager Arlington, Massachusetts


Dear Sir:


As Superintendent of the Fire and Police Signal System, I submit my Third Annual Report for the year ending December 31, 1957.


The System is maintained by Assistant Superintendent Lester W. Cameron together with Signal Maintainers Nicholas J. Bucciero and Frederick J. Manning.


During February, the Signal Maintainers were detailed to the Gamewell Plant for instructions in the operating of the Gamewell Signalling System used by the Town of Arlington.


Fire Alarm and Police Signals


Many difficulties were experienced as the result of temporary breakdown in aerial and underground lines. Storms and lightning inflicted severe damage and circuits were grounded. Circuits found out of order were restored to service immediately.


Made routine repairs and tests of fire alarm boxes, police signal boxes, police signal desk and signal registers. Painted all signal boxes throughout the Town.


Police Box 122, Pleasant Street-Concord Turnpike, slightly damaged when knocked over by autoist.


Police Box 414, Appleton Street-Concord Turnpike, not dam- aged when knocked over by bus.


Installed new police signal boxes:


Box 127 Pleasant Street - Irving Street


Box 461 Florence Avenue - Wachusett Avenue


Box 4 Fire Department Headquarters, Watchroom


Installed new fire alarm boxes:


Box 2852 Lake Street - Concord Turnpike


3115 St. Agnes Church - Medford Street (Connected to Fire- detector System), a Master Box


8441 Williams Street - Piedmont Street


8651 St. Camillus Church, 1156 Concord Turnpike (Connect-


ed to Fire-detector System) and reconstructed to Master Box


Replaced following antiquated Gardner-type boxes with Peerless Succession type:

Pulled in 30-conductor underground cable on Park Avenue, Massachusetts Avenue to Park Circle Fire Station.
