Article 84. (Advertising Town By-Laws.)
VOTED: (Unanimously) That the sum of four hundred (400) dollars be and herehy is appropriated for the purpose of de- fraying the expense of advertising and other costs relating to the By-Laws voted at this meeting; said sum to be raised by general tax and expended under the direction of the Town Clerk.

VOTED: (Unanimously) That the sum of thirteen thousand (13,000) dollars be and hereby is appropriated for the purchase and installation of a controlled sluiceway and gates in the reservoir dam at Arlington Heights Reservoir and to drill a test well at the reservoir to determine the water supply available; said sum to be

VOTED: That the sum of four thousand three hundred and seventy-five (4375) dollars be and hereby is appropriated for the purchase of uniforms for the members of the Arlington Auxiliary Police Association, Inc., who are engaged in Civil Defense; said sum to be raised by general tax and expended under direction of the Town Manager and the Director of Civil Defense.
There being no further business under Article 88, the Moderator declared it disposed of.
Article 89. (Land Located in Lexington Called "Great Mea- dows".)
VOTED: That the Moderator be and hereby is authorized and directed to appoint a committee of seven citizens, consisting of two members of the Board of Selectmen, the Town Manager, one member of the Finance Committee, the Chairman of the Committee on Swim- ming Conditions at Arlington Heights Reservoir Beach, one member of the Conservation Committee of the Arlington League of Women Voters, and one member of the Conservation Committee of the Arlington Women's Club or the Conservation Committee of the Arling- ton Garden Club, to investigate and make a study of the land owned by the Town of Arlington in the Town of Lexington known as the "Great Meadows" to determine its natural resources, its value to the Town, its relation as a watershed to the brooks and waterways of the Town, its potentialities for future development, the character of such development and make recommendations for the future de- velopment or disposition of the land; said committee to report its recommendations to the Town not later than the 1958 Annual Town. Meeting; and that the sum of one hundred (100) dollars be and hereby is appropriated for the use of said committee, said sum to be raised by general tax.

Article 90. (Ornamental Lighting - Christmas Holiday Season.)
VOTED: That the sum of four thousand (4,000) dollars be and hereby is appropriated for the purpose of providing ornamental and additional light to the Town during the Christmas Holiday Season; said sum to be raised by general tax and expended under the di- rection of the Town Manager.
There being no further business under Article 90, the Moderator declared it disposed of.
Article 91. (Headquarters for Lt. Stanley G. Benner Detachment - Marine Corps League of Arlington.)
VOTED: That in accordance with Chapter 40, Section 9 under the General Laws of Massachusetts, as amended by Chapter 409 of the Acts of 1946, the sum of nine hundred (900) dollars be and. hereby is appropriated for the purpose of providing headquarters for the "Lt. Stanley G. Benner Detachment, Marine Corps League of Arlington"; and that said sum be raised by general tax and expended under the direction of the Board of Selectmen.
There being no further business under Article 91, the Moderator declared it disposed of.
Article 92. (Appropriation of Available Funds.)
On the substitute motion of Arthur D. Saul, Jr. of the Finance. Committee to amend the original motion of the Finance Committee, which was seconded and was declared by the Moderator to have carried on a standing vote, 95 having voted in the affirmative and 40 in the negative, it was
VOTED: That the sum of two hundred fifty thousand (250,000) dollars voted for appropriations, heretofore made under the Warrant for this meeting, and not to be borrowed or to be taken from avail- able funds or from balances of special appropriations made in other years, shall be taken from any available funds in the Treasury; and that the Assessors be instructed to use free cash in the Treasury in any available funds to that amount in the determination of the 1957 tax rate.
There being no further business under Article 92, the Moderator declared it disposed of.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington to meet in the TOWN HALL in said Town on MONDAY, THE FOURTH DAY OF NOVEMBER, 1957
at 8 o'clock P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to, the referenda pro- vided for by Chapter 43A of the General Laws.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed and a report of the Arlington Development Commission.

Article 2. To see if the Town will amend the Classification Plan, known as Schedule A, of Article 7C, of the By-Laws, by add- ing the following classification.

Article 3. To see if the Town will appropriate a sum or sums of money for personal services of members of the Police Department and the Fire Department for the purpose of com- pensating the members of said Departments at salaries provided for by the vote of the Town of 106 in the affirmative and 91 in the negative at the adjourned session of the 1957 Annual Town Meet- ing held on March 20, 1957, under Article 27 of the Warrant for said Annual Town Meeting, if said vote shall be determined in the pro- ceeding for a Declaratory Judgment or Decree of certain members of said Departments now pending in the Middlesex Superior Court to be legally effective to amend the Pay Plan established under Section 2, Article 7C of the By-laws of the Town, for the period from the effective date of said vote to the end of the year 1957, said sum or sums to be taken from available funds now in the treasury and expended under the direction of the Town Manager, or take any action relating thereto.

Article 4. To see if the Town will abandon the following ease- ments dated January 23, 1956, Taken for Sewer and Drain Purposes by the Board of Selectmen of the Town of Arlington; said ease- ments are bounded and described as follows:
Beginning at a point on the northerly side line of Yerxa Road. said point being 39 feet northeasterly of the westerly boundary line of Lot 10, thence northeasterly through said Lot 10 and Lot 41 a distance of 100 feet more or less to an angle point, thence northerly through said Lot 41 and on a line parallel to and 7.5 feet west of the boundary line between Lots 41 and 42 a distance of 120 feet more or less to a point on the southerly side line of Stone Road. tlience easterly on said southerly side line of Stone Road, on a curve to the left with a radius of 415 feet a distance of 15 feet more or less to a point, thence southerly through Lot 42 and Lot 10 on a line 7.5 feet easterly of and parallel to boundary line between Lots 41 and 42 a distance of 127 feet more or less to an angle point, thence southwesterly through Lot 10 and on a line 15 feet south- easterly of and parallel to the first-described line a distance of 88 feet more or less to a point on the northerly side line of Yerxa Road, thence westerly on said northerly side line of Yerxa Road, on a curve to the right with a radius of 110 feet a distance of 21 feet more or less to the point of beginning.
Article 5. To see if the Town will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose' of a certain parcel of land with the buildings thereon, hereinafter described, to The Roman Catholic Archbishop of Boston, or take any action relating thereto. Said parcel of land is bounded and described as follows:

Beginning at a point on the northwesterly side line of Medford Street, at a stone post and located 148.00 feet northeasterly of the northeasterly side line of Massachusetts Avenue; thence north- westerly at approximately right angles to Medford Street, a distance of 173.83 feet more or less to an

Article 6. To see if the Town will determine that the land now owned by the Town and known as the Russell School property is needed for public ways of access and egress to and from the Russell Common parking area and Medford Street, and for public uses related thereto; will authorize and direct the Town Manager to procure cost estimates to raze and remove the Russell School building and procure preliminary engineering plans and cost esti- inates for construction of the said public ways, and report to the next Annual Town Meeting; make an appropriation for the said purpose from funds available in the Treasury; or take any action relating thereto.

Article 7. To see if the Town will acquire by purchase, eminent domain or otherwise for municipal purposes, all or any portion of the land within the Town hereinafter described and which was originally acquired by the Town by gift allegedly subject to certain trusts, terms and conditions, any interests or easements therein, and any rights or easements of way or otherwise as appurtenant thereto and subject to or with any reservations of any rights or easements therein; determine in what manner the money shall be raised and expended; or take any action relating to all or any of the foregoing.
Said land is bounded and described as follows:
Beginning at a stone bound at the point of intersection of the southeasterly side line of Mystic Street and the southwesterly side line of Chestnut Street, thence southeasterly on said south- westerly side line of Chestnut Street, a distance of 245.76 ft. to a point at land of the Roman Catholic Archbishop of Boston, thence southwesterly by land of Town of Arlington known as Russell School property a distance of 370 ft. more or less to land now or

Article 8. To see if the Town will make an appropriation to pave the Municipal Parking Area; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 9. To see if the Town will make an appropriation for the construction of islands, bumpers or other protective devices necessary for the parking of motor vehicles in the Municipal Parking Area; determine in what manner the money shall be raised and expended; or take any action relating thereto.
Article 10. To see if the Town will appropriate a sum or sums of money for the purpose of procuring preliminary engin- eering plans, data, estimates of costs of construction and other costs that would be involved in implemeting certain recommenda- tions contained in the so-called Benjamin Report of 1955 or such other recommendations as may be made by the Arlington Develop- ment Commission relating to public improvements, including the relocation of existing public ways and the laying out of new public ways and the construction of parking areas in the vicinity of Arlington Center, said funds to be taken from available funds in the Treasury and expended under the direction of the Arlington Development Commission and the Town Manager; or take any action relating thereto.

Article 12. To see if the Town will authorize the Board of Selectmen to use a strip of land, now a part of the Old Burying Ground on Pleasant Street, for street purposes in conjunction with the widening of a portion of Pleasant Street; or take any action relating thereto.
Said land is bounded and described as follows:
Beginning at a point on the northwesterly side line of Pleasant Street, said point being 334.75 ft. southwesterly of the southwesterly side line of Mass. Avenue, thence southwesterly on said north- westerly side line of Pleasant Street, a distance of 222 ft. more or less to the division line between the Old Burying Ground and land of the New England Telephone & Telegraph Company, thence northeasterly through the Old Burying Ground a distance of 240 ft. more or less to the wall on the division line between the Old Burying Ground and land of the Unitarian Church, thence south- westerly by said land of the Unitarian Chuch on an irregular curve to the right on said division line a distance of 20 ft. more or less to the point of beginning and containing 580 sq. ft.
Article 13. To see if the Town will vote to amend Section 9 of Article 2 of the By-Laws by adding the following sentence at the end of said Section:
"provided, however, that a majority vote of the Town Meeting Members present and voting at a Town Meeting duly called, a quorum being present, shall be sufficient to adopt, amend, modify or repeal a Town By-Law, excepting in instances where a vote greater than a majority is required by the General Laws of Massachusetts"
SO that said Section 9 of Article 2 of the By-Laws will read as follows:

Section 9. The duties of the Moderator, and the government of the Town Meeting, not specially provided for by law, or by the foregoing rules, shall be determined by the rules of practice con- tained in Robert's Rules of Order Revised, (Seventy-Fifth Anniver- sary Edition), so far as they are adapted to the condition and powers of the Town, provided, however, that a majority vote of the Town Meeting Members present and voting at a Town Meeting duly called, a quorum being present, shall be sufficient to adopt, amend, modify or repeal a Town By-Law, excepting in instances where a vote greater than a majority is required by the General Laws of Massachusetts.
Article 14. To see if the Town will vote to amend Article 12 of the By-Laws entitled "Miscellaneous" by inserting after Section 8 a new section to be known as Section 9 of Article 12 of the By-Laws and to read as follows: ,
"Section 9. Owners of land which has been excavated shall be required to erect barriers or take other suitable measures to protect persons from damages incident thereto, within five days after such owners have been notified in writing by the Selectmen, that, in their opinion, such excavation constitutes a hazard to public safety. The penalty for violation of this By-Law shall not exceed two hundred (200) dollars."
Article 15. To see if the Town will vote to amend the first sentence of Section 9 of Article 13 of the By-Laws by striking out the words "one hundred and thirty-two feet apart" and inserting in place thereof the words "one hundred and eighty feet apart" so that said sentence shall read :
Section 9. Where possible, all poles must be uniformly spaced, and of a uniform height, and shall not be more than one hundred eighty feet apart.
Article 16. To see if the Town will make an appropriation to be expended under the direction of the Town Clerk, for the purpose of defraying the expense of advertising and other incidental costs relating to the By-Laws voted at this Town Meeting; determine in what manner the money shall be raised; or take any action relating thereto.
Article 17. To see if the Town will vote to accept from the Christmas Crib Committee a gift in the sum of $104.82; or take any action relating therto.
Article 18. To see if the Town will make an appropriation for the extension of a surface drain in Private Lands, northeasterly: of Wheaton Rd., between No. Union St. & Everett St .; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 19. To see if the Town will petition the General Court for authority to sell, convey or otherwise dispose of the parcel of land hereinafter described, which is now part of the public parks within the Town, to the Arlington Housing Authority for the use of the said Housing Authority to erect buildings for housing for aged citizens of Arlington; and will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of said parcel to the Arlington Housing Authority for said use as above described; or take any action relating thereto.
