Article 58. Article 59. To see if the Town will authorize the acquisition by purchase, eminent domain or otherwise of any land easements or rights therein, including an easement or easements in land adjoining the location of any or all public ways, the laying out of which is accepted at this meeting, consisting of a right to have the land of the location protected by having the surface of such adjoining land slope from the boundary of the location; make an appropriation for such acquisition; determine in what manner the money shall be raised and expended; or take any action relating thereto.

To see if the Town will acquire by purchase, eminent domain, or otherwise, for park and playground purposes, the parcel of land hereinafter described, any portion thereof, any interest or easements therein and any rights or easements of way cr otherwise as appurtenant thereto; and subject to or with reserv- ation of any rights or easements therein; determine by whom the powers conferred by Section 14 of Chapter 45 of the General Laws shall be exercised; make an appropriation of money for the pur- pose aforesaid; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.

Article 66. To see if the Town will make an appropriation for the use of the Board of Commissioners of Trust Funds, ap- pointed in accordance with the provisions of Section 23 of Chapter 503 of the Acts of 1952, as amended by Sections 11 and 12 of Chapter 634 of the Acts of 1956; determine in what manner the money shall be raised; or take any action relating thereto.
Article 67. To see if the Town will appropriate a sum of money for the use of the Arlington Brotherhood Committee in its promotion of understanding and amicable relations between persons and groups, juvenile and adult, in the Town, and the assistance to other agencies, public and private, concerned with such matters; determine in what manner such sum shall be raised and expended; or take any action in any way relating to all or any part of the foregoing.

To see if the Town will vote to appoint a com- mittee of five (5) registered voters of the Town, one of whom shall be a Selectman, for the purpose of studying, investigating, considering and making recommendations for the establishment of & Business Development Commission or Corporation, said Com- mission or Corporation to be established for the purpose of making recommendations or instituting ways and means of broadening the tax base in order to relieve the present and ever increasing burden of taxation upon owners of real estate; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised and expended; or take any action relating to any or all of the foregoing.

Article 71. To see if the Town will vote to appoint a com- inittee of five (5) registered voters to consist of a Selectman, a member of the School Committee, the Town, Manager and twc Town Meeting members from Precinct 12A for the purpose of

studying, investigating, considering and making recommendations relative to the use of the area in the rear of the Junior High School West, between Burton Street and Quincy Street, being the extension of Appleton Place, for the parking or passage of motor vehicles for the relief of traffic congestion; said committee to report at the next Special Town Meeting, if any, but not later than the Annual Town Meeting of 1958; appropriate a sum of money for the use of said committee; determine in what manner the money shall be raised; or take any action to any or all of the foregoing.
Article 72. To see if the Town will vote to appoint a com- mittee of five (5) persons for the purpose of studying, investigat- ing, considering and making recommendations for parking facili- ties, including off street parking, in the Arlington Heights business area; said committee to consist of one member of the Finance Committee, one Town Meeting member from each of the following precincts, 12A, 13 and 14A, and one to be the owner of an estab- lished business in the Arlington Heights area, who is a registered voter of the Town; make an appropriation for use of said com- miittee; or take any action relating thereto.
Article 73. To see if the Town will transfer the Russell School from the jurisdiction of the School Committee to the jurisdiction of the Town Manager; or take any action relating thereto.
Article 74. To see if the Town will make an appropriation for the improvement of the acoustics in the auditorium of the Robbins Memorial Town Hall; determine in what manner the money shall be raised and expended; or take any action relating thereto.

Article 75. To see whether the Town acting pursuant to Sec- tion 7 of Chapter 550 of the Acts of 1952, will empower the Arl- ington Housing Authority to erect a new housing project, namely, a, Housing Project for Elderly Persons, pursuant to the provisions of Chapter 667 of Massachusetts Acts of 1954, and acts in amend- ment thereof and in addition thereto.

To see if the Town will petition the General Court for authority to sell, convey or otherwise dispose of the parcel of land hereinafter described, which is now part of the rublic parks within the Town, to the Arlington Housing Authority for the use of the said Housing Authority to erect buildings for housing for aged citizens of Arlington; and will vote to authorize and direct the Board of Selectmen to sell, convey or otherwise dispose of said parcel to the Arlington Housing Authority for said use as above described; or taken any action relating thereto.

Article 79. To see if the Town will vote to amend its Zon- ing By-Laws by inserting after Section 12-A a new section to be known as Section 12-B; to read as follows:
Section 12-B. Restrictions Affecting All Residence Districts.
The storage or keeping of not more than one commercial vehicle in a private garage accessory to a dwelling shall be allow. ed if owned or used by a person residing in such dwelling. In no case, however, shall the regular open-air parking of any commer- cial vehicle be permitted in any residence district except with per- mission of the Zoning Board of Appeals.

Article 80. To see if the Town will vote to amend its Zon- ing By-Law by striking out subparagraph 6 of Sub-section (b) of Section 13, which reads as follows:
"G. Storing or keeping, for more than four hours, of a commer- cial vehicle within an accessory garage for not more than two cars and which garage, except for storing or keeping of the vehicle in question, would be a private garage."

Article 81. To see if the Town will vote to amend its Zoning By-Law by striking out the words and figures "250 square feet" where they appear in Section 15-B of said By-Law and inserting in place thereof the words and figures "300 square feet"; and by striking out the words and figures "250 square feet" where they appear in Section 15-3 of said By-Law and inserting in place there- of the words and figures "300 square feet".

Article 82. To see if the Town will vote to amend its Zoning By-Law by inserting after sub-section (b) of Section 13 a new sub-section to be known as sub-section (c) of Section 13; to read as follows:
(c) Erection and Maintenance of Any Sign Excepting Accessory Signs Specified Below:
(1) The erection and maintenance of not more than two signs for each family living in a dwelling, neither of said signs to have an area of more than one square foot, bearing the name of the family or designation of the dwelling or both.
(2) The erection and maintenance on the premises of one sign not exceeding twelve square feet in area and pertaining to uses specified in Section 13 (b) 3 and 5, provided that there may be more or larger signs with specific approval of the Board of Appeals.
(3) The erection and maintenance of real estate signs of not over six square feet in total area advertising the sale or rental of the premises on which they are located; provided, however, that signs not more than fifty square feet in total area and not more than ten feet in any dimensions may be erected and maintained on subdivisions of land for the sole purpose of advertising the sale of land or buildings in said subdivisions but not more than one such sign shall face the same street.

Article 85 To see if the Town will vote to construct a Re- fuse Disposal Incinerator Plant on land owned by the Town of Arlington situated on Hobb's Court in area known as the Town
