LIBRARY TRUST FUND.
The sum of forty dollars is deposited in the Springfield In- stitution for Savings in the City of Springfield, Book No. 158,877.
CHLOE BLISS STEBBINS FUND-ESTABLISHED 1897
This is a contribution of three hundred dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its association with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annually, one-third to the overseers of the poor for the relief of the poor of the town ; one- third to the managers of the town library to aid in its support, and one-third to secure perpetual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their children, buried in the same range.

THE HIRAM DANKS CEMETERY LOT FUND- ESTABLISHED 1903.
This is a fund of one hundred dollars, left by the will of Hiram Danks. the income only of which to be paid to the treasurer of the Town of Wilbraham for the perpetual care of the Hiram Danks burial lot in the Wilbraham cemetery.

THE IRA G. POTTER CEMETERY LOT FUND- ESTABLISHED 1910.
This is a fund of one hundred dollars, left by the will of Ira G. Potter, the income only to be used for the perpetual care of the burial lot of Ira G. Potter in the East Wilbraham cem- etery.
Deposited in the Springfield Institution for Savings, Book No. 219,514.

THE EDWARD H. BREWER CEMETERY LOT FUND- ESTABLISHED 1913.
This is a fund of two hundred dollars left by will of Ed- ward H. Brewer, the income only to be used for the perpetual care of the Edward H. Brewer burial lot in the Adams Cem- etery.
Deposited in the Springfield Institution for Savings, Book No. 234,595, $200.00.
Report of Forest Warden.

It is with regret that we see our shade trees in rather poor condition. To the impaired vitality caused by the past dry sea- sons, have been added sunscald and sun scorch of maples, an obscure disease or condition affecting ash trees, and the chest- nut blight, besides the practically unchecked ravages of the elm beetle.
Mr. E. C. Clark reported a tree on Maple street partly defoliated by the leaf girdler, and Mr. H. E. Tupper found the oak leaf miner in East Wilbraham.
The gipsy and browntail moths have become threatening enough to make us watch carefully.
The burning of the church at Wilbraham injured the surrounding trees so they will have to be removed. Many chestnut trees at Glendale having the blight have been cut by the abutters. Two maples at North Wilbraham by Mr. Bald- win's that were nearly demolished by the cyclone had to be cut. A large maple at Maplehurst, Glendale, had to be re- moved, being killed by a wire encircling it years ago.
In the past, trimming has necessarily consisted largely of removing low branches that obstructed travel. Now the work is mostly in caring for scars and cavities, and removing dead limbs, many at a height requiring equipment which the town does not have. Mr. W. H. McGuire and Mr. W. A. Mowry secured considerable difficult trimming from electric and tele- phone companies. Except in two instances these companies have been very careful of the trees.
Much work has been neglected because of the difficulty

of getting help at present wages. It is becoming increasingly hard to keep the trees of Main street beautiful.
The electric wires are so many that burning often occurs in spite of precautions, and the elm beetle is looking forward to a famine in a year or two, if the trees are not sprayed. We recommend that the town hire one of the several companies engaged in spraying to do this work.

FOREST WARDEN'S REPORT.
The chestnut blight continues to spread, though not so swiftly as the previous year. We are trying experiments under direction of the State, but they are practically useless. We believe individual trees can be saved by cutting of diseased areas, and spraying with a good fungicide at frequent intervals.
Cedar Swamp fire was the worst fire in the history of the town. The peat being dry it was almost impossible to control, as it burned underground far outside the fire line. Men who will at a personal loss leave their work and fight fire night and day, among the tangled brush, fallen trees, dangerous stumps and holes, and poison sumach of Cedar Swamp, deserve the highest commendation. Every means known to firefighters

was used, the extinguishers doing good work where water could be procured. In so extensive a fire the telephone is very useful, and the women did that part well. Over one hundred men were employed. Foresters say your work was well done. HENRY I. EDSON, Forest Warden.

I respectfully submit the following report of my investiga- tion of several possible sources from which water may be obtained to supply your town. The population of Wilbraham, according to the census reports for twenty years, has been ยท as follows: In 1890, 1,814; in 1895, 1,740; in 1900, 1,595; in 1905, 1,708; in 1910, 2,332. The valuation of the town has increased during this period from $838,279, in 1890, to $1,215,- 648, in 1910. A large part of the increase in population and valuation is accounted for by the growth of the tenement house district of the Ludlow Manufacturing Associates in the northwest corner of the town. This part of the town is now furnished with water by the City of Springfield, and I have not considered extending the town's supply to cover this sec- tion. The part of the town to be supplied with water by the proposed systems is shown on a map accompanying this re- port, and comprises the villages of Wilbraham and North Wilbraham, the section between these villages and extending as far south on the Hampden Road as Adams Corner and as far west on the Boston Road as the Bliss place. Living within this area there are approximately fifteen hundred peo- ple that would eventually be supplied by the proposed system. There will be no very large water takers except possibly the

Boston & Albany Railroad Company, The Collins Paper Com- pany having recently driven some artesian wells that furnish them with a good supply of excellent water. I believe that it is safe to assume that for quite a number of years, the average daily consumption will not exceed 60,000 gallons, and I have used that amount as a basis in estimating the comparative cost of procuring water from the various sources that have been considered.
