Leadership by specialist secured from League outside the county was possible in millinery and home management work in a number of towns by the use of a part of the town appropriation. In Wilbraham, Miss Mary Reid was paid $20 for a course of four meetings in millinery in which twelve women were regularly enrolled. During the course, each woman made herself a hat and learned principles for application later. .
In the same way Mrs. Harriet Haynes, home manage- ment specialist, was paid $30 for her work at the extension school, and also for two all-day meetings attended by 28 women on the refinishing of furniture. Some valuable antique furniture that had been relegated to the cellar or attic was refinished and is now giving useful service. Some of these pieces of furniture were over one hundred years old.
The fact that during the year 17 meetings, many of them all day long, were held with a total attendance of over 200, is evidence of the interest in the Home Bureau work.
A county-wide project of interest to women of all our towns is the Hampden County Woman's Exchange, which opened at 33 Harrison avenue, Springfield, in October. The Exchange is a co-operative market for articles made by women at home, these articles being sold through the Exchange at a commission aimed just to cover the cost of doing business. There are four main departments : Hand- craft, canning, foods, and luncheon. There are already 295 consignors.
Junior Club work in Wilbraham has been particularly effective on account of the splendid leadership of Mrs.

Gardner R. Files, to whom the balance of the town appro- priation was paid as a partial recognition of her excellent work.
Altogether there were 68 boys and girls from all parts of the town enrolled in the following projects :
30 in canning clubs.
19 in garden clubs.
10 in Wilbraham bee clubs.
4 in a pig club. 2 in sheep, and 1 each in baby beef and poultry.
Omitting the pig and poultry clubs, in which the con- test is still going on, the reports of the 44 club members show a total value of products raised amounting to $2,391.60, with a net value above costs of $1,180.84, an average of $27 apiece. This takes no account of $220 in prize money won at the Eastern States Exposition and distributed through nearly every one of the club projects, indicating a uniformly high standard of work in all these varied lines. The Wil- braham junior canning club won second prize in the 100-jar exhibit, which is keenly contested from all parts of the county. The number of individual prize winners in the various contests was second to only one other town in the county.
Myrtle Files won the county championship in canning. It should be explained, of course, that the award of a county championship does not lie in the hands of the local leader, and Myrtle won this honor entirely on her own merits.
Arthur Files, after capturing with his pure-bred Hol- stein heifer first prize in the senior heifer class in club competition of the Holstein-Friesian Association, and the grand championship for the best calf club animal at the Exposition, entered his heifer in the big open class and won second prize. Altogether he captured $95 in prize money.

In all the club work Mrs. Files has had the backing and help of the county club leaders, Otis M. Hall and his assistant, Miss Catharine M. Christen.
The time given by the staff members during the year to the town of Wilbraham has totaled about 40 days, be- sides the time of specialists and lecturers secured by the League from Massachusetts Agricultural College and elsewhere.
For several years past Wilbraham's town appropria- tion has been $150. It is hoped that this amount may be continued, especially as it is now the policy to expend practically all town appropriations entirely in local work that would not otherwise be possible.
F. A. Warren is the League. director for Wilbraham, and C. P. Bolles is chairman of the Wilbraham branch of the Farm Bureau. Mrs. Files is a member both of the executive committee of the Home Bureau and of the Wom- an's Exchange committee. Any of these leaders will be glad to give further information about the work.

TOWN WARRANT

Article 1. To choose a Moderator to preside in said meeting.
Art. 2. To choose a Town Clerk and Treasurer, and one Selectman for three years, who shall be Overseer of the Poor, one Assessor for three years, five Constables, one Auditor for the ensuing year, one for School Committee for three years, Collector of Taxes for the ensuing year, one Library Trustee for three years, one Tree Warden for the ensuing year, one Cemetery Commissioner for three years, all on one ballot.
Also all other Town Officers.
Art. 3. To hear and act on the reports of the Select- men, Overseers of the Poor, Treasurer, School Committee, and other officers.
Art. 4. To fix the compensation of the Collector of Taxes for the ensuing year.
Art. 5. To determine the manner of repairing the highways and bridges for the ensuing year.
Art. 6. To raise such sums of money as may be deem- ed necessary for defraying the expenses of the Town for the ensuing year and appropriate the same and vote how the same shall be raised.
Art. 7. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.
Art. S. To see if the Town will instruct the Selectmen

to prosecute any persons selling or transporting intoxicat- ing liquors in this Town contrary to the laws of the Com- monwealth, or take any action in regard to the same.
Art. 9. To see what disposition the Town will make of the Dog Tax of 1922.
Art. 10. To see if the Town will grant money for the observance of Memorial Day.
Art. 11. To see if the Town will raise and appropriate the sum of one hundred and fifty dollars ($150.00) to be expended by the Trustees for County Aid to Agriculture for the County of Hampden in accordance with the pro- visions of Chapter 273 of the Acts of 1918, the same to be applied for the purpose of teaching and demonstrating better practice in Agriculture and Home Making.
Art. 12. To see if the Town will buy a tractor and other road equipment and raise and appropriate money for the same.
Art. 13. To see if the Town will fix the compensation of all elected officers of the Town.
Art. 14. To see if the Town will oil the road from the Post Office in Wilbraham to the Hampden line and from the Post Office in Wilbraham to the Springfield line, and raise and appropriate money for the same.
Art. 15. To see if the Town will purchase a lungmotor to be kept with the fire truck at a cost of one hundred and seventy dollars ($170.00) and raise and appropriate money for the same.
Art. 16. To see if the Town will adopt Sec. 6, Chapter 148, of the General Laws; an act which gives the Chief of the Fire Department authority to order rubbish cleaned up, where it constitutes a fire menace.

Town will take in the matter of borrowing the sum of fifty thousand dollars ($50,000) or any other sum for gen- eral Town purposes, and securing payment of the same by the issuance of bonds of the Inhabitants of the Town in such form and such terms and for such time as the Select- men of the Town may be able to obtain.
Art. 18. To see if the Town will install or cause to be installed on the cross road leading from the Mountain road to the Glendale road and on the Glendale road at suitable and proper intervals for the protection and safety of travelers, fifteen electric lights, said lights to be located on said roads from a point opposite the school house at the corner of said Mountain road and said cross road to a point opposite the Glendale Church and raise and appropriate money for the same.
Art. 19. To see if the Town will raise and appropriate money to oil Maple Street in North Wilbraham.
Art. 20. To see if the Town will vote to build, furnish and equip a new school building, on land recently acquired by purchase from the Ludlow Manufacturing Associates in the northwesterly part of the Town, on the easterly side of the highway leading from the Ludlow Bridge to Stony Hill and appropriate and raise money for the same by taxa- tion or by an issue of bonds or notes, or script.
Art. 21. To see if the Town will authorize the School Committee to equip the Wilbraham Street school house with sanitary toilets similar to those now in use at the North Wilbraham school house, and raise and appropriate money for the same.
Art. 22. To see if the Town will authorize the School Committee to equip the Glendale school house with chemi- cal toilets similar to those now in use at the East Wilbra- ham school house and raise and appropriate money for the same.
Art. 23. To see if the Town will raise and appropriate money for use in administering the Schick test, so called, to pupils in the public schools or take any action relative thereto.
Art. 24. To see if the Town will vote to purchase an adding machine for use in the Town office, and raise and appropriate money for the same.
Art. 25. 'To see if the Town will raise and appropriate money to install four electric lights on Mountain road be- tween the school house and residence of George W. Ely.
Art. 26. To see if the Town will raise and appropriate money to build a school house at "Mountain View Park."
Art. 27. To see if the Town will raise and appropriate money to build concrete gutters on both sides of Chapel Street and Maiden Lane to care for surface water.
Art. 28. To see if the town will vote to build a re- taining wall at Pines School Grounds along highway, fence and grade school grounds and appropriate eight hundred ($800.00) dollars for the same.
Art. 29. To see if the Town will resurface and oil Stony Hill Road to Boston Road and Springfield line at waiting station; also Weston Street, and raise and ap- propriate money for the same.
Art. 30. To see if the Town will erect and maintain a school in the Mountain View District and raise and appro- priate money for the same.
Art. 31. To see if the Town will vote to build and maintain a play ground in the Weston Street District and raise and apropriate money for the same.
Art. 32. To see if the Town will install three lights on Bridge Street and two on Adams Street and raise and appropriate money for the same.

Art. 33. To see if the Town will vote to extend the sewer from Timothy Keefe's house up the Mountain road, and raise and appropriate money for the same.
