As Medical Inspector, appointed by the School Committee, I have visited all the schools three times during the year-that is, each term. At each visit I have separately inspected all pupils in attendance.


I found the condition of the children so favorable at those inspections that no re-inspection has been necessary. The calls of teachers for special inspections have been but few. During the Spring term a slight epidemic of scarlet fever, in two fam- ilies having children attending the Stony Hill and Center schools, caused some alarm and the closing of those schools for two weeks.


Under the amendment, Acts of 1910, I have examined at the Ludlow Manufacturing Associates' office and my own, all applicants for employment tickets, and have given health or age certificates to such children as I have found in sufficiently sound health and physically able to perform the work they in- tend to do.

Town Warrant


Article 1. To choose a Moderator to preside in said meet- ing.


Art. 2. To hear and act on the reports of the Selectmen, Overseers of the Poor, Treasurer, School Committee, and other officers.


Art. 3. To fix the compensation of the Collector of Taxes for the ensuing year.


Art. 5. To choose a Town Clerk and Treasurer, and one Selectman for three years, who shall be Overseer of the Poor ; one Assessor for three years, five Constables, four Fence Viewers, one Auditor, for the ensuing year, one for School Committee for three years, one for two years, Collector of Taxes for the ensuing year, one Library Trustee for three years, one Tree Warden for the ensuing year, one Cemetery Commissioner for three years, all on one Ballot.


Also all other Town Officers. To decide by ballot which shall be yes or no, the question, Shall license be granted for the sale of intoxicating liquor in the Town?


Art. 6. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the en- suing year and appropriate the same and vote how the same shall be raised.


Art. 7. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.

Art. 8. To see if the Town will instruct the Selectmen to prosecute any persons selling or transporting intoxicating liquors in this Town contrary to the laws of the Common- wealth or take any action in regard to the same.


Art. 9. To see what disposition the Town will make of the Dog Tax of 1917.


Art. 10. To see if the Town will grant money for the observance of Memorial Day.


Art. 11. To see if the Town will appropriate money for the care and winding of the Tower Clock on Memorial Church.


Art. 12. To see if the Town will vote to place an electric light on Railroad Street opposite the home of W. L. Dempsey and appropriate money for the same.


Art. 13. To see if the Town will raise and appropriate the sum of one hundred and fifty dollars ($150.00) to be ex- pended within the Town under direction of the Hampden County Improvement League for the promotion of boy's and girl's club work, and the improvement of agriculture and coun- try life in the town, including agricultural demonstration work on land owned by the Town or owned by any resident of the Town in accordance with the provisions of Chapter 707 of the Acts of 1914.


Art. 14. To see if the Town will vote to extend the sewer up Chapel Street on the Mountain road about 450 ft. and raise and appropriate money for the same.


Art. 15. To see if the Town will vote to consolidate schools numbered five, six and seven, known as the East Wil- braham, Mountain, and Glendale schools, with school number eight at North Wilbraham; also schools numbered one and three, known as Stony Hill and Mile-Tree schools, with school number four at Wilbraham, providing transportation for pupils to these schools and appropriate money for the same.


Art. 16. To see if the Town will vote to maintain a Junior High School.

Roll of Honor


In Memory of the Wilbraham Men who Died in the Military Service of the United States


Nelson S. Vincent was born in Ashfield, Mass., October 21, 1897. His parents were Levi H. and Mary E. Vincent. His father died when he was two years old. He attended school in North Adams as a boy and in 1913 came to this town to live with his aunt, Mrs. Thomas H. Nims. He en- listed July 19, 1917, and was sent to Syracuse, N. Y., and from there to Camp Merritt, in Tenafly, N. J. He was a member of Co. M, 49th Infantry, and "Acting Corporal" at the time of his death, which occurred April 23, 1918, in Tomah, Wisconsin, where he had been sent as an escort with the body of a comrade. He is buried in North Adams, where his mother still lives. He was an active member of the local Grange.


Edward F. Powers was born in Wilbraham, October 17, 1894. He was the son of John and Bridget S. Powers, both of this place. He was a student at Wesleyan Academy, and also attended Springfield High School. He was called to the colors October ?, 1917, and sent to Camp Devens and from there to Camp Gordon, Ga., where he became a mem- ber of the 326th Infantry. While at Camp Gordon he was stricken with pneumonia and died February 11, 1918. Burial was in Hampden. He leaves a father and a brother.


George M. Kingdon was born in Auburn, Mass., February 18, 1893. He was the son of Clara L. and James Kingdon. In April, 1914, the family moved to North Wil- braham and the son attended the Palmer schools. After leaving school he was employed in the Wright Wire Mill. He was Past President of the Sons of St. George of Palmer,

and a member of the order of Odd Fellows. He enlisted May 29, 1917, in Co. K, 104th Infantry. He was sent to Camp Bartlett in Westfield and from there overseas to France. He was wounded in action and sent to mobile hospital No. 1, where he died October 16, 1918. He is buried somewhere in France.

Article 1. Robert P. Trask was chosen moderator of the meeting.


Art. 2. The report of the Selectmen was read by the chairman, Allyn M. Seaver, and was accepted by a vote of the Town.


Voted that the remaining reports from the Town offi- cers be accepted as printed.


Art. 3. Voted the sum of $200 be appropriated for the Collection of Taxes.


Art. 4. Voted that the Highways and Bridges be re- paired under the direction of the Selectmen.

Voted, that the Town Treasurer, with the ap- proval of the Selectmen be and hereby is authorized to bor- row money from time to time in anticipation of the revenue of the financial year beginning Jan. 1, 1918, and to issue a note or notes therefor payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year.


Art. 8. Voted, that the Town instruct their Selectmen to prosecute any person or persons selling or transporting intoxicating liquors into this town contrary to the laws of the Commonwealth.


Voted the sum of three hundred dollars be raised and appropriated for the above purpose.


Art. 9. Voted that the Dog Fund of 1917 be appro- priated for schools.


Art. 10. Voted the sum of Twenty-five Dollars be raised and appropriated for the observance of Memorial Day.


Art. 11. Voted the sum of Twenty-five Dollars be raised and appropriated for the care and winding of the Town Clock.


Art. 13. Voted that the Town raise and appropriate the sum of $150 to be expended within the Town under the direction of the Hampden County Improvement League for Boys' and Girls' Club work under Chapter 707 of the Acts of 1914.

LIBRARY TRUST FUND.


The sum of Forty Dollars is deposited in the Springfield Institution for Savings in the City of Springfield, Book No. 158,817.


CHLOE BLISS STEBBINS FUND- ESTABLISHED 1897.


This is a contribution of Three Hundred Dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its asso- ciation with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annually, one-third to the Overseers of the Poor for the re- lief of the poor of the town; one-third to the managers of the Town Library to aid in its support; and one-third to secure perpetual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their chil- dren, buried in the same range.
