Town Warrant.


Article 1. To choose a Moderator to preside in said meeting.


Art. 2. To hear and act on the reports of the Selectmen, Overseer of the Poor, Treasurer, School Committee and other town officers.


Art. 3. To fix the compensation of the Collector of Taxes for the ensuing year.


Art. 4. To determine the manner of repairing the high- way and bridges for the ensuing year.


Art. 5. To choose a Town Clerk and Treasurer, one Selectman for three years who shall be Overseer of the Poor, one Assessor for three years, five Constables, four Fence Viewers, one Auditor for the ensuing year, one School Com- mittee for three years, Collector of Taxes for the ensuing year, one Library Trustee for three years, one Tree Warden for the ensuing year, one Cemetery Commissioner for three years, one Cemetery Commissioner for two years, one Cemetery Commissioner for one year, all on one ballot; also all other town officers. To decide by ballot which shall be Yes or No, the question "Shall license be granted for the sale of intoxicat- ing liquors in the Town?"


Art. 6. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensuing year, and appropriate the same and vote how the same shall be raised.


Art. 7. That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money

from time to time in anticipation of taxes of the municipal year beginning March 11, 1913, to an amount not exceeding in the aggregate ($10,000) ten thousand dollars, and to issue a note or notes therefor, payable in one year, any debt or debts in- curred under this note to be paid from the taxes of said munic- ipal year.


Art. 8. To see if the Town will instruct their Selectmen to prosecute any person or persons selling or transporting in- toxicating liquors in this Town contrary to the laws of the Commonwealth, or take any action in regard to the same.


Act. 9. To see what disposition the Town will make of the Dog Fund of 1912.


Art. 10. To see if the Town will grant money for the observance of Memorial Day.


Art. 11. To see if the Town will appropriate money for the care and winding of the Town clock in the Memorial church.


Art. 12. To see if the Town will furnish free transpor- tation for Primary and Grammar school children who reside at a distance of more than one mile from the school they attend.


Art. 13. To see if the Town will place five additional street lights, the same to be located between property owned by Mrs. John Powers and extending to the property owned by Mrs. Isabelle M. Fiske.


Art. 14. To see if the Town will appropriate money for an electric light at the crosswalk in North Wilbraham north of the Dennis Powers place.


Art. 15. To see if the Town will instruct their Select- men to enter in a contract with the Central Massachusetts Electric Co., of Palmer to furnish continuous lighting service for the Town.


Art. 16. To see if the Town will vote to authorize the Selectmen of the Town of Wilbraham to petition the General Court in the name and behalf of the Town of Wilbraham for authority, through appropriate legislation, to supply itself and its inhabitants with water for the extinguishing of fires and for domestic, manufacturing and other purposes, to establish hydrants and relocate or discontinue the same to regulate the

use of water, to fix and collect rates to be paid therefor, to acquire all necessary lands and land and water rights for such water supply, to acquire all necessary lands and land for the laying of mains, aqueducts, etc., and for the authority to bor- row the necessary funds for the construction of water works, and to do all other acts and things needful or appropriate in the premises.


Art. 17. To see if the Town will appropriate a sum of money for the use of the water committec.


Art. 18. To see if the Town will take action in regard to repairs or alterations of the house recently occupied by Abner E. Bell, said house having been bequeathed to the town for Library purposes.


Art. 19. To see what the Town will do in regard to publishing its history.


Art. 20. To see if the Town will instruct their Asses- sors to publish valuation lists.


Art. 21. To see if the Town will express an opinion on the admission of pupils at town expense to vocational schools before completion of the ninth grade in the course of study provided in the schools of Wilbraham.


Art. 22. To see if the Town, in accordance with Chap- ter 607 of the Acts of 1912, will consent to the acquirement by the City of Springfield as a part of its water works system, of that part of the water works system of the Ludlow Manu- facturing Company which is located in that portion of the Town of Wilbraham known as Stony Hill, and upon such acquirement to said City supplying water to the persons and corporations in that portion of the town; and to provide for the execution of a proper agreement relative to such supply.
