The promptness of deputies and the large number of men available saved the town great loss of property this year.


There have been twenty-five fires. Eighteen were caused by the railroad, which reimburses the town for fire fighting. Two were caused by burning brush, both these being serious fires. Five were set by careless smokers.


The worst fire was at Stony Hill, south of Moran's Bridge, June 15 and 16. Another near there would have been as bad but for quick action.


Cigarettes and locomotives are the chief enemies of our forests ; the former are much the worst, as it is usually the cause in dangerous sections. Our fires cost us nearly four hundred dollars. There have been no disasters from campfires, though some have taken risks. The Boy Scouts, under a new arrangement, are being taught the law and required to be a help instead of a menace.


We are slack in enforcing the slash law, which requires a clear forty-foot strip around woodlot cuttings and beside adjacent highways. The removal of slash is a tedious job, but it will pay in the end by increased safety insured by a clear strip for back-firing.


Forest conditions continue to grow worse. Ash and hickory are dying, the latter from the effects of borers principally. All trees east of the top of the mountains were badly injured by the worst ice storm we have ever known. Chestnut sprouts continue susceptible to the blight.


Reforestation by some method must surely come and S0011. The time required and risk involved discourage the work by individuals.


The town forest idea is worthy of your attention at this time, that some practical method may be worked out.

Federal men inspected the town thoroughly for Gypsy Moths last spring, but we are not on the moth map yet. Brown-tail Moths are scarce everywhere, but a new enemy, the Satin Moth, has come to the eastern part of the State and is spreading rapidly. The moths are all satiny white. The larvae are brownish black with seven whitish spots and brown spines, and a few long hairs. Eggs are laid in July and hatch in 15 days and feed all summer and fall. They live over winter as larvae in crevices of the bark. They begin to feed as soon as foliage grows. About the last of June they perpate in leaves drawn together or in the crev- ices of bark or rubbish, or on the sides of buildings. The pupa is shiny black, covered with white hairs. It is a great nuisance because of its habit of crawling into houses, on tables and in beds. Its food is mostly poplar and willow. As the mnoths fly in swarms for long distances we must watch that it does not get started here.

CHILOE BLISS STEBBINS FUND


Established 189%.


This is a contribution of Three Hundred Dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the Town as a memorial of her regard for its asso- ciation with her long life dwelt therein, and in which she died Feb. 21, 1891. The income of the fund is to be paid annually, one-third to the Overseers of the Poor for the re- lief of the poor of the Town; one-third to the managers of the Town Library to aid in its support; and one-third to secure perpetual good care of the graves in the Town burial ground of Eben and Elizabeth Bliss Stebbins, and their chil- dren, buried in the same range.
