The sum of forty dollars is deposited in the Springfield Institution for Savings in the City of Springfield, Book No. 158,877.


CHLOE BLISS STEBBINS FUND- ESTABLISHED 1897.


This is a contribution of three hundred dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its associ- ation with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annual- ly, one-third to the overseers of the poor for the relief of the poor of the town ; one-third to the managers of the town library to aid in its support ; and one-third to secure perpet- ual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their children, bur- ied in the same range.

Forest Warden's Report


The chestnut blight claims practically all the chestnut east of the mountains, its worst section bordering Monson.


Moths have done little damage. Watch for dead pine tree tops, as the pine-tree worm is thought to be here.


The several pine plantations in town are growing slowly because of dry seasons, but that they live is encouraging. Perhaps it is fortunate they lie at some distance from the railroad and the larger number of reckless hunters and campers. Squirrel hunters especially have broken game and forest laws, smoking their game from hollow trees; and while sufficient evidence to convict could not be se- cured it was so close a call that the same offenders will hardly try it again.


The cost of fighting fires this year has been $248.00, which is so large that the question of methods and equip- ment merit discussion at the annual Town Meeting.


The new slash law, which is printed herewith, aims to lessen the dangers from forest fires, and your co-operation in its enforcement is earnestly requested.

LAW RELATING TO DISPOSAL OF SLASH OR BRUSH FOLLOWING WOOD OR LUMBER OPERATIONS.


40-Foot Fire Line Required.


1914, 101, Sect. 1. Every owner, tenant or occupant of land, and every owner of stumpage, who cuts or permits

the cutting of wood or timber on woodland owned or occu- pied by him or on which he has acquired stumpage by pur- chase or otherwise, and which borders upon woodland of another or upon a highway or railroad location, shall clear the land of the slash and brush wood then and there result- ing from such cutting for such distance, not exceeding forty feet, from the woodland of such other person, highway or railroad location as the local forest warden shall determine, and within such time and in such manner as he shall de- termine.


Disposal of Brush Along Highway.


1914, 101, Sect. 2. Any person who cuts or couses to be cut trees or brushes or undergrowth within the limits of any highway or public road shall dispose of the slash and brush wood then and there resulting from such cuttings within such time and in such manner as the forest warden of the city or town wherein such cutting is done shall determine.


Penalty.


1914, 101, Sect. 3. Whoever neglects to comply with the directions of the forest warden with regard to the dis- posal of slash and brush, as provided in sections one and two of this act may be punished by a fine of not less than five dollars nor more than fifty dollars.

REPORT OF MEMORIAL DAY EXPENSES FOR THE CENTRE VILLAGE.


Memorial Day services, with martial music, an address, and singing, have been held every year since 1868, with two exceptions. In 1876 there were no public services, and in 1911, when the services were held in Glendale. Regular meeting of the veterans have been held each year to ar- range the programs and other details, and every veteran in town has been notified in writing of those meetings, and of the time and place for the services on Memorial Day. On seven occasions some of them have given the address, and no veteran soldier has ever received any pay for any of those services.


At first the necessary expenses were paid by contribu- tions. In 1889 the town commenced to make an appropria- tion of $50.00 annually to cover the expenses, which was increased to $75.00 in 1894, $25.00 of this last sum going to East Wilbraham. Beginning with 1905, Glendale has re- ceived $10.00 each year of the remainder, except for the year 1910, when they received $5.00. Seventy grave mark- ers have been procured at a total expense of $37.60, and have been distributed to each cemetery as needed. A few are still on hand. After the expenses each year were paid, if there was a balance remaining on our hands, it has been dpeosited in the Savings Bank, with the result that we have received $27.48 interest on the same to January 16th, 1915. The gentleman who gave the address in 1913 declined to accept any pay for his services. We did not expect to draw the appropriation for 1914, but the work around the Sol- diers' Monument, which the selectmen wished us to do, made it necessary.
