Report of Town Meeting Held February 7, 1916.
Article 1. Gaylord W. Douglass was chosen modera- tor of the meeting.
Art. 2. Voted to accept reports of the Selectmen, Over- seer of the Poor, Treasurer, School Committee and other town officers.
Art. 3. Voted that the compensation of the Collector of Taxes be fixed at $200.
Art. 4. Voted that the highways and bridges be re- paired under the supervision of a superintendent of streets, to be appointed by and working under the direction of the Selectmen, and not to be one of their number.
Art. 5. Voted to raise and appropriate the following:

Art. 7. Voted that the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the rev- enue of the financial year beginning Jan. 1, 1916, and to issue a note or notes therefor, payable within one year, and debt or debts incurred under this vote to be paid from the revenue of said financial year.
Art. 8. Voted that the town instruct their Selectmen to prosecute any person or persons selling or transporting intoxicating liquors in this town contrary to the law of the Commonwealth.
Voted that $300.00 be raised and appropriated to prose- cute any person or persons selling or transporting liquors in town contrary to the laws of the Commonwealth.
Art. 9. Voted that the dog fund of 1915 be appropri- a'ed for schools.
Art. 10. Voted the sum of $75.00 be raised and appro- priated for the observance of Memorial Day.
Art. 11. Voted'the sum of $25.00 be raised and appro- priated for care and winding town clock.
Art. 12. Voted the sum of $25.00 to pay for the trans- portation of the Assessors and other town officers.
Art. 13. Voted that the sum of $1,500.00 be raised and appropriated for highways under the small town act.
Art. 14. Voted to rescind Article 14 in the year 1910.

Art. 17. Voted the sum of $80.00 be raised and appro- priated to extend the street lights on Maple street to O'Leary's corner.

Art. 19. Voted the sum of $500.00 be raised and appro- priated to oil the roads.
Art. 20. Voted to raise and appropriate the sum of $16.50 to place an electric light opposite the property of James Ritche on Faculty street.
Art. 21. Voted to pass the article.
Art. 22. Voted the sum of $16.50 be raised and appro- priated to place an electric light opposite the property of the late Col. Butler in East Wilbraham.
Art. 2 .Voted that the town loan committee deposit $667.00 in a savings bank to be known as Dea. Nathaniel Warriner's Fund and the balance as the School Lot Fund.

Cemetery Commissioners' Report

Aside from mowing and care of the cemeteries the improvements made during the past year are as follows :
In the Adams cemetery the stone table of Lieutenant Merrick has been moved to a new foundation.
The broken headstone of Eunice Warriner has been re- placed by a slate one.
The headstone of Charlie Skeele has been reset.
Two copper screens have been put in the receiving tomb.
The soldiers' graves have been reseeded and improve- ments have been made by owners of several lots.

Forest Warden's Report
Imported tree diseases seem likely to destroy our forests.
The chestnut blight has ruined the larger portion of the local wood-land, and now the white pine rust very seriously threatens what native white pine we have, and of course halts reforestation with pine to take the place of chestnut. The national and state campaigns against the pine rust have started more promptly than in the case of chestnut blight.
The rust must use currant or gooseberry leaves for part of its existence, being a yellowish spot on the underside of the leaves.
Its life is from infected pine to currant and from cur- rant to healthy pine, being carried by the wind. The Forestry department asks that all currant or gooseberry bushes in the vicinity of pines be destroyed.
We have had only two fires this year, both near East Wilbraham. One was caused by a locomotive, the other by a criminally neglected camp-fire.
The promptness with which they were extinguished does credit to the deputy B. B. Green and his men.

Tree Warden's Report
This has been a good year for trees: the rains helped them to regain some of the vigor lost in a succession of dry seasons; the elm beetle seems under control; and the months ravaging many sections have done us practically no injury. Tent caterpillars were an unsightly nuisance; but the children destroyed 1,066 roadside nests. It was hoped that all wild cherries could be cut ; but the great difficulty of getting help has made it impossible to cut much of the roadside brush, though the most dangerous places have been cleared. Many farmers who once took pride in their roadsides have lost interest since the responsibility has been with the town.
Mr. W. H. McGuire working with the Electric and Telephone Companies has thoroughly trimmed the trees on Main St. at very little expense to the town.
In' the western part of the town Mr. E. C. Clark has removed a number of dying trees, and several in the way of the new state road, near Springfield line.
An experiment to control the snow in the roads by the planting of wind-breaks is being tried in Glendale east of the blacksmith shop.
Many towns have had tree planting campaigns. Wil- braham began several years ago with a few trees each year. but there is need for more in the northwesterly section.

The sum of forty dollars is deposited in the Springfield Institution for Savings in the City of Springfield, Book No. 158,877.
CHLOE BLISS STEBBINS' FUND- ESTABLISHED 1897.
This is a contribution of three hundred dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its associa- tion with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annual- ly, one-third to the overseers of the poor for the relief of the poor of the town; one-third to the managers of the town library to aid in its support : and one-third to secure perpet- ual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their children, bur- ied in the same range.
