LIBRARY TRUST FUND.
The sum of forty dollars is deposited in the Springfield Institution for Savings in the City of Springfield, Book No. 158,877.
CHLOE BLISS STEBBINS FUND-ESTABLISHED 1897
This is a contribution of three hundred dollars. made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its association with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annually, one-third to the overseers of the poor for the relief of the poor of the town; one-third to the managers of the town library to aid in its support, and one-third to secure perpetual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their children, buried in the same range. Forest Warden's Report
A forest survey of Wilbraham by H. F. Gould, of the State Forester's office, gives a forest area of 4,832 acres, about one-third the total area of the town. A very large proportion of this has recently been cut over. Not over four per cent. of this woodland is at present large enough for ties, though there is a large area of very slow growing chestnut on the mountains. Practically all tracts. of chestnut have the blight, and much third growth is already dead. A continual cutting out of the badly diseased trees seems the only solution of the trouble, leaving the rest to make what growth it will before dying.
Attention must be immediately given to reforestation with red oak and pine. About five acres of pines, planted in Glen- dale six years ago by Allyn M. Seaver and Miss E. O. Beebe, have made encouraging growth, the larger being from four to six feet high. Mr. Robert O. Morris has recently planted a lot in the southwestern part of the town.
The B. & A. Railroad has set about a dozen fires this year. The deputies' quick work saved much damage. One fire came very near burning the buildings of Mr. Whitney by the old Bay Path, one burned part of a field of standing grass and threatened the hay being loaded at H. M. Green's, and another made lively work on the plains Thanksgiving Day.

TREE WARDEN'S REPORT.
The trees this year are in much the same condition as last year, dry weather and the various insects contributing to a rather unthrifty state of health.
The town having appropriated two hundred dollars for spraying the elm trees, we hired, on the recommendation of the Massachusetts Forestry Association, the Mt. Carmel For- estry Co. of Hartford, Conn. Some dissatisfaction has been expressed as to the thoroughness of the work done. We con- clude that the work, being done rather late, gave the larvæ time to defoliate the trees before eating enough poison to be fatal. We regret this fact; but most of the beetles being killed gives a fair start for this year. If we judge by Spring- field's experience, it will take several years to control the pest ; and the two large trees by the stores at the Street will be gone soon. One hundred and eighty-five public trees were sprayed.
Most of the trimming this year was at the Street. It being very difficult to get local men, and having no equipment adapted to trimming the elms, the Carr Associates of Springfield were hired. The cost for this work is very great, but the trees were dangerous, and there seemed to be no other way to get it done. Even if the town had equipment, men to use it are very scarce. If some of us become critical we must remember that the job would look different to us if we were running a pole saw from a precarious balance between a swaying branch and the electric wires.
New trees were planted by the new Congregational Church to take the places of those burned.
The Forestry Association is asking that 1914 be a banner year for tree planting.

Report of Cemetery Commissioners
Beside the usual work of caring for the cemeteries, the headstones at Glendale have been aligned and many of them reset and cemented. A large number of new iron posts were placed in the fence where the old ones had rusted off. Some grading was done.
The new part of the East Wilbraham cemetery needs to be laid out and marked.
On the resignation of Luther L. Farr, sexton at Glendale, the Commissioners appointed Chas. M. Calkins in his place.
We ask that one hundred dollars be appropriated for the use of the Cemetery Commissioners for the ensuing year.

Items marked *, amounting in all to $510.34, were not contemplated when appropriation was asked for last year. For the following reasons they appeared necessary as work progressed :
The old " Sikes " fire frame was kindly donated by Miss E. O. Beebe, and of course deserved a suitable setting.
Floors in the library rooms were in such bad condition that linoleum was the best way to make them suitable.
Bathroom and ventilator were necessary for ordinary comfort of tenants now living entirely on second and third floors.
Sewer was made necessary by bathroom and connection was advisable anyway before State road was made.
Old water pipe was found to be practically filled with rust, and new pipe could be laid to best advantage before State road was completed.
New sidewalk and filling was necessitated by grade of highway being raised.
In addition to above the requirements of the State Com- missioner of Public Records made the cost of vault $200 more than the construction first estimated on by contractors.
