Forest Warden's Report .
While compared with other towns we were very for- tunate, the unusually dry spring gave us twelve forest fires with a total area of about 130 acres, a damage of probably about $350.00 and a cost to the town of $103.15.
The burning of planted pine gives little encouragement to reforestation. A fine stand of pines planted in 1908 near Glendale was destroyed last spring.
The disposal of roadside brush by burning has fright- ened horses and damaged trees to such an extent that cart- ing the brush to a safe place was tried. This cost $3.10 a mile, the land owner burning the brush for the ashes.

Tree Warden's Report
Among the more important changes made by the legis- lature in amending and codifying the tree warden law, were the limiting of the tree warden's power to cut trees, by the appeal of any person in writing to the selectmen : the des- ignating of seven days as the time of notice for hearings al- lowing the tree warden to cut dead or dangerous trees, and saplings up to 11/2 inches in diameter without a hearing ; and the placing of roadside brush under the jurisdiction of the tree warden, though brush which endangers traffic can be ordered cut by highway officials.
In answer to questions, the Mass. Forestry Association has stated; that the abuttor always owns the tree; and in falling a roadside tree the warden's duty ends with clearing the way for raffic. He may fall the tree on the abuttors field subject to damages.
It is the duty of the highway officials to clear the way of accidentally fallen trees or branches ; brush and debus must be disposed of at the discretion of the forest warden.
No one is as yet obliged to cut roadside brush. It seems unfair for either the towns or abuttors to bear the whole ex- pense which should be equally divided.
Though we have, with the exception of a few dead locks, managed to compromise; the problem of having both pub- lic utilities and shade trees becomes more acute each year.
About one third of the appropriation had been planned for trimming Wilbraham Street; but Deputy W. H. Mc- Guire has urged the Tree Warden to co-operate with the Central Mass. Electric Co., and secure this trimming for no financial expense.
After it was learned for sure that it was the tree ward- en's duty to cut brush, help could not be secured to do much work before snow came.

In regard to brush cutting, it is suggested that a vine covered wall looks better than the bare stone; and that group of what we usually call brush make an attractive roadside, where they do no harm, and are of omamental kinds, as red stemmed dogwood, pear and maple leaved vi- burnum, thorn, mountain cranberry, laurel, high blueberry, etc. These also call the birds. In many places brush can cover with snow the bare roads in winter; but in others must be cut to stop drifting.
The children destroyed about 2,000 tent caterpiller nests, and this year they should collect the egg clusters in the spring.

LIBRARY TRUST FUND.
The sum of forty dollars is deposited in the Springfield Institution for Savings in the City of Springfield, Book No. 158,877.
CHLOE BLISS STEBBINS' FUND- ESTABLISHED 1897.
This is a contribution of three hundred dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its associ- ation with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annual- ly, one-third to the overseers of the poor for the relief of the poor of the town; one-third to the managers of the town library to aid in its support ; and one-third to secure perpet- ual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their chilrden, bur- ied in the same range.
