LIBRARY TRUST FUND.
Th sum of forty dollars is deposited in the Springfield In- stitution for Savings in the City of Springfield, Book No. 158,877.
CHLOE BLISS STEBBINS FUND- ESTABLISHED 1897.
This is a contribution of three hundred dollars, made by Solomon Bliss Stebbins of Boston, from money given to him by Chloe Bliss Stebbins of Wilbraham, said sum to be held by the town as a memorial of her regard for its association with her long life dwelt therein, and in which she died Feb. 27, 1897. The income of the fund is to be paid annually, one-third to the overseers of the poor for the relief of the poor of the town; one-third to the managers of the town library to aid in its sup- port ; and one-third to secure perpetual good care of the graves in the town burial ground of Eben and Elizabeth Bliss Stebbins, and their children, buried in the same range.

Report of Forest Warden
This year twenty-four fires, ranging from small grass fires to the great Stony Hill fire of May 14, of five hundred acres, have cost the town $217.75 to extinguish. Railroads and smoking are as usual the main causes, though a few were caused by camp-fires.
The barren land section of the law gives rise to much dispute, some declaring that fires without permits can be built at certain places on the mountains. So far deputies have recognized no barren land in Wilbraham, and a permit will surely be required during the usual season.
On Patriot's Day fires were forbidden to all picnic parties on the mountains, which was fortunate, as six fires were started in other parts of the town. The most dangerous fire we ever had occurred that day east of Grace Chapel; and but for the prompt action of the townspeople, much of the village would have been burned. The extinguishers are a necessity in such cases, and we wish to thank all who so willingly loan theirs for an emergency. The town equipment has been used many times to save buildings.
The century-and-a-half old chestnut and oak on the Brewer lot, west of the Mountain road, went to the saw this year. In- evitable though it be, we regret the passing of these old forest monarchs, contemporary with the founders of our town.
The pine blister has not increased noticeably in this sec- tion ; no Gypsy or Browntail moths have been found this year, and the absence of tent caterpillars was a welcome surprise.
War conditions and coal shortage have raised the price of cord-wood to $10 and more a cord ; but with hundreds of cords of dying chestnut wasting, few choppers can be found, even with offers of $2.50 to $3 a cord.

HICH SCHOOL INSTRUCTION.
The Town is required by the State to provide High School instruction for such children as are duly qualified. The fol- lowing regulations have been adopted.
1. High School instruction at the expense of the town will be given to such children as the Superintendent recom- mends.
2. Children recommended by the Superintendent will be admitted to Wesleyan Academy, Springfield or Ludlow High Schools without further examinations.
3. The Superintendent shall not recommend any child for High School instruction until the Course of study provided

for by our Public Schools is satisfactorily completed either by course or by examination.
4. The State Board of Education approves the Payment of the first and second years tuition to the Ludlow High School only.
