Each year the interest decreases in amount and the rentals increase as new connections are made. The average yearly expense to be met during a period of ten years according to the preceding plan is $7,050. If we estimate that at the end of ten years, only about 60 per cent. of the total number of 1,000-gallon units of water enters the sewers, and that amount, estimated from the register of the water commissioners of 1903, is about 50,000 1000-gallon units, then the charge per 1000 gallons that must be made to meet this yearly expense is $7050 divided by 3-5 (Co% ) of 1000-gallon units equals $0.235 per M. gallons.
If, for convenience, we consider this rate as $0.25 per thousand gallons, each owner's rental is readily obtained by the meter readings. Unmetered houses must be charged by esti- mates decided upon by the sewer commissioners.
By this plan, with a meter-reading of 30,000 gallons, a rental of $7.50 would be charged.
The so-called first payment is an assessment paid for benefits accruing to a piece of land by its relation to a sewer ; annual rentals are paid for benefits directly received by the owner or occupant of a building from connection with a sewer and as such can be readily appreciated. If a low rate of rental is desired, it is easily found by reducing that proportion of the estimated total expense borne by the town, thus decreasing the yearly payments as well as the interest upon the bonds, but of course the assessment upon frontage and area must be in- creased proportionally to make up the difference.
SUMMARY.
Believing that it is for the best interests of the town that a potion of the cost of the sewer system be paid for by yearly rentals. it is recommended that Section 6 of the act accepted by the town be amended to read as follows :

SECTION 6. The town of Norwood shall by vote deter- mine what proportion of the cost of said system or systems of sewerage and sewage disposal said town shall pay ; provided, that it shall not pay less than one-third, nor more than one-half of the whole cost. - Of the remaining cost of said system or systems, one-half shall be borne by the owners of estates situated within the territories embraced by them and benefitted thereby and one-half shall be paid by just and equitable annual charges or rents for the use of said system or systems assessed upon the persons who enter their particular sewers therein ; but no state shall be deemed to be benefitted until a sewer is con- structed into which it can be draincd. The owners of such estates shall be assessed by said commissioners their propor- tional parts respectively of such portion of the total cost of said systems as is not borne by the town or paid by annutl charges or rents as above provided. Such proportional parts shall be based upon the estimated average cost of all the sewers composing said system, and shall be assessed by a fixed uni- form rate according to the frontage of such estate upon any street or way in which a sewer is constructed, or according to the area of such estate within a fixed depth of such street or way, or according to both frontage and area ; and every such owner shall, within three months after written notice of such assessment, served on him or on the occupants of his estate, or sent by mail to the last address of said owner known to said commissioners, pay the sum so assessed to the collector of taxes of said town: Provided, that said board shall on the written request of any such owner, made within said three months, apportion such assessment into such number of equal parts or instalments, not execeding ten, as the owner shall indi- cate in such request; and said board shall certify such appor- tionment to the assessors of the town and one of said parts or instalments, with interest from the date of the annortionment at the rate of 6 per cent. per annum, shall be added by the assessors to the annual tax on such estates for each year next ensuing, until all said parts have so been added, unless sooner

paid as hereinafter provided, and provided, further, that noth- ing herein contained shall be construed to prevent the payment at any time in one payment, notwithstanding its prior appor- tionment, of any balance of said assessments then remaining unpaid, but interest on such balance at the rate of 6 per cent. per annum shall be paid to the date of such payment; and thereupon the collector of taxes of said town shall receive the same and shall certify such payment or payments to the asses- sors, who shall preserve a record therof. In cases of corner lots and lots abutting on more than one sewered street the same area shall not be. assessed more than once. Said annual charges or rent shall be determined by said board of sewer commissioners and collected semi-annuallly and shall consti- tute a lien upon the real estate using the sewer, to be collected in th same manner as taxes upon real estate or in an action of contract in the name of the town.
Also SECTION II, to read: The receipts from annual charges or rents and from assessments and payments made in lieu thereof under this act, after deducting all charges and ex- penses for and incident to the maintenance and operation of said systems of sewerage, shall be applied first to the payment of the interest upon the bonds, notes or script issued under the authority of this act not otherwise provided for, and the balance shall be set apart for the payment or redemption of such bonds, notes or script, or for the payment of the further extension of the system or systems of sewerage herein authorized to be con- structed by said town, as the said town shall vote, and shall be used for no other purpose. If the receipts from said charges or rents and said assessments and from payments made in lieu thereof in any year, not appropriated for the construction and interest on said bonds, notes or script, and the principal as it falls due, then in such case the town shall raise forthwith by taxation, in the same manner as money is raised and appro- priated for other purposes, such sum as will meet the said re- quirement.
In order to accomplish this it will be necessary for the

town to at once petitiion the legsilature to grant this amend- ment. If the petition be granted, the town is in a position to elect at once the sewer commissioners and proceed with the construction of a sewer system. If the petition be not granted and the citizens of the town approve of an assessment based upon a yearly rental, the petition must again be presnted to the legislature next year and passed upon in the regular order of business.
Your committee believes that with the assistance of the State Board of Health this result might be accomplished before the close of the present session of the legislature.
If, however, the citizens of Norwood believe that sewer assessments based upon some other than the rental system are preferable, then action can be taken at once under the legisla- tive act that has already been accepted by the town.
PLAN RECOMMENDED.
Your committee recommends
First: That one-fourth of the estimated total cost of the sewerage system be raised by first assessment, one-half by gen- eral taxation, and the remainedr by annual charges or rentals.
First assessment shall be based upon frontage and area of all land abutting upon or adjacent to sewers-six-tenths on area within 100 feet of the street line and four-tenths on fron- tage, assessed to the nearest foot; first assessments to be col- lected whenever possible in one payment and to be credited to construction account.
The unit of rental shall be 1000 gallons of water entering the sewer, as shown by the meter readings of the water com- missioners ; the volume of sewage entering the sewers for un- metered buildings to be estimated by the sewerag commis- sioners.
Second: That owners of property abutting upon sewers be not compelled to enter the same when completed; that no one be allowed to enter without a permit.
Third: That no annual charges or rentals be made until such time as the sewerage commissioners shall determine;

that such rentals be charged from the first of the month fol- lowing the date of the permit ; and that all deficiencies be made up during the first years by general taxation.
Fourth: That the prices assessed per unit per square and front foot and for rental be determined by the sewerage com- missioners, as these rates necessarily depend upon the extent of sewerage construction authorized by the town during a certain given period of years, which shall be taken as a work- basis.
Fifth: 'That the amount of bonds or notes issued be paid f in equal yearly instalments during the time they are to run. This is considered preferable to the sinking fund plan as being provo simple and is the plan now generally recommended to towns and cities within this Commonwealth by the state authorities.
